ci: never cancel a nightly, DEV or promote run as a queue-janitor orphan - #25882
Run 40428578701 ("cmux NEXT DEV daily · publish 40411435731") was cancelled by cmux-bot at about 02:54:14Z on 2026-10-27. Its "Verify signed cmux NEXT DEV" job had waited for a runner since 00:47:56Z (about 126 minutes), and its tip DMG job had just started on a Blacksmith runner when the cancel landed.
Confirmed from janitor run 40440730727 (02:50:12Z to 02:54:39Z). Its orphan table shows force-cancelled (cancel left it in_progress) | .../runs/40428578701 | cmux NEXT DEV daily · publish 40411435731 | Build the unsigned cmux NEXT DEV tip DMGqueued 2h02m with no runner while 8 newer job(s) onblacksmith-6vcpu-macos-26 got one. The same sweep also cancelled DEV run 40426912368 (cmux NEXT DEV Release compile queued 2h16m). The job inventory came from the start of the sweep, before the tip job got its runner at 02:53:55Z, so the sibling-running guard didn't see it.
Cause: the queue janitor's orphan pass. CI_JANITOR_ORPHAN_MINUTES was unset, so the 120-minute default applied, and orphan_protected_reason() matched release|publish|notar against the workflow path only. .github/workflows/cmux-next-dev-daily.yml matches none of those, so the run counted as an ordinary orphan. The docstring also said cancelling an orphaned nightly "only lets the next one start". That breaks the standing rule:
Never cancel a nightly, dev or promote build or its Release compile once it has started, for classic and NEXT alike, unless it is stuck past its timeout or certain to fail. ... the stale-run rule's 'superseded head' does not apply to started nightly, dev or promote builds.
A job waiting for a runner is not stuck past its timeout. The fix for that is more capacity, not a cancel.
Change
New scripts/ci/delivery_workflows.py is the one declared list of delivery workflows: nightly*.yml, *-nightly*.yml, cmux-next-dev-*.yml and *promote*.yml. Nightly promotion runs inside nightly.yml, so that pattern covers it. The list also names one delivery run of a shared workflow: the DEV source build, cmux-next.yml with dev_daily=true, which the dispatcher titles cmux NEXT DEV daily · <sha>. The janitor checks both name and display_title, and a test fails if the dispatcher's title changes. tests/test_nightly_delivery_concurrency.py already enforces no cancel-in-progress on these files and now imports its list from this module. The janitor imports the same list, so the two can't drift.
orphan_protected_reason() now returns a reason for any delivery workflow path. Its orphans get the "skip ... left for a human" row in the step summary and are never cancelled. The docstring and the workflow header comment are updated to say so.
Tests: the old case that expected a nightly.yml orphan to be cancelled now expects it to be skipped. A new case checks that DEV publish, DEV source (cmux-next.yml dev_daily, by name or display_title), DEV dispatch, nightly (main and nightly-next), nightly-sign, nightly-next-train and cmux-tui-nightly and cloud-vm-image-promote orphans are only reported, while a non-DEV cmux-next.yml dispatch is still cancelled. The delivery test also checks that the list matches every file its patterns find, and that it doesn't match ci.yml, the janitor or a plain cmux-next.yml run.
The new module is added to the guard-group and change-area maps (ci + release-notary, control-plane only).
Risk: low. This only removes cancels. Main schedules, TestFlight, PR and other orphans behave as before. A nightly or DEV run whose jobs never get a runner now stays queued and is reported, not cancelled.
Not changed: feat-cmux-next has its own older copy of queue_janitor.py. Its scheduled and workflow_run triggers run from main, so that copy only runs on a manual dispatch, which is a dry run by default. It also matches on the run name, and this run's name contains "publish", so that copy would have protected this run anyway.
Tests run locally: tests/test_ci_queue_janitor.py, tests/test_nightly_delivery_concurrency.py, tests/test_ci_change_areas.py, tests/test_ci_linux_guard_routing.py, tests/test_ci_health_report.py. tests/test_ci_delta_since_green.py fails the same way on unmodified main.
The orphan pass matched release|publish|notar against the workflow path
only, so cmux-next-dev-daily.yml and nightly.yml runs were cancelled once a
job had waited CI_JANITOR_ORPHAN_MINUTES for a runner (run 40428578701, a DEV
publish, on 2026-10-27). Declare the delivery workflows once in
scripts/ci/delivery_workflows.py; the never-cancel delivery test and the
janitor both read it, and the janitor reports such orphans instead.

cmux-next.yml dispatched with dev_daily=true is the DEV Release compile;
the same sweep cancelled one (run 40426912368). Declare it by run name in
delivery_workflows.py and check the dispatcher still names it that way.

The change adds shared classification for nightly and DEV delivery workflows. The queue janitor uses the classifier to report matching orphaned runs instead of cancelling them. Tests cover classification and orphan-protection decisions.
A shared module defines delivery workflow patterns and classifies workflow paths and runs. The concurrency tests use the shared declarations and check classification. CI area routing and path ownership include the new module.
Orphan protection and validation scripts/ci/queue_janitor.py, tests/test_ci_queue_janitor.py, .github/workflows/ci-queue-janitor.yml
The janitor protects orphaned nightly, DEV, and promote delivery runs from cancellation. Tests check protected decisions, and the workflow documentation describes the updated orphan policy.

manaflow-ai/cmux#24672 — Both changes address nightly and DEV delivery-run handling. This PR centralizes workflow classification and uses it for janitor protection.
manaflow-ai/cmux#25250 — Both changes modify workflow-path-based orphan protection in scripts/ci/queue_janitor.py.
manaflow-ai/cmux#25552 — Both changes concern delivery workflow declarations. This PR moves the declarations to a shared module used by the janitor and tests.
Merge Risk: Moderate · up to 6a348
The change is meant to stop the queue janitor from cancelling nightly and DEV runs, but a DEV run whose workflow name is populated can still be cancelled because the janitor ignores its display title. Check both fields before merging.

Full details: Cmux No Hacky Sleeps
Explanation
The PR introduces no fixed sleep, timer, polling loop, delayed dispatch, or wall-clock synchronization in production scripts. The new scripts/ci/delivery_workflows.py only classifies workflow paths and run-name prefixes. queue_janitor.py only adds that classifier to orphan protection. Its existing RETRY_DELAYS and time.sleep retry code is unchanged. Workflow YAML and test timing are not failure cases under the rule.
Full details: Cmux Algorithmic Complexity
Explanation
No algorithmic-complexity violation is introduced. scripts/ci/delivery_workflows.py:45 checks a fixed three-pattern tuple, and :53 checks a fixed prefix tuple. The janitor calls this constant-size classifier at scripts/ci/queue_janitor.py:2276; it does not rescan the run or job collections. The existing orphan scans are unchanged, and the other collection loops are test-only.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes one workflow, but only its comment. It adds no .gitignore, Package.swift, Package.resolved, Xcode project, workspace, or SwiftPM dependency changes. No lockfile requirement is triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The diff changes GitHub CI janitor policy, shared workflow classification, comments, and tests. The new delivery workflow reason is emitted in the queue-janitor job log or GITHUB_STEP_SUMMARY, which is an internal operator diagnostic. No changed text has a concrete path to a cmux app UI, product CLI, or product API. The run IDs, workflow names, and provider terms are therefore allowed by the rule.
Full details: Cmux Full Internationalization
Explanation
PASS: The PR changes only GitHub Actions configuration, CI Python helpers, operational comments/docstrings, and tests. The diff adds no Swift UI text, string-catalog or Info.plist entries, web UI/API copy, or locale-sensitive data. The added CI summary reason and documentation are operational text, which the rule allows.
Full details: Cmux Source Artifacts
Explanation
All seven changed paths are intentional workflow configuration, Python source, or tests. The new scripts/ci/delivery_workflows.py is hand-written source, and the test changes add coverage. No changed path is a log, screenshot, cache, build output, temp directory, dependency checkout, or broad artifact directory. The diff adds no binary files and passes git diff --check.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only CI Python, YAML, and test files. The authoritative diff contains no Swift files under any production Sources/ path, so the no-test-debug-seam-in-production-source condition is not applicable.

Change
scripts/ci/delivery_workflows.pyis the one declared list of delivery workflows:nightly*.yml,*-nightly*.yml,cmux-next-dev-*.ymland*promote*.yml. Nightly promotion runs insidenightly.yml, so that pattern covers it. The list also names one delivery run of a shared workflow: the DEV source build,cmux-next.ymlwithdev_daily=true, which the dispatcher titlescmux NEXT DEV daily · <sha>. The janitor checks bothnameanddisplay_title, and a test fails if the dispatcher's title changes.tests/test_nightly_delivery_concurrency.pyalready enforces no cancel-in-progress on these files and now imports its list from this module. The janitor imports the same list, so the two can't drift.orphan_protected_reason()now returns a reason for any delivery workflow path. Its orphans get the "skip ... left for a human" row in the step summary and are never cancelled. The docstring and the workflow header comment are updated to say so.nightly.ymlorphan to be cancelled now expects it to be skipped. The delivery test also checks that the list matches every file its patterns find, and that it doesn't match ci.yml, the janitor or a plain cmux-next.yml run.Risk: low. This only removes cancels. Main schedules, TestFlight, PR and other orphans behave as before. A nightly or DEV run whose jobs never get a runner now stays queued and is reported, not cancelled.
Not changed:
