0.65.3 prep: hide Chief behind a flag, keep the TLS hotfix on main - #32585
New flag chief-enabled-release, off by default in every build, dev builds included. Turn it on with cmux __internal_flags, which also works in release builds. Only app-host test processes run with it on, so the existing Chief tests keep exercising Chief.
The flag goes through ChiefSettings.isEnabled, so existing gates hide Home, palette entries, chief.* socket methods and mobile capabilities.
Also hidden when off: View > Chief, the Settings card and its search rows, the Open Chief shortcut row, the Dock's New Chief button, Dock config and restore, socket-created Chief panes, and chief in cmux --help.
A session saved with Chief on loses its Home and Chief panes, including Dock tabs, so nothing stays stuck in the sidebar.
Reopen Closed Tab skips a Chief tab closed while Chief was on, and Reopen Closed Workspace drops its Chief panes (a Chief-only workspace stays closed).
Left in place: --type chief in CLI help, the chief suggestion, chief.* keys in cmux.json, its template and docs. cmux chief memory and cmux chief dispatch still run.
tests_v2/test_chief_native_home.py skips while Chief is off, and scripts/chief/record-motion.sh needs the flag on first.
Keep this flag out of PostHog for now. A remote value overrides a local __internal_flags choice and disables its toggle.
2. Keep the iroh relay TLS hotfix on main
Brings over the v0.65.2.1 and v0.65.2.2 fix, which exists only on release branches: iroh's platform-verifier feature, CaTlsConfig::system(), and the guard test, which now also checks that call. The default cmux-tui build doesn't compile iroh and the macOS app's own iroh library already uses the system verifier, so those shipped binaries don't change. iOS still pins an xcframework without it, and coderouter deliberately uses bundled webpki roots. #25452 stays open.
3. Owned-pool guard (now on main)
The owned-pool guard fix that was here landed alone in #33311 (carried from this PR). After rebasing on main those hunks dropped out, so this PR no longer touches scripts/ci/.
Testing
python3 tests/test_cmux_tui_no_bundled_webpki_roots.py: passes. scripts/lint-feature-flags.py and scripts/verify-local.py --only localization: pass.
Runtime, isolated tagged build at f6b0c13: no flag means no Home and no chief.* methods; override on brings them back.
cmuxTests/ChiefDisabledHomeTests.swift runs in macos / app-host unit tests (changed suites); it passed at 1a32d02, and results for this head are posted on the PR.
Not verified: a click in the Feature Flags window, live toggling, a release-configuration build, and Home removal from a real saved session.
Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on 1ee44f3ac2 (run). This covers only the fast guards, not CI: CI's result is ci-status.
Merge receipt for 1ee44f3ac2: every check was green at merge (46 verified; 21 skipped by policy). Full suite runs on main after merge.

The PR gates Chief features by availability and enabled state. When Chief is disabled, it stops the service and removes Chief panes. Workspace-group pin operations now report whether a change was applied or protected.
The chief-enabled-release flag exposes Chief availability. Settings, shortcuts, search, menu visibility, startup, surface and panel creation, and session restore check availability or the enabled setting. The Agents help text no longer lists Chief commands.
Service shutdown and Home cleanup Sources/Chief/ChiefService.swift, Sources/Chief/ChiefService+Control.swift, Sources/ChiefHomeNavigation.swift, Sources/ContentView.swift, Sources/AppDelegate.swift, Sources/Workspace+ChiefPane.swift, Sources/Panels/ChiefPanel.swift, Sources/Workspace.swift, Sources/DockSplitStore+ChiefPane.swift, cmuxTests/ChiefDisabledHomeTests.swift, cmux.xcodeproj/project.pbxproj
Generation checks reject stale Chief owner loads. When Chief is disabled, the service stops and Home cleanup removes Chief panes, handles affected workspaces, and unpins processed Home groups. Tests cover disabled-state cleanup and workspace behavior.
Pin operations return explicit outcomes for unavailable managers, missing groups, protected changes, and applied changes. Control clients report protected unpin attempts with an error and message. Tests cover protected and applied results.

Full details: Linked Issues check
Explanation
Issue #26003 coding requirements are met. ChiefService.stopBecauseDisabled() stops active Chief work when the effective setting is disabled. ChiefHomeNavigation.removeHome(in:) removes Chief panes, closes Chief-only workspaces, and unpins the Home group. Session restore rejects disabled Chief panels and performs Home cleanup. Dock cleanup now force-closes pinned Chief tabs without confirmation or closed-tab history. ChiefDisabledHomeTests.swift covers service shutdown, restore cleanup, Home removal, Dock removal, and protected pin behavior.
Full details: Out of Scope Changes check
Explanation
The changes stay within the linked issue and the stated release-flag objective. UI, socket, mobile, Dock, restore, session cleanup, CLI visibility, localization, and tests enforce Chief availability or support the Home cleanup. The workspace-group resolution change reports refused unpin operations instead of reporting false success, which directly supports issue #26003. No unrelated change is established.
Full details: Cmux Cloud Persistent Session And Early Input
Explanation
PASS. The authoritative PR diff contains Chief feature-gating, Chief Home/session-restore handling, workspace-group pinning, UI, and related tests. It does not change Cloud terminal creation, persistent cmux-tui transport, manual renderers, remote PTY readiness, input ownership, or auth/idempotency/revision/lease fences. The cloud-specific changed hunks only reject disabled Chief session restoration or Chief surface creation.
Full details: Cmux Swift Actor Isolation
Explanation
PASS. The diff does not introduce a listed actor-isolation mistake. The new pin-resolution enum is a pure Sendable value model, consistent with existing Swift 6 control-socket resolution enums. ControlWorkspaceGroupContext and SettingsHostActions are explicitly @MainActor; the latter's async requirements therefore do not become implicitly isolated. CmuxFeatureFlags remains @MainActor, while its new off-main flag read uses the existing lock-backed nonisolated bridge. ChiefService remains @MainActor, and its detached tasks only await the actor-safe owner shutdown. UI store access during session restore occurs in @MainActor AppDelegate code.
Full details: Cmux Swift Blocking Runtime
Explanation
No failure condition is introduced. The production Swift diff adds asynchronous task coordination (await load.task.value, Task.detached, and await owner.shutdown()), but it adds no semaphore or blocking wait, sleep, delayed dispatch, polling loop, main-queue sync, timer, or manual lock. Existing timing and locking APIs in changed files are unchanged. The only added test synchronization is test-only scaffolding.
Full details: Cmux Browser Automation Off-Main
Explanation
PASS: The pull request does not change browser socket automation routing. The authoritative diff changes Chief feature gating, Chief pane cleanup, workspace-group control results, settings, and tests. It does not modify Sources/TerminalController.swift or Packages/macOS/CmuxControlSocket/Sources/CmuxControlSocket/Wire/ControlCommandExecutionPolicy.swift, and it adds no browser.*, WebKit wait, worker-router, or policy-routing changes. The check's failure conditions are not introduced.
Full details: Cmux Expensive Synchronous Load
Explanation
No new expensive synchronous agent-history load is added to a main-actor or interactive path. Chief conversation loading remains in Task.detached in Sources/Chief/ChiefService.swift:145-148, and ChiefConversationOwner.load also performs file loading in a detached task. The new Chief removal paths avoid history snapshots: workspace closure uses recordHistory: false, panel closure uses withClosedPanelHistorySuppressed, and Dock closure uses recordsHistory: false. Existing RestorableAgentSessionIndex.load() close-path fallbacks are not changed or worsened.
Full details: Cmux Cache Substitution Correctness
Explanation
No changed production code replaces an authoritative persistence, history, undo, or snapshot read with a cache. Session restore still consumes the supplied persisted snapshot, and the new Chief gate only rejects Chief panels. Chief removal reads live TabManager/Dock state, reads the hidden-conversations value from UserDefaults, and explicitly suppresses history with recordHistory: false, withClosedPanelHistorySuppressed, and recordsHistory: false. The feature-flag mirror is an event-updated rollout value with a defined default, not a substituted persistence read.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The rule covers TypeScript, JavaScript, shell, and non-Swift build/runtime scripts. The only changed non-Swift script is tests_v2/test_chief_native_home.py, which adds a Chief capability skip. Its existing wait_for_surfaces polling and time.sleep(0.15) are unchanged and are test scaffolding. The PR adds no covered sleep, timer, polling, retry, or wall-clock wait.
Full details: Cmux Swift `@Concurrent`
Explanation
No Swift concurrency annotation violation is introduced. ChiefService remains @MainActor; its changed controlOwner() async still performs actor-isolated coordination only. The new ChiefConversationOwner.shutdown() calls use explicit Task.detached or an explicit Task { @MainActor ... } boundary. Other new nonisolated declarations in FeatureFlags.swift are synchronous constants, and no invalid @concurrent annotation or unbounded async UI call site was added.
Full details: Cmux Swift Package Boundaries
Explanation
PASS. The diff does not introduce reusable, platform-independent domain logic in the app target. The new ControlWorkspaceGroupPinResolution API is in the existing CmuxControlSocket SwiftPM target, and the settings availability hook is in CmuxSettingsUI. The app-target additions are feature-flag wiring, AppKit/SwiftUI UI gates, and lifecycle cleanup that directly use TabManager, Workspace, DockSplitStore, ChiefService, UserDefaults, and app singletons. These are app-lifecycle and UI composition glue. The existing reusable Chief core remains in the CmuxChief package, which this diff does not expand.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS. The PR changes no Package.swift, Package.resolved, or .gitignore files. Its cmux.xcodeproj/project.pbxproj change only adds ChiefDisabledHomeTests.swift file and source-build entries; it does not change SwiftPM package references. The root Xcode lockfile is unchanged, so no lockfile diff is required.
Full details: Cmux Swift Logging
Explanation
PASS — The reviewed Swift diff adds or materially changes no print, debugPrint, dump, NSLog, ad hoc logging, Logger declaration, or sensitive-data log. Existing logging in unchanged surrounding code is not affected.
Full details: Cmux User-Facing Error Privacy
Explanation
No prohibited error disclosure is introduced. The new product-facing socket error is localized as “The Home group stays pinned while Chief is enabled” and uses the user-requested group ID; it exposes no vendor, provider, secret, token, path, raw upstream message, or sensitive payload. The new “Chief Home agent” feature-flag title and description are advanced configuration help, which the rule allows. Existing generic errors remain generic.
Full details: Cmux Swiftui State Layout
Explanation
The SwiftUI changes only add conditional rendering for Chief and lifecycle callback actions. The diff adds no ObservableObject, @Published, GeometryReader, or lazy/list row store references. The new ChiefService field is @ObservationIgnored on an existing @Observable type. State mutations occur in .onAppear/.onChange handlers, not during view rendering.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
No changed code adds or materially changes a standalone cmux-owned window. The diff changes Chief availability, panels, Dock behavior, settings, and tests, but it contains no new NSWindow, NSPanel, NSWindowController, SwiftUI Window, or WindowGroup declaration. The auxiliary-window close-shortcut rule is therefore not triggered.
Full details: Cmux Source Artifacts
Explanation
All 37 changed paths are hand-written source, tests, project configuration, or the localization catalog. The two added files are regular 100644 Swift source files: ControlWorkspaceGroupPinResolution.swift and cmuxTests/ChiefDisabledHomeTests.swift. No logs, media, caches, build output, temporary directories, dependency checkouts, or broad artifact directories appear in the diff.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The production Swift diff adds no #if DEBUG or test-build seam, no test/debug-named member, and no test-only accessor. New members such as startGeneration, removeHome, isChiefAvailable, and ControlWorkspaceGroupPinResolution support product behavior and have production callers. The TestProcessDefaults reference only sets the feature-flag default; it does not expose internal state. Test scaffolding remains under test targets.
Full details: Title check
Explanation
The title names a release-prep PR (0.65.3) and two bundled changes: hiding Chief behind the chief-enabled-release flag and keeping the iroh relay TLS hotfix on main. The changeset is dominated by the Chief flag gating across UI, settings, Dock, socket, session restore, and tests, so the title covers a real and main part of the change. It does not mention the TLS hotfix in the changed files, which is only partly visible in the provided summaries, and the version prefix is release jargon. Overall the title is related to the main change and is specific enough for a teammate scanning history.
Full details: Description check
Explanation
The description follows the repository template: it has a Summary that explains the problem and the resulting behavior, a Testing section that separates what ran from what is unverified, a Changelog section that explains why no entry applies, and a Proof line. The Proof section is missing; it has no screenshots or a one-line reason why none apply, although the change is user-visible (menu, settings, Dock). The Checklist is absent, and the description does not state whether localization was audited, even though the change adds localized strings in nine languages. The Testing section also lists a head SHA and says results for this head are posted elsewhere, so the test status for the current head is not confirmed in the description itself. These gaps are non-critical relative to the substantial content, so the description is mostly complete.
Full details: Cmux Algorithmic Complexity
Explanation
The PR introduces a per-workspace rescan in Sources/ChiefHomeNavigation.swift:114-125. removeHome iterates manager.tabs and calls manager.closeWorkspace for each Chief-bearing workspace. TabManager.closeWorkspace scans tabs with contains and firstIndex at Sources/TabManager.swift:2670, 2682, and 2721; with W targets and T workspaces this is O(W·T), and can be O(W²) when most workspaces contain Chief panes. The rule expects about 1000 workspaces. The added tests cover behavior, not performance, and the PR provides no bound or benchmark.
Resolution
Collect Chief-bearing workspace IDs once. Add or use a TabManager batch-removal operation that indexes target IDs with a Set or dictionary and performs selection, grouping, notification, and teardown in one pass. Preserve the current per-workspace cleanup semantics. Do not call closeWorkspace repeatedly while iterating manager.tabs.
Full details: Cmux Swift Concurrency
Explanation
The prior concurrency finding remains present. The PR adds an untracked Task.detached { await owner.shutdown() } in Sources/Chief/ChiefService.swift inside stopBecauseDisabled(). owner.shutdown() has real lifecycle work, so this is a fire-and-forget task rather than a caller-owned or stored lifecycle task.
Resolution
Store the shutdown task in ChiefService and cancel or replace it during lifecycle transitions, or make stopBecauseDisabled() async and await owner.shutdown() from a caller-owned operation. Do not use an untracked Task.detached for this shutdown.
Full details: Cmux Full Internationalization
Explanation
The localization defect remains. Resources/Localizable.xcstrings adds featureFlags.chief.title, featureFlags.chief.description, and workspaceGroup.error.chiefHomeCannotUnpin with only 9 locales each. Existing entries in the touched catalog support 20 locales, so the new entries omit bs, da, it, km, nb, pl, pt-BR, ru, th, tr, and uk. The Swift changes use these user-facing localized keys, so the pull request introduces incomplete catalog coverage.
Resolution
Add real translated string-unit entries for bs, da, it, km, nb, pl, pt-BR, ru, th, tr, and uk under all three new keys in Resources/Localizable.xcstrings. Do not use copied English, placeholders, or empty values.
Full details: Cmux Architecture Rethink
Explanation
The PR introduces split Chief lifecycle ownership. ContentView now stops ChiefService, removes Home, and removes Dock panels in its per-window onChange handler (Sources/ContentView.swift:2803-2811), and removes Home again in onAppear (2654-2657). AppDelegate separately removes Home during session restore (Sources/AppDelegate.swift:4329-4336). ChiefService also independently observes UserDefaults.didChangeNotification and calls stopBecauseDisabled() (Sources/Chief/ChiefService.swift:306-324). These paths were added or materially expanded by this PR; the base only had the simple Chief setting change handler. No application-level availability owner coordinates the effective feature flag and chief.enabled, so cleanup depends on mounted views, restore timing, and a service observer. This matches the rule's duplicate entrypoint wiring and split UI lifecycle ownership, and leaves inconsistent multi-window or windowless state representable.
Resolution
Create one application-level ChiefAvailabilityCoordinator as the source of truth for effective Chief availability. Route both chief.enabled and feature-flag changes through it. Make it own service start/stop and cleanup for every window, including windowless and session-restore contexts. Remove the duplicate ContentView.onAppear, ContentView.onChange, and ChiefService settings-observer lifecycle paths.

The coordinator tests in ControlCommandCoordinatorWorkspaceGroupSafetyTests.swift use FakeWorkspaceGroupSafetyContext, which returns a stubbed .protected result. Add a test for a Chief-only workspace whose Dock holds a Chief tab.
The test at lines 153-168 keeps a non-Chief main-area terminal. removeHome therefore keeps the workspace whether or not the Dock Chief tab counts as user work. A regression that counts that Dock tab as user work would pass this test. No test covers a workspace whose main area holds only Chief panels and whose Dock holds a Chief tab.
Add a case that builds the main area from Chief panels only, as removeHomeClearsChiefPanesOutsideHome does, and adds a Chief tab to the Dock. Assert that the workspace closes after removeHome.

No flag set: no Home, no chief.* socket methods (575 total), cmux chief status returns not_available.
Override on, set with a launch argument using the same defaults key the flags window writes: Home is back, with 10 chief.* socket methods, and cmux chief status works.
cmux __internal_flags opens the Feature Flags window in this build.
Not verified: clicking the row in the Feature Flags window (the row was scrolled out of the capture and computer use wasn't available), turning it on live without a restart, a release-configuration build, and removal of a Home restored from a saved session. cmuxTests/ChiefDisabledHomeTests.swift hasn't run; the macOS admission gate is still blocked by the unrelated guard.

Observe chief.enabled in DockEmptyPaneView, or the New Chief button can stay stale.
186-186: Minor · Functional Correctness · Quick win
Observe chief.enabled in DockEmptyPaneView, or the New Chief button can stay stale.
DockEmptyPaneView reads ChiefSettings.isEnabled at Sources/DockPanelView.swift:186. That read goes to UserDefaults and is not observed by the view. A live change to chief.enabled while the flag is on can leave the button visible or hidden until some other state change re-renders the Dock subtree. The feature flag read is observed through @Observable, so only the setting path is affected.

Review comment at @Sources/DockPanelView.swift at line 186:
Update DockEmptyPaneView so changes to ChiefSettings.isEnabled are observed and
trigger a re-render while the feature flag is enabled. Reuse the project’s
established settings-observation mechanism, ensuring live changes to
chief.enabled immediately update the New Chief button without changing the
feature-flag behavior.

Dropping fast-checks.yml from the rescue could stop rescuing a run placed on cmux-fleet-linux-x64

No change: the earlier review of this change found that label isn't persistent(), so the rescue doesn't move it, and feat-cmux-next already dropped the entry

Clean: removeChiefPanels iteration and synchronous close, the DockPanelView flag read, launch order, the combined diff against lints and path filters, and the cherry-picks.
The owned-pool guard part of this PR (scripts/ci/owned_pool_rescue.py and owned_pool_sources.py) is carried alone in #33311, credited to you, because CI fast guards is red on main's tip and on every main PR. When #33311 merges, those two hunks merge clean or become no-ops here.
…ml needs no listing (main base red) (#33311)
CI fast guards is red on main's tip 2b6fd7b and on every main PR:
test_every_owned_workflow_is_watched (tree=origin/feat-cmux-next) names
115 workflows, because feat-cmux-next #30878 made secretless Linux jobs
read vars.RUNNER_POOLS.linux. runner_pools.py admits only ephemeral
Blacksmith labels and a pool's declared GitHub-hosted ones for that
variable, so no owned Mac takes such a job and the rescue has nothing to
move. The variable no longer counts as an owned pool, and fast-checks.yml
leaves the watched list.
The fix is Austin's, from his release-prep PR #32585. It is carried here
alone so that main is green without waiting for that PR.
python3 tests/test_ci_owned_pool_sources.py: 1 failure on main's tip,
9 tests OK with this change.

The launch argument has to be a plist boolean (<true/>). A YES string isn't read as an override.
Not verified: Reopen Closed Tab and Reopen Closed Workspace with Chief off. No socket route reaches them and the background launch has no key window, so only the new ChiefDisabledHomeTests cases cover them. Also not verified: a click in the Feature Flags window, a release-configuration build, and Home removal from a real saved session.
A new PostHog flag gates Chief through ChiefSettings.isEnabled, so one
check covers Home, the menu, palette, socket and mobile capabilities.
The Settings card, its search rows, the shortcut row and CLI help hide
too. Release builds default it off; DEBUG keeps it on for dogfood.
Includes the Home removal from
#26602, extended to every Chief
pane, so a session saved with Chief on doesn't keep a stuck pinned Home.

Review found Chief still reachable with the flag off: the Dock's New Chief
button, Dock config and session restore, and socket splits. Gate those, and
close Chief tabs in workspace and window Docks when Chief turns off. Also
translate the flag's strings for the localization check.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Chief now stays off until someone turns on chief-enabled-release with
`cmux __internal_flags` or PostHog. Only app-host test processes run with
it on, so the existing Chief tests keep exercising Chief.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A Dock snapshot's detach route attached a Chief tab before the Chief check.
tests_v2/test_chief_native_home.py skips while Chief is off, so the runner
doesn't stop on it. Adds tests for the unpin refusal through the control seam
and a Chief-only workspace with a Chief Dock tab.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Second review: closeDockTabs skipped pinned tabs, could no-op during a close
prompt, and recorded Chief in closed-tab history. Close each panel with force
instead. The Dock's New Chief button now observes the flag.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Forward-ports the fix shipped in v0.65.2.1 and v0.65.2.2, which lives only
on release branches. A release cut from main would otherwise go back to
trusting the leaked emSign roots
(#25452).

(cherry picked from commit c168a57)
The test only checked the tab closed. It now checks that an ordinary
close of a Chief Dock tab records history (so the check isn't vacuous)
and that removeChiefPanels on a pinned, history-eligible tab records none.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
… off
Reopen Closed Tab and Reopen Closed Workspace restored Chief panes from
history recorded while Chief was on. The closed-tab path now refuses a
Chief snapshot, and a reopened workspace drops its Chief panes (a
Chief-only one stays closed). With MDM DisableTelemetry the feature-flag
store still loads before session restore, so a local Chief override holds.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The Recently Closed menu listed Chief tabs and Chief-only workspaces that
reopen refuses with Chief off, so clicking one did nothing. The store now
hides and skips them while Chief is off and offers them again when it's
on. Reopening a workspace of only Chief panes returns before creating a
workspace.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
With chief-enabled-release off, these were still reachable:
- Settings search listed the Chief card's five rows. The sidebar now drops
them unless the host offers Chief.
- Settings > Keyboard Shortcuts listed Open Chief, and the recorder and
the app's conflict check could report a conflict with it. The host now
tells the Settings package which actions it doesn't offer.
- cmux chief dispatch created a worktree and a workspace. It now refuses
when the app lists no chief.* method.
- A Dock create with --type chief revealed the Dock before failing. It's
refused during routing validation now.
- The socket error said Chief was disabled in Settings, where its card is
hidden. It now says Chief isn't available.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Settings search built the Keyboard Shortcuts row's text before the app
told the Settings package which shortcuts it hides, so "chief" still
matched it. The provider is now installed before the index is built.
With Chief off, the Dock's unsupported-type error no longer lists Chief,
and cmux chief dispatch says Chief isn't available rather than blaming
the build.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
App-host tests run with Chief on, where the provider and the package
default both return no hidden actions. The test now turns the flag off
and on with a local override and checks Open Chief follows it.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
#expect expands contains(where: \.holdsChiefPane) into a call the
compiler treats as throwing, which failed the app-host test build. Read
it into a local first.

Route: artifact pulled with cmux-ci artifact, launched in background on its isolated tag socket (not the user's instance), quit by exact PID after each run.
HQ publish: blocked HQ-side. publish-hq returns HTTP 502; the cache's staged import answers 503 artifact_import_unconfigured. The HQ cache still holds an older build for this tag, so no Tag Opener handover was made from it.
CI red at ae1ee2c: one XCTest in macos / app-host unit tests (changed suites)
Failing: AppDelegateShortcutRoutingTests.testTextBoxSubmitClipboardReadTimeoutRestoresPasteboard (AppDelegateShortcutRoutingTests.swift:8480, [] is not equal to ["paste_from_clipboard"]), on attempt 1 (job 126696507022) and attempt 2 (job 126712291015) of run 41859684885. Everything else in that job passed: 858 other XCTests (2 skipped) and all 1868 Swift Testing tests, including the Chief suites.
Not this PR's change: the same assertion at the same line fails on Find tmux Window: search every mirrored tmux pane's names, titles and full history #22768 (head f4285ae, run 41783351655 job 126440244789), which touches none of this code. This PR does not change TextBoxInput, the pasteboard lease, or the terminal paste path. The empty sentKeys means the pasteboard mutation lease never applied within the test's 5 s wait. That fits a pending mutation left behind by an earlier test in the same process when the "changed suites" selection runs the whole class. It does not fit a Chief or flag path.
On main the test passes in its sharded full run (run 41855478816, shard job 126683331209). Main never runs the "changed suites" job, so gh-merge-green finds no base verdict for it and refuses (no --override used).
Clipboard timeout test: flaky timing, not this PR's
AppDelegateShortcutRoutingTests.testTextBoxSubmitClipboardReadTimeoutRestoresPasteboard (AppDelegateShortcutRoutingTests.swift:8480) failed in "app-host unit tests (changed suites)" on both attempts of run 41859684885 (jobs 126696507022, 126712291015).
Evidence it is a flake unrelated to the Chief flag:
A debug-only probe (scratch branch diag-pasteboard-lane-leak, not part of any PR) checked the shared terminal clipboard queue. It was idle when the test started and stayed idle through it, so no earlier test leaves it busy. The paste key arrived after 3.19 s against the test's 5 s wait. In the failing runs the test took 7.0 s and 9.1 s, so the paste arrives late under load; it is not lost.
This PR changes none of that path: TextBoxInput, the clipboard queue and runtime clipboard reads are untouched. A test-side fix, if one is wanted, goes in its own PR.

Merge-main-previous-head: ae1ee2c
Merge-main-base: 15856e7
Merge review: 1ee44f3 (merge of main 15856e7 into this branch)
A fresh review subagent checked the merge's conflict resolutions. Verdict: SHIP, no blockers.
Files changed on both sides: cmux.xcodeproj/project.pbxproj and Sources/AppDelegate.swift.
pbxproj: compared with main, it adds only ChiefDisabledHomeTests.swift (to cmuxTests). Compared with the PR, it adds only main's four notification-popover files. All five files exist.
AppDelegate.swift: main's hunks and the PR's are hundreds of lines apart and merged cleanly. No conflict markers.
Nit (optional): cmuxTests/AppDelegateOptionDigitShortcutRoutingTests.swift:722 says "Chief Home (on by default)".
Resolution: not changed. The comment came in from main (test: keep Chief Home out of the Option-digit routing suite's windows (main red) #35296), and this PR doesn't touch the file. It is still true in app-host test processes, where chief-enabled-release defaults to on. Pushing a comment-only change would invalidate this head's CI and build receipts.
I separately checked the pbxproj union, that the referenced files exist, and the AppDelegate hunk positions (results above).
Runtime receipt for the exact head 1ee44f3. This supersedes the ae1ee2c receipt.
Build: fleet job 0149a020128fdea86e6b64b8, tag 26003-hide-chief-classic, artifact sha256 e5866d4ecf8244c7e9818e69bfbafa7534610de7312f282bb212fb3ad500beff.
How it ran: I pulled the artifact with cmux-ci artifact and launched it in the background on its own tag socket, never the user's cmux instance. I quit it by exact PID after each run.
App-host test processes run with Chief on since #32585.
Each new test window then gets a Home workspace that can't be closed, so a mirror
never becomes the window's last workspace and these cases fail on main.

Summary
Release prep for 0.65.3 (#34741), combined into one PR. Replaces #32589 and #32636, and supersedes #26602. Fixes #26003.
1. Hide Chief behind a flag
chief-enabled-release, off by default in every build, dev builds included. Turn it on withcmux __internal_flags, which also works in release builds. Only app-host test processes run with it on, so the existing Chief tests keep exercising Chief.ChiefSettings.isEnabled, so existing gates hide Home, palette entries, chief.*socket methods and mobile capabilities.chiefincmux --help.--type chiefin CLI help, thechiefsuggestion, chief.*keys in cmux.json, its template and docs.cmux chief memoryandcmux chief dispatchstill run.tests_v2/test_chief_native_home.pyskips while Chief is off, andscripts/chief/record-motion.shneeds the flag on first.Keep this flag out of PostHog for now. A remote value overrides a local
__internal_flagschoice and disables its toggle.2. Keep the iroh relay TLS hotfix on main
Brings over the v0.65.2.1 and v0.65.2.2 fix, which exists only on release branches: iroh's
platform-verifierfeature,CaTlsConfig::system(), and the guard test, which now also checks that call. The defaultcmux-tuibuild doesn't compile iroh and the macOS app's own iroh library already uses the system verifier, so those shipped binaries don't change. iOS still pins an xcframework without it, andcoderouterdeliberately uses bundled webpki roots. #25452 stays open.3. Owned-pool guard (now on main)
The owned-pool guard fix that was here landed alone in #33311 (carried from this PR). After rebasing on main those hunks dropped out, so this PR no longer touches
