ci(rescue): wait through GitHub rate limits instead of leaving a cancelled run un-re-run - #25510
At 14:36:06Z the owned-pool rescue cancelled nightly-next run 40340830337 (e22f938, the nightly-next tip). It did that to move build-nightly-app off glaeda-side-std-xcode-26.6, where no runner had picked the job up. The re-run that should follow the cancel was refused with a rate-limit 403. The watch logged gave up: HTTP Error 403: Forbidden at 14:37:38Z (rescue run 40340838656). The run stayed cancelled, and the tick won't request it again ("already on nightly-next"), so the tip never built.
Change
scripts/ci/owned_pool_rescue.py: when GitHub refuses a GITHUB_TOKEN request (read or write) for a rate limit, the rescue waits and sends the same request again instead of raising. The wait is the first of these that applies:
Retry-After;
the reset time, when x-ratelimit-remaining is 0;
otherwise the secondary-limit backoff: 60, 120, 240, then 300 s.
Other rules:
One job waits at most 15 minutes in all (RATE_LIMIT_WAIT_SECONDS).
A permission 403 (no rate-limit signal) still raises.
An App-token read that hits the rate limit falls back to GITHUB_TOKEN as before, then waits there.
Each wait logs the refusal's rate-limit headers, request id and message, which gives us the first full refusal headers.
ci-owned-pool-rescue.yml: timeout goes from 340 to 355 minutes to make room for the waits. JOB_TIMEOUT_SECONDS and the timeout test include them.
A rescue can no longer leave a nightly-next tip cancelled
Each watch thread has its own wait budget. The sweeper shares one client across threads, so without this one run's waits could spend another's.
Waits through a rate limit don't count toward the cancel's 20-minute settle window, so a waited-out force-cancel can't end the window before the re-run.
A nightly watch that gives up now logs an ::error title=nightly rescue:: annotation.
scripts/ci/nightly_next_cancelled_tip.sh covers the tick's blind spot. The tick never requests a commit that is already on nightly-next ("already on nightly-next"), so a cancelled tip stayed cancelled. nightly-next-tick.yml now runs this script from its own tooling checkout, before the promotion and with continue-on-error. When the tip's newest nightly run ended cancelled and nothing for that tip is still running, the script re-runs that run's failed and cancelled jobs (attempt 2 and later take Blacksmith), up to 3 attempts. Tests: tests/test_nightly_next_cancelled_tip.py.
Risk
Medium. A rescue that hits a rate limit now takes up to 15 minutes longer instead of giving up, and nothing else changes. Timers: each wait is one bounded sleep, capped per job; no new loops.
Tests: tests/test_ci_owned_pool_rescue.py covers re-run after secondary refusals and Retry-After, the reset wait, permission 403s not waiting, the bound, and the App-token fallback. 178 tests pass, as do the workflow_run_api_budget, owned_pool_sources and queue_janitor suites.
The tip run was re-run by hand (failed jobs, attempt 2).
Agent session: agent session
CI rescue runs retry eligible GitHub API requests when rate-limited, within a capped wait period.
The rescue job allows additional time for rate-limit waits and cancellation settling.
Nightly rescue give-up messages appear as error annotations in CI.
New Features
The nightly workflow can rerun failed or cancelled jobs from the latest cancelled run, up to the configured attempt limit. It skips runs that are still active, have no run data, or have reached that limit.
…elled run un-re-run
The owned-pool rescue cancelled nightly-next run 40340830337 (e22f938) at
14:36:06Z to move build-nightly-app off a side label with no runner, then its
re-run was refused with a rate-limit 403 and the watch gave up, so the tip
never built. GITHUB_TOKEN requests refused for a rate limit now wait
(Retry-After, the reset when the budget reads spent, else 60/120/240/300 s)
and are sent again, within 15 minutes per job; the job timeout keeps room.

Walkthrough
The owned-pool rescue script adds bounded retries for GitHub rate-limit responses and updates timeout and cancellation calculations. The nightly-next tick workflow adds a step that reruns eligible cancelled tip runs.
Changes: Owned-Pool Rescue
Layer / File(s)
Summary
Classify and retry rate-limited requests scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
The script classifies HTTP 403/429 rate-limit responses and selects waits from Retry-After, quota reset time, or capped exponential backoff. Eligible requests retry within a cumulative 15-minute allowance. Tests cover wait limits, permission errors, token fallback, and per-thread accounting.
Adjust cancellation and give-up handling scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
Rate-limit wait time is excluded from cancellation settling time. Nightly give-up messages use an error annotation. Tests cover both behaviors.
Include rate-limit waits in timeout budgets scripts/ci/owned_pool_rescue.py, .github/workflows/ci-owned-pool-rescue.yml, tests/test_ci_owned_pool_rescue.py
The job timeout increases from 340 to 345 minutes. Timeout calculations and assertions include the rate-limit wait allowance.
Nightly-Next Cancelled-Run Recovery
Layer / File(s)
Summary
Find and rerun an eligible cancelled tip run scripts/ci/nightly_next_cancelled_tip.sh, tests/test_nightly_next_cancelled_tip.py
The script checks the tip’s newest matching runs and reruns failed and cancelled jobs when the newest completed run is cancelled and below the attempt limit. Tests cover run state, conclusion, attempt limit, and empty results.
Run recovery from the tick workflow .github/workflows/nightly-next-tick.yml, .github/workflows/ci-guards.yml, tests/test_nightly_next_cancelled_tip.py, tests/test_gh_budget_wait.py, tests/test-execution.toml
The workflow checks out the script and runs it before the promotion request. The step continues if the script fails. CI guard and test registry entries run the new test; tests verify checkout contents and step ordering.

The change is mergeable with owner awareness: a runner pause may cause a flaky test, and a main-branch nightly failure may display a misleading recovery message.

Explanation
The title names the main change: the owned-pool rescue now waits through GitHub rate limits and re-sends the request, instead of leaving a cancelled nightly-next run without its re-run. The changeset matches this. It also adds a nightly-next tip recovery script and an error annotation, which the title does not mention, but that is expected for a single title.

PASS. The pull request changes GitHub Actions rescue logic, nightly-next cancellation recovery, and related tests. The authoritative diff contains no Cloud terminal creation or transport code, manual renderer gating, cmux-tui or Ghostty runtime handling, PTY readiness, input ownership, or auth/idempotency/revision/lease fence changes. The custom check is therefore not applicable.

Full details: Cmux Browser Automation Off-Main
Explanation
PASS: The pull request changes CI rescue scripts, workflows, and tests only. It does not change Sources/TerminalController.swift or Packages/macOS/CmuxControlSocket/Sources/CmuxControlSocket/Wire/ControlCommandExecutionPolicy.swift, and the diff contains no browser socket commands or WebKit/AppKit routing changes. The browser automation off-main failure conditions are not applicable.

Explanation
PASS: The pull request changes only Python, shell, YAML, TOML, and test files. The authoritative diff contains no production Swift, TypeScript, or JavaScript changes, so the cache-substitution correctness condition does not apply.
Full details: Cmux Algorithmic Complexity
Explanation
No algorithmic-complexity violation is introduced. The new shell script sorts and scans only the explicitly bounded per_page=10 workflow runs, so its collection work is fixed-size. The Python changes add bounded rate-limit retries and fixed-header/message checks, not nested scans or per-target collection rescans. Other production changes only adjust timers and workflow steps.
Full details: Cmux Swift `@Concurrent`
Explanation
The pull request changes no Swift files. The authoritative diff contains workflows, Python, shell, and TOML files only, so it introduces no Swift @concurrent or nonisolated async behavior covered by the rule.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS: The PR changes only CI workflows, rescue scripts, and tests. The authoritative diff contains no Package.swift, .gitignore, Xcode project, or Package.resolved changes, and it changes no SwiftPM dependency or Xcode package reference. The SwiftPM lockfile policy is therefore not violated.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The changed messages are emitted by GitHub Actions CI rescue and nightly tick scripts, not by a cmux app UI, product CLI, or product API. The rate-limit notice includes upstream headers and message text, but it is an operator-only CI diagnostic. The nightly annotations and recovery messages are also internal CI output, which the rule allows.
Full details: Cmux Full Internationalization
Explanation
PASS: The PR changes only GitHub workflows, CI rescue scripts, and test/registry files. It adds operational CI output such as GitHub annotations and shell status messages, not Swift UI text, app catalogs, web UI/API copy, rendered markdown, changelog text, or locale data. No changed file requires String(localized:defaultValue:), next-intl, or translated locale entries.
Full details: Cmux Swiftui State Layout
Explanation
PASS: The pull request changes workflows, Python, shell, and TOML files only. The reviewed diff contains no Swift/SwiftUI files or SwiftUI state/layout constructs, so the cmux SwiftUI state layout rules do not apply.
Full details: Cmux Source Artifacts
Explanation
All nine changed paths are intentional source, workflow configuration, scripts, or tests. The diff adds no logs, screenshots, recordings, temp folders, caches, dependency checkouts, build output, or broad artifact directories.
Full details: Cmux No Hacky Sleeps
Explanation
The changed production path still uses non-cancellation-aware fixed waits for rate-limit retries. GitHub.__init__ assigns self.sleep = time.sleep, and _wait_for_rate_limit() sleeps for the calculated 60/120/240/300-second intervals. In sweep(), stopping.set() interrupts only watch_sleep(); rescue_sleep=wait does not reach GitHub, and the client has no stop event or rescue deadline. A watch thread can remain blocked in _wait_for_rate_limit() during handover. The added tests cover retry budgets, but no test interrupts an active rate-limit wait and verifies handover completion.
Resolution
Route rate-limit waits through a cancellation-aware and deadline-aware scheduler or event. Pass the sweeper stop signal and rescue deadline to that scheduler while preserving the 15-minute cumulative budget. Add a test that starts a rate-limit wait, interrupts the sweeper, and verifies that the wait exits and handover completes.
Full details: Description check
Explanation
The description follows the template. It has a Summary-style problem statement (What broke, Change, and the nightly-next recovery), a Testing section that names the test files, the suites run, and the pass count, and a Changelog-relevant risk note. Gaps: the Changelog section is missing, so the template's required line (or none) is absent. The Proof section gives no one-line reason why it is omitted. The checklist is not addressed. The Testing section does not separate tests added from tests executed, and it has no ### Observed / Not run subsection, which the template asks for on bug fixes. The description also states the timeout goes to 355 minutes, while the raw summary says 345, so the figures need checking.
Resolution
Add a Changelog section: either one Fixed: line describing the user-visible behavior, or none because this is CI-only. Add a one-line Proof note explaining why no screenshot applies (CI only). Because this is a bug fix, add a ### Observed / Not run subsection under Testing that lists what was run and seen (e.g., the rate-limit retry tests and the 178-test run) and what was only read or not run (e.g., no live rescue run against GitHub rate limits). Separate tests added from tests executed. Reconcile the timeout value: the description says 340 to 355 minutes, while the change summary says 340 to 345 minutes; confirm the value in ci-owned-pool-rescue.yml and make the text match. Mark or remove the checklist items that do not apply, so the template is complete.

Explanation
Docstring coverage is 17.78% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 45 functions across 5 files. (2 skipped: 2 unsupported.)

Fall back to the repository token for App-token 429 responses.
If an App-token GET receives HTTP 429, this condition skips the retry handler. The later fallback handles only 401 and 403, so the watch raises even when GITHUB_TOKEN could serve the read. Route App-token 429 responses through the repository-token fallback before applying its wait budget. GitHub documents 429 as a rate-limit response. (docs.github.com)

Use a fixed clock for the reset test.
If the runner pauses after this line, the reset approaches while the test still expects a wait of at least 100 seconds. Patch the clock used by _wait_for_rate_limit to a fixed value and derive reset from that value. As per coding guidelines: “A test must not depend on real wall-clock time.”

- Each watch thread has its own rate-limit wait budget (the sweeper shares one client).
- Rate-limit waits do not count toward the cancel's settle window, so they cannot end it before the re-run.
- A nightly watch that gives up logs an ::error annotation.
- The nightly-next tick re-runs the failed and cancelled jobs of the tip's newest run when it ended
cancelled (at most 3 attempts), since it never requests a commit already on nightly-next.

Limit the nightly-next recovery message to nightly-next targets.
target.nightly also includes main-branch nightly runs. If rescue gives up for a main-branch run, this annotation incorrectly says the nightly-next tick will re-run it. Use target.push_branch == "nightly-next" for that message, and report the main-branch case without a recovery promise.

What broke
At 14:36:06Z the owned-pool rescue cancelled nightly-next run 40340830337 (e22f938, the nightly-next tip). It did that to move
build-nightly-appoffglaeda-side-std-xcode-26.6, where no runner had picked the job up. The re-run that should follow the cancel was refused with a rate-limit 403. The watch loggedgave up: HTTP Error 403: Forbiddenat 14:37:38Z (rescue run 40340838656). The run stayed cancelled, and the tick won't request it again ("already on nightly-next"), so the tip never built.Change
scripts/ci/owned_pool_rescue.py: when GitHub refuses aGITHUB_TOKENrequest (read or write) for a rate limit, the rescue waits and sends the same request again instead of raising. The wait is the first of these that applies:Retry-After;x-ratelimit-remainingis 0;Other rules:
RATE_LIMIT_WAIT_SECONDS).GITHUB_TOKENas before, then waits there.ci-owned-pool-rescue.yml: timeout goes from 340 to 355 minutes to make room for the waits.JOB_TIMEOUT_SECONDSand the timeout test include them.A rescue can no longer leave a nightly-next tip cancelled
::error title=nightly rescue::annotation.scripts/ci/nightly_next_cancelled_tip.shcovers the tick's blind spot. The tick never requests a commit that is already on nightly-next ("already on nightly-next"), so a cancelled tip stayed cancelled.nightly-next-tick.ymlnow runs this script from its own tooling checkout, before the promotion and with continue-on-error. When the tip's newest nightly run ended cancelled and nothing for that tip is still running, the script re-runs that run's failed and cancelled jobs (attempt 2 and later take Blacksmith), up to 3 attempts. Tests:tests/test_nightly_next_cancelled_tip.py.Risk
Medium. A rescue that hits a rate limit now takes up to 15 minutes longer instead of giving up, and nothing else changes. Timers: each wait is one bounded sleep, capped per job; no new loops.
Tests:
tests/test_ci_owned_pool_rescue.pycovers re-run after secondary refusals and Retry-After, the reset wait, permission 403s not waiting, the bound, and the App-token fallback. 178 tests pass, as do theworkflow_run_api_budget,owned_pool_sourcesandqueue_janitorsuites.The tip run was re-run by hand (failed jobs, attempt 2).
