test(ci): forbid any concurrency group on DEV publish and tip; run the delivery guard in CI - #25552
Follow-up to #25398, which took the concurrency groups off cmux-next-dev-daily.yml publish and tip. On main those groups had cancelled publish and tip after sign and verify passed, in runs 40370485774, 40371402817, 40373347803 and 40378401600. Newest-wins now comes from an R2 lease plus a commit record (publish) and a feed compare-and-swap (tip).
Rulebook: "No cancel-in-progress: true and no evicting concurrency group on those workflows; a CI test enforces it."
Parses the YAML. The test fails on a top-level concurrency: or a job-level concurrency: on publish or tip, even a non-cancelling one, because a group replaces the pending run. It also fails if either job is renamed away.
Fails if nightly.yml or cmux-next-dev-daily.yml goes missing, so a rename can't drop coverage without anyone noticing.
The generic cancel-in-progress: true check is unchanged.
The test was in UNWIRED, so no workflow ran it and the rulebook's "a CI test enforces it" was not true on main. It now runs in ci-guards.yml's release-notary group, next to the tip-feed test, and is removed from UNWIRED. feat-cmux-next already wires its copy the same way.
tests/test_cmux_next_dev_tip_feed.py is untouched.
Bite proof (scratch edits, not committed)
Added concurrency: {group: x, cancel-in-progress: false} to publish: exit 1, cmux-next-dev-daily.yml publish has a concurrency group.
Added the same at the top level: exit 1, has a top-level concurrency group.
Moved the workflow away: exit 1, cmux-next-dev-daily.yml is missing.
Real file: exit 0, PASS.
Not covered: feat-cmux-next. Its copy of cmux-next-dev-daily.yml predates #25398 and still has cmux-next-dev-daily-sign and cmux-next-dev-daily groups. Its jobs only run when github.ref == 'refs/heads/main', so that copy is inert, and the no-group assertion there would need a workflow change rather than a test change.
Risk: low. One more guard step runs in release-notary. The test passes on the current head.
…rrency group
#25398 removed the groups that cancelled DEV publish and tip after sign and
verify had passed (runs 40370485774, 40371402817, 40373347803, 40378401600).
test_nightly_delivery_concurrency.py now names the newest-wins jobs in a
declarative NO_CONCURRENCY_GROUP table and fails on any top-level or job-level
group there, and fails when a required delivery workflow goes missing. The
test was allowlisted as unwired, so nothing enforced it in CI; it now runs in
ci-guards' release-notary group.

The delivery concurrency test now checks required workflow presence and concurrency-group rules for nightly and daily delivery workflows. The CI guard workflow runs this test, and the wiring test no longer exempts it.
The test discovers nightly and daily delivery workflows, requires specified workflows to exist, and checks that the configured workflow and jobs have no concurrency groups. It retains the check against cancel-in-progress: true.
CI guard wiring .github/workflows/ci-guards.yml, tests/test_ci_workflow_guards_are_wired.py
The release-notary guard runs the delivery concurrency test. The wiring test no longer exempts it.
manaflow-ai/cmux#24672: Introduces and wires the delivery concurrency test that this PR extends.
manaflow-ai/cmux#25466: Changes the daily delivery workflow and its publish and tip jobs, which this PR checks.
manaflow-ai/cmux#25398: Updates concurrency coordination for the same publish and tip delivery jobs guarded here.
Merge Risk: Low · up to 08c74
The new guard can still allow earlier pull-request canary runs to be cancelled; broaden the assertion before relying on it.

The rule explicitly allows tests and internal CI/build tooling, and no concrete path to a cmux end user is present.
Full details: Cmux Full Internationalization
Explanation
PASS. The PR changes only CI wiring and Python test code: .github/workflows/ci-guards.yml, tests/test_ci_workflow_guards_are_wired.py, and tests/test_nightly_delivery_concurrency.py. The added step labels, assertions, comments, and test output are developer/CI text, not production user-facing text. No Swift UI, app catalog, web UI, API response, markdown, changelog, or locale data changes are present.
Full details: Cmux Swiftui State Layout
Explanation
PASS: The pull request changes only CI workflow and Python test files: .github/workflows/ci-guards.yml, tests/test_ci_workflow_guards_are_wired.py, and tests/test_nightly_delivery_concurrency.py. The reviewed diff contains no Swift or SwiftUI changes, so the SwiftUI state-layout rules do not apply.
Full details: Cmux Architecture Rethink
Explanation
PASS. The pull request changes only YAML and Python files: CI wiring, workflow-guard wiring, and delivery-concurrency tests. The diff contains no Swift changes and no timing, blocking, state-ownership, observer, side-channel, or UI lifecycle patterns covered by the rule.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
PASS: The pull request changes only CI workflow and Python test files. It adds no Swift code and does not add or change any cmux-owned window, panel, controller, SwiftUI Window, or WindowGroup. The auxiliary-window close-shortcut rule is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
The diff changes only .github/workflows/ci-guards.yml and two hand-written Python test files. These are intentional CI configuration and test-system source changes. No logs, screenshots, recordings, temporary directories, caches, build output, dependency checkouts, or other local/generated artifacts enter source control.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
PASS: The pull request changes only CI workflow and Python test files. It adds no Swift file and no diff under a production Sources/ path, so it cannot introduce a test or debug seam in production Swift source.

nightly-next-canary.yml is discovered by this guard and runs on pull_request. For a newer run of the same pull request, its expression evaluates to true, so GitHub cancels the earlier in-progress canary run. The current regex matches only the literal true, so the guard passes this violation of its “none may cancel a run in progress” contract.
