ci(delivery): no fixed concurrency group drops a queued delivery run - #26401
Leo: "When I ask you guys to do things, I'm not just saying do this individual instance. I'm saying go do stuff." Standing rule: never cancel a nightly, dev or promote build; a newer tip builds alongside a running one, and a run only publishes when it is newer than what the feed already has.
GitHub keeps one pending run per concurrency group and replaces it with the next one, so a fixed group in a delivery workflow throws away queued runs.
Workflow fixes (fixed group, now keyed per run or payload)
nightly-next-rollback.yml: nightly-next-rollback becomes nightly-next-rollback-${{ github.run_id }}. The feed write was already a compare-and-swap (--replace-sha256), so two rollbacks never overwrite each other.
repair-nightly-appcast-content-types.yml: keyed per run (its writes are conditional).
resume-nightly-notarization.yml: keyed per channel, variant and source run. Before, a recovery for one source run could replace a waiting recovery for another. All recoveries of one source run still take turns.
nightly-next-canary.yml: a build dispatch gets its own group, so the next scheduled tick can't replace it.
nightly-next-train.yml drive: a fix-forward (pulled_build) or a train to a given tip gets a per-run group. Only plain drives, which plan to the branch tip when they start, share one.
Known gap, follow-up: nightly.ymlpublish-nightly (branch builds other than main and rc only) keeps release-publish-<tag> and is listed as a gap in ALLOWED_SHARED. Moving it under the R2 lease changes nightly.yml, which is sequenced separately.
Enforcement
New scripts/ci/delivery_concurrency.py. For every delivery workflow (DELIVERY_GLOBS), it fails on any top-level or job-level group that two runs carrying different work could share (some path through the ${{ }} expression yields no run id, SHA, build or source-run reference). It also fails on cancel-in-progress other than false or the pull-request-only form. Matrix legs, PR numbers and branch names don't count as identities. Job keys are read at any indent, and .yaml files are included. A deliberately shared group has to be declared in ALLOWED_SHARED with its reason (for example, ticks that read the tip or feed when they start, or promotion requests that decideNewest() recovers). A stale allowance also fails.
tests/test_nightly_delivery_concurrency.py runs it. It was already in ci-guards (release-notary), and the new module is routed there in workflow_guard_groups.py.
HQ and glaeda carry byte-identical copies of the module, each with its own test over that repo's delivery workflows (linked PRs).
Before/after: on main, the extended test reports 5 fixed groups in delivery workflows. With this PR it reports 0, and the test passes.
Risk: low. The changes are four concurrency keys plus a test. nightly.yml and cmux-next-dev-daily.yml are not touched.
Build-specific dispatches, fix-forward requests, and recovery runs now use distinct execution groups where applicable. Scheduled runs and plain drive requests continue to share their existing groups.
Rollback and repair runs now use separate execution groups. Pull requests remain grouped by PR, and waiting scheduled runs can still replace one another.
Delivery workflow checks now identify unreadable or missing execution-group settings, unexpected shared groups, and outdated exceptions.
Tests
Added coverage for workflow execution-group settings, expression handling, and permitted shared groups.
GitHub keeps one pending run per concurrency group and replaces it with the
next, so a fixed group in a delivery workflow drops queued work. Key the
remaining fixed groups per run or per payload (rollback, appcast repair,
notarization recovery, canary build dispatch), and make the delivery test fail
on any group two different runs can share unless it is declared with a reason.
scripts/ci/delivery_concurrency.py is the shared check; HQ and glaeda carry
byte-identical copies.

Several delivery workflows now use concurrency groups keyed to build, payload, or run identifiers. A Python checker parses delivery workflow concurrency settings, and tests verify its findings and supported declaration forms.
Changes: Delivery concurrency policy
Layer / File(s)
Summary
Delivery workflow concurrency groups .github/workflows/nightly-next-canary.yml, .github/workflows/nightly-next-rollback.yml, .github/workflows/nightly-next-train.yml, .github/workflows/repair-nightly-appcast-content-types.yml, .github/workflows/resume-nightly-notarization.yml
The workflows use group expressions based on build, run, or source-run identifiers. Scheduled ticks, plain drives, and recoveries for the same source run continue to share groups.
The checker parses concurrency declarations and reports missing or unreadable groups, disallowed cancellation values, and shared groups without allowances.
Tests check workflow findings against allowed shared groups, exercise group-expression analysis, and verify detection of top-level and job-level concurrency settings. The checker is assigned to the release-notary path owner.
nightly-next canary failed #22648: The issue concerns a failed nightly-next canary and a rollback workflow. This change updates concurrency behavior for the canary and rollback workflows.
Possibly related PRs
manaflow-ai/cmux#25195: It applies separate concurrency groups to nightly-next dispatches and a shared fallback group, a policy this change extends to additional workflows and validates.
manaflow-ai/cmux#25552: It introduces delivery concurrency testing for DEV publish and tip jobs; this change adds shared-group analysis and tests to that guard.
manaflow-ai/cmux#26030: It adds publisher jobs to the same delivery concurrency test module that this change extends with shared-group checks.
Merge Risk: Moderate · up to e4444
A queued publishing drive or distinct recovery can be replaced by a request that does different work. Separate those requests before merging; also correct the checker so valid per-run groups do not fail its check.

Full details: Cmux User-Facing Error Privacy
Explanation
The diff changes delivery-workflow concurrency settings, CI analysis code, CI routing, and tests. The checker runs from .github/workflows/ci-guards.yml as an internal guard. No changed code reaches a cmux app UI, product CLI, or product API. Added comments and CI diagnostics are covered by the rule's developer-only and internal CI allowances.
Full details: Cmux Full Internationalization
Explanation
PASS: The diff changes only GitHub Actions concurrency settings, CI checker code, CI ownership metadata, tests, and operational comments. It adds no user-facing Swift, web UI, metadata, API response, rendered markdown, changelog, string catalog, or Info.plist content. Internationalization requirements do not apply.
Full details: Cmux Architecture Rethink
Explanation
The pull request changes GitHub workflow YAML, Python CI logic, and Python tests only. The reviewed diff contains no Swift, Xcode project, or workspace changes. The Swift architecture check is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
All eight changed paths are intentional workflow configuration, Python CI source, or tests. The diff adds no logs, media, caches, build output, temp directories, dependency checkouts, or broad scratch directories. The new 396-line Python checker and its tests are durable CI source files, and the workflow edits are configuration changes.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only GitHub workflow files, Python CI code, and a Python test file. The authoritative diff contains no Swift files under a production Sources/ path, so it cannot introduce a test or debug seam covered by this check.
Full details: Description check
Explanation
The description provides a detailed summary, implementation scope, testing result, risk, and known gap. It does not follow the required template because it omits the Summary, Testing, Changelog, Proof, and Checklist headings and does not state checklist results explicitly.
Resolution
Rewrite the description using the repository template. Add the required headings, move the existing problem and behavior details into Summary, document commands and test results under Testing, add a Changelog line such as none, explain under Proof that this is CI-only, and complete or remove applicable checklist items.

Separate plan requests from publishing drives.
If pulled_build and tip are empty, both mode: plan and mode: drive use nightly-next-train. A later plan request can replace a pending drive request, although the plan is a dry run and cannot perform the drive’s work. Give non-interchangeable modes distinct per-run groups. Apply the same rule to other input combinations that change the requested work. (raw.githubusercontent.com)

Preserve distinct recoveries for one source run.
Two dispatches can specify different recovery_artifact values with the same source_run_id, channel, and variant. If one recovery is running and two are waiting, the later request replaces the earlier pending recovery; they do not all take turns. Use a per-run group if parallel recovery is safe. Otherwise, use a queue that retains distinct pending requests. (raw.githubusercontent.com)

Restrict the unread-trigger fallback to guaranteed run identities.
The fallback must not treat every recognized identity as always truthy. A needs.*.outputs.* value can be empty when its producing job is skipped or does not emit the output. Preserve {VARY, FALSY} for those outputs.
Exempt only github.run_id, github.run_number, and github.sha, which cause the false-positive.

Add a regression case for always-set identities under unread triggers.

Moving it under the R2 lease changes nightly.yml, which is sequenced separately.Enforcement
scripts/ci/delivery_concurrency.py. For every delivery workflow (DELIVERY_GLOBS), it fails on any top-level or job-level group that two runs carrying different work could share (some path through the${{ }}expression yields no run id, SHA, build or source-run reference). It also fails oncancel-in-progressother thanfalseor the pull-request-only form. Matrix legs, PR numbers and branch names don't count as identities. Job keys are read at any indent, and.yamlfiles are included. A deliberately shared group has to be declared inALLOWED_SHAREDwith its reason (for example, ticks that read the tip or feed when they start, or promotion requests thatdecideNewest()recovers). A stale allowance also fails.tests/test_nightly_delivery_concurrency.pyruns it. It was already in ci-guards (release-notary), and the new module is routed there inworkflow_guard_groups.py.Before/after: on main, the extended test reports 5 fixed groups in delivery workflows. With this PR it reports 0, and the test passes.
Risk: low. The changes are four concurrency keys plus a test. nightly.yml and cmux-next-dev-daily.yml are not touched.
