SwatchColorPickers currently have onHover and onFocus behavior, but there was no way to tell the SwatchColorPicker to update focus on hover (for when it is in a menu, for example). This PR adds that functionality as well as updating the onHover callback behavior to be more precise and less noisy
I've opened #4034 to investigate bundling the default ContextualMenuItem handlers and passing them to onRender so that custom menuItems will have the ability to leverage the moues/keyboarding behavior of the menu without having to redefine it
Focus areas to test
Verified that default functionality for SwatchColorPicker is unchanged and focus is updated correctly onHover when focusOnHover is true
