Summary

Add Azure Container Storage for Arc (ACSA) deployment automation to sync ROS 2 bag files from Arc-connected edge clusters to Azure Blob Storage. Recording pods write bag files to a local PVC that automatically syncs to cloud storage via ACSA's IngestSubvolume controller — no application-level upload logic required.
