ci(nightly-next): cancel and re-run a nightly or promotion run stuck on a runner label that stopped serving - #27095
GitHub fixes a job's runner label when it creates the job. If that label stops serving, the job waits forever, and changing the runner repository variables does not move it. Nightly-next push run 40771197361 (tip 1f0f687b, 2026-10-28) had decide waiting 34 min on blacksmith-4vcpu-ubuntu-2404, with more jobs queued behind it on the same label. Between about 20:00Z and 21:15Z every Blacksmith Linux label stopped starting jobs. The feed watch stayed quiet because that run "carries the tip".
Change
scripts/ci/nightly_next_stuck_run.sh: a new nightly-next tick step that runs before "Re-run a cancelled nightly-next tip". It lists the queued and in_progress nightly.yml runs on nightly-next (push or dispatch) and main's Promote nightly-next to ... dispatches, every page. A run is cancelled only when all of these hold:
the run itself is queued or in_progress (never waiting, pending or requested) and has no pending deployment;
one of its jobs has waited STUCK_MINUTES (20) queued with no runner, on a label that is not owned (glaeda-* is the owned-pool rescue's);
every other job is finished or also unserved, so a run with a running job or a job waiting on a gate is never cancelled;
a second read of the run, its deployments and its jobs, right before the cancel, still says so on the same attempt.
The rulebook allows cancelling a started nightly only when it is stuck or certain to fail; a code comment states why this counts as stuck. A newer tip is never a reason.
Fail-closed, against one schema.scripts/ci/nightly_next_shapes.jq (new) holds one schema per Actions object the tick reads (typed_run, typed_job, page_of), covering every field any of the scripts reads, each by its JSON type (a nullable field must still be present). gh fetches the raw JSON and jq checks each object against the schema before anything formats or compares it. An unreadable answer, or one of an unexpected shape, cancels, re-runs and dispatches nothing that tick.
Cancel, then force-cancel, each sent once. Both writes go out with no wrapper retries (GH_BUDGET_WAIT_ATTEMPTS=1), so a cancel never lands long after the last stuck read; a refused one leaves the run for the next tick. The step reads the run at most FORCE_AFTER + 1 (7) times, SETTLE_SECONDS (15) apart; only when the last read still shows the same attempt unfinished does it force-cancel, then read the same number of times again.
Only a real cancel counts. Nothing more is done unless the run is seen finished cancelled on the attempt judged stuck; a run that succeeded, failed or started a new attempt before the cancel took is left as it is.
The cancelled tip stays owed until a run of it exists. The stuck-run step only cancels. Building the tip again belongs to the next step, nightly_next_cancelled_tip.sh, which reads the obligation from GitHub itself every tick: the tip's newest nightly.yml run on nightly-next (push or dispatch) ended cancelled. GitHub writes that record with the cancel, and only a newer run of the tip clears it, so a refused re-run or dispatch, or a tick that dies after the cancel, is picked up by the next tick. Below MAX_ATTEMPTS (3) it re-runs that run through scripts/ci/nightly_next_rerun.sh, whose every read is fail-closed (a failed or malformed jobs, workflow or picker read sends nothing, not even the re-run of failed jobs) (new, taken out of nightly_next_cancelled_tip.sh): it reads every job left without a runner on any label, and when one of them takes its runner from a picker job's outputs and the re-run is safe (nightly_repick.py), it re-runs that picker so it chooses fresh; otherwise it re-runs the failed jobs, which evaluate their runs-on again. The picker is read from nightly.yml at the run's head (the job whose outputs those runs-on use as the label), never a fixed name: main's file calls it pick-nightly-app-runner, nightly-next's pick-nightly-build-runner. owned_pool_rescue.repick_job() takes the picker's key, defaulting to its old constant, so the owned-pool rescue is unchanged. At the cap it dispatches a fresh nightly.yml run on nightly-next (attempt 1, every runner picked afresh), Both writes call scripts/ci/nightly_next_tip_owed.sh (new) right before they go out: nightly-next still points at the tip, no run of the tip is unfinished in any state (an older run on a new attempt included), and the cancelled run is still the tip's newest. So a replacement is never doubled and only the current tip is built. Both rescue steps run only in ticks with no sha input, which share the one serialized concurrency group nightly-next-tick. A tick dispatched for one commit has a group of its own, so two of them could otherwise both find the same tip owed. The 5-minute backstop cron keeps an owed tip's wait under 5 minutes. Every write is sent once; a refused one fails the step and the next tick tries again.
An older commit's run is cancelled and not re-run, because the tip builds. A promotion is not re-run, because the tick's own promotion request asks again.
Stop condition and cleanup: the step's only waits are those bounded reads (allowlisted in the polling scan with that bound). Its scratch dir is removed on exit, and it runs continue-on-error, so the promotion request still runs.
Overlap: the general stall-aware runner failover (a job queued more than about 3 minutes on a label that has started nothing is moved onto a live member of the runner set) is separate work and is not duplicated here. This PR stays nightly-specific: it cancels and re-runs only nightly-next build and promotion runs, after 20 minutes. A job whose runs-on is a literal label goes back to that label on re-run; moving it is the failover's job.
A separate durable store (like #27114's OwedStore) is not needed: the record that the tip is owed is the cancelled run itself, which no tick can lose.
Not fixed here: the tick and the feed watch themselves run on Blacksmith Linux. #27022 adds CI_CONTROL_RUNNER to move them.
Tests
tests/test_nightly_next_stuck_run.py (rewritten, 21 tests, with a stateful fake GitHub; registered in tests/test-execution.toml and wired into CI fast guards). Covers: the 40771197361 shape is cancelled; running, gate-waiting, concurrency-pending, briefly queued, owned-label and served runs are kept; a run whose own status is waiting/pending, or that has a pending deployment, is kept; a run that changes between the reads and the cancel is kept; every failed read cancels nothing; force-cancel and its bounds; an unreadable status after the cancel never force-cancels; every run of the tip is handed to the cancelled-tip step; cancel writes go out once; a run that finished on its own before the cancel gets nothing more; an older commit's run is never re-run; 40 unfinished runs over several pages; tick step order.
tests/test_nightly_next_cancelled_tip.py: 20 pass, including a fresh run at the attempt cap, a refused fresh run staying owed until a replacement exists, no double dispatch and nothing sent on an unread list, including a Linux job that takes the pick (repick), jobs whose runner is not the pick's (failed jobs re-run), a renamed picker, and the checked-in nightly.yml naming a picker for its app build (so a rename can't silently turn the repick off).
Both scripts' test fakes answer the refs API and make git itself fail, so a script that still reads git fails its test.
Red on af01738: 19 failing cases across the six findings; red on f4554b1: 14 failing cases across the three follow-up findings; red on aadfbe6: the older-commit re-run and the picker name (4 cases); red on 6f758f2: the stranded cancelled tip and retried cancels (11 cases); red on 5904051: a moved tip and unexpected shapes (13 cases); red on e793323: the feed watch's shapes (since replaced by main's feed watch); red on e34dca5: a null run event (2 cases); red on db7f0ed: fail-open re-run reads, the older-run carrier and object-valued lists (11 cases); red on 1eb868f: unchecked job name and runner_name (now the shared schema, tested field by field); red on bafe410: missing nullable fields and ticks outside the serialized group; all pass on the head.
Also pass, after merging main at c34452d: test_nightly_next_feed_watch (90), test_nightly_next_rolling (21), test_nightly_promotion_admission, test_ci_owned_pool_rescue, test_nightly_delivery_concurrency, test_ci_nightly_off_blacksmith, test_runner_label_policy, test_ci_fork_runner_routing, test_gh_budget_wait, test_ci_quota_hold_gate, the polling scan and its tests, the test registry validator, actionlint.
Observed / Not run
Observed: the tests above, run locally. Not run: a live cancel. Run 40771197361 itself has since been served.
…on a runner label that stopped serving
GitHub fixes a job's runner label when it creates the job, so a job on a label that
stopped serving waits forever and changing the runner variables does not move it.
Run 40771197361 (tip 1f0f687) had decide waiting 34 min on blacksmith-4vcpu-ubuntu-2404
while every Blacksmith Linux label had stopped starting jobs, and the feed watch stayed
quiet because that run carried the tip.
The tick's new step (scripts/ci/nightly_next_stuck_run.sh) cancels a nightly-next run or a
promotion run when a job has waited 20 min (STUCK_MINUTES) queued with no runner on a
non-owned label and no other job is running or waiting on a gate, force-cancels it when
the cancel does not settle, and leaves the re-run to the existing #26322 path
(nightly_next_cancelled_tip.sh) for the tip, or re-runs a dispatch's failed jobs, so the
runners are picked fresh from the current variables. The feed watch no longer counts such
a run as carrying the tip, so its starvation guard dispatches the tick.

Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on 0a8ee7bffa (run). This covers only the fast guards, not CI: CI's result is ci-status.
1. Gated runs: a run counts as stuck only when the run itself is queued or in_progress
(never waiting, pending or requested) and has no pending deployment, besides the job
rule. The listings ask only for queued and in_progress runs, and the feed watch's
stuck_without_runner judges the run's own status too, so a gated run never gets a
duplicate build.
2. Repick on any label: the re-run of a cancelled attempt (now nightly_next_rerun.sh,
shared by the cancelled-tip step and stuck dispatches) reads every job left without a
runner, macOS, Linux or owned. It re-runs pick-nightly-build-runner when one of them
takes its runner from the pick and the re-run is safe (nightly_repick.py), else the
failed jobs, which evaluate their runs-on again.
3. Attempt cap: a run of the tip stuck at MAX_ATTEMPTS is cancelled and a fresh
nightly.yml run is dispatched on nightly-next (attempt 1, every runner picked afresh),
unless another unfinished run already carries the tip. It is never left stranded.
4. Pagination: the run listings are filtered to unfinished runs and read page by page
(per_page=100, --paginate), so newer runs never hide a stuck one.
5. Fail-closed reads: an unreadable or malformed tip, run list, run, deployment list or job
list cancels nothing. settled() tells "not finished" from "unreadable"; a read error
stops the wait and never leads to a force-cancel or a re-run.
6. Cancel race: right before the cancel the run, its deployments and its jobs are read
again and must still be stuck on the same attempt; a runner taking the job or a gate
appearing keeps the run.
Never cancels for a newer tip. The bounded settle wait is allowlisted in the polling scan
with its bound; the new test file is in the execution registry (both were this PR's reds).
Tests: tests/test_nightly_next_stuck_run.py (12) and tests/test_nightly_next_cancelled_tip.py
(14) fail on af01738 for each finding (19 failing cases) and pass here;
test_nightly_next_feed_watch.py (81), test_nightly_delivery_concurrency,
test_ci_nightly_off_blacksmith, test_runner_label_policy, test_ci_fork_runner_routing,
test_gh_budget_wait, test_ci_quota_hold_gate, polling_scan and its tests, and the registry
validator pass.

1. The feed watch's stuck_run() now reads the run's pending deployments too, as the tick's
script does: an in_progress run waiting for an environment's approval is gated, not
stuck, so the starvation guard never dispatches a second build beside it. An unreadable
deployment list keeps the run.
2. At the attempt cap, the check for another run of the tip reads nightly.yml's runs on
nightly-next at the tip right then, every page, in any unfinished state (waiting,
pending and requested included). A gated run of the tip suppresses the fresh dispatch,
and an unreadable list dispatches nothing.
3. The settle wait succeeds only on "completed cancelled" at the attempt judged stuck. A run
that succeeded, failed or started a new attempt before the cancel took gets no re-run and
no fresh dispatch.
Tests: tests/test_nightly_next_stuck_run.py (14) and test_nightly_next_feed_watch.py (82).
The new cases fail on f4554b1 (14 failing cases) and pass here.
test_nightly_next_cancelled_tip, test_nightly_delivery_concurrency, test_runner_label_policy,
test_gh_budget_wait, the polling scan and its tests, the registry validator and actionlint
pass.

It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The nightly-next tick now checks for stuck runs, cancels eligible runs, and validates cancelled-tip state before recovery. Recovery reruns selected jobs below the attempt limit or dispatches a fresh workflow at the limit.
The tick workflow invokes the stuck-run script. The script checks eligible queued or in-progress runs, rechecks before cancellation, and polls for the outcome. Tests and CI configuration cover these checks.
Validate cancelled-tip state scripts/ci/nightly_next_cancelled_tip.sh, scripts/ci/nightly_next_tip_owed.sh, tests/test_nightly_next_cancelled_tip.py
The cancelled-tip script validates the current tip and matching workflow runs. At or above the attempt limit, it dispatches a fresh workflow only if the tip-owed check approves. Tests cover state changes, malformed data, and dispatch outcomes.
Select picker or failed-job reruns scripts/ci/nightly_next_rerun.sh, scripts/ci/nightly_repick.py, scripts/ci/owned_pool_rescue.py, tests/test_nightly_next_cancelled_tip.py
The rerun script checks job data and tip state before acting. It can rerun a picker and dependent jobs, or fall back to failed jobs. Picker discovery uses workflow output references, and the rescue helper accepts a selected picker key.

Full details: Cmux Cache Substitution Correctness
Explanation
The pull request changes shell scripts, Python, jq, workflows, JSON, TOML, and tests. It does not change any production Swift, TypeScript, or JavaScript file, so the cache-substitution correctness condition is not applicable.
Full details: Cmux Algorithmic Complexity
Explanation
No algorithmic-complexity violation is introduced. nightly_next_stuck_run.sh performs one jobs scan per candidate run and a single jq pass; its only polling loop has the explicit fixed FORCE_AFTER bound. The run-list scripts sort each collection once. The new pickers_of() nested check scans workflow definitions against unserved job names, but the workflow definition is a small fixed CI collection, not a scalable user-owned record set. The changed owned_pool_rescue.py logic preserves its existing scan structure.

Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The diff changes only GitHub Actions workflow wiring, CI rescue scripts, CI configuration, and tests. Their output is limited to nightly-next tick logs and operator diagnostics. No changed path reaches a cmux app UI, product CLI, or product API. GitHub, runner labels, job IDs, commit prefixes, and workflow details are therefore within the internal CI exception, and no credentials, tokens, headers, or payload dumps are emitted by the changed code.
Full details: Cmux Full Internationalization
Explanation
The PR changes CI workflows, operational shell/Python tooling, schemas, and tests. It does not change Swift UI, app catalogs, web UI, web/messages/, API responses, rendered markdown, or changelog content. Added comments and workflow notices are CI operational text, not product user-facing text covered by the rule.
Full details: Cmux Swiftui State Layout
Explanation
The pull request changes CI workflows, shell scripts, Python, jq, JSON, TOML, and Python tests. The authoritative diff contains no Swift or SwiftUI files and no SwiftUI state, GeometryReader, lazy/list row, or render-time state changes. The SwiftUI state-layout check is not applicable.
Full details: Cmux Architecture Rethink
Explanation
The custom check applies only to Swift architecture changes. The reviewed diff changes CI workflows, shell/JQ/Python scripts, JSON configuration, TOML configuration, and Python tests. It contains no Swift files or Swift code, so it does not introduce any listed Swift architectural pattern.
Full details: Cmux Source Artifacts
Explanation
All 13 changed paths are intentional workflow/configuration files, CI scripts, or test sources. The diff adds no artifact directories or artifact file types, and content inspection shows hand-written scripts, jq validation, and stateful test fixtures rather than logs, screenshots, recordings, caches, build output, or copied tool output.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
PASS: The pull request changes no Swift files under a production Sources/ path. The changed files are workflows, CI scripts, JSON, TOML, and Python tests/scripts, so the no-test/debug-seam condition does not apply.
Full details: Description check
Explanation
The description clearly explains the problem, implementation, testing, observed results, and changelog. It uses equivalent sections for Summary and Testing, but it does not include the template's Proof or Checklist sections.
Full details: Cmux No Hacky Sleeps
Explanation
The pull request still adds a production polling loop in scripts/ci/nightly_next_stuck_run.sh. wait_settled() calls sleep "$settle_seconds" between GitHub run-state reads, with a default 15-second delay, and repeats after force-cancel. This uses elapsed wall-clock time to coordinate cancellation completion. The script has no cancellation-aware scheduler or completion event. Tests and the polling allowlist do not satisfy the rule exception.
Resolution
Remove the in-step sleep polling loops. Let a later tick observe cancellation completion, or use a real GitHub completion event. If bounded force-cancel timing is required, replace the loop with a cancellation-aware abstraction that supports interruption and has tests. Remove the polling allowlist entry if the loop is removed.

The initial cancel request's failure is ignored, but a still-active run is force-cancelled after polling. If the first request was refused rather than merely slow, the script can force-cancel a job that acquired a runner after the last eligibility check.
A now-running, otherwise valid nightly build is forcibly terminated.
This can occur when: The cancel POST fails transiently, then a runner takes the queued job before the polling window expires.

The capped-tip test covers only the successful workflow run case. When DISPATCH_FAIL is set, the fake rejects that command, and scripts/ci/nightly_next_stuck_run.sh enters its separate warning branch. Add a case that asserts the warning and successful exit.

Gate cancellation on label health, not wait time alone.
stuck_filter cancels any queued, non-glaeda-* job after 20 minutes without a runner. A saturated but functioning Blacksmith pool can exceed that wait and later serve the job. The filter can therefore cancel healthy work, then re-enter it on the same literal label. The source does not establish FIFO ordering or a guaranteed queue-position reset.
Require evidence that the label stopped serving before cancelling the run.

The stuck filter measures a queued job's wait from created_at. That timestamp can precede the job's eligibility when it waits on needs. Right after its prerequisite finishes, the job can still show queued with no runner. If two reads see that state, the run is cancelled before the job starts. Exclude jobs whose needs are unmet, or measure the wait from first eligibility as owned_pool_rescue.py does.

Inject a deterministic clock for the “briefly queued” test.
ago(19) captures real time before the subprocess starts. The script reads date -u +%s later. A delay of one minute can make the fixture reach STUCK_MINUTES=20 and fail despite correct production behavior. Use a fake clock for the subprocess.
As per coding guidelines, time-driven tests must inject a virtual clock.

…ker from the workflow
Two findings of the aadfbe6 review:
1. A stuck dispatch of an older commit was re-run while under the attempt cap. The re-run
path now requires the tip, like every other path: an older commit's run, push or
dispatch, is cancelled and never re-run or replaced, because the tip builds.
2. The repick used the fixed name pick-nightly-build-runner, which main's nightly.yml calls
pick-nightly-app-runner, so it would have fallen back to a re-run of failed jobs on the
dead label. nightly_repick.py now reads the picker from nightly.yml at the run's head:
the job whose outputs the unserved jobs' runs-on use as their label (comparisons such as
needs.decide.outputs.fast_build != 'true' are not a pick). owned_pool_rescue.repick_job()
takes the picker's key, defaulting to its old constant, so the owned-pool rescue is
unchanged.
Tests: test_an_older_commits_run_is_never_re_run (stuck_run),
test_the_picker_is_read_from_the_workflow_not_a_fixed_name and
test_the_real_nightly_workflow_names_a_picker_for_its_app_build (cancelled_tip, reads the

pick-nightly-app-runner on main's file and pick-nightly-build-runner on nightly-next's.

…; cancels send once
Two findings of the 6f758f2 review:
1. A tip run cancelled at the attempt cap could be stranded: a refused dispatch or an
unreadable carrier list left nothing for later ticks, which list only unfinished runs,
and the cancelled-tip step refused runs at the cap. Now the obligation is GitHub's own
durable record, read every tick: the tip's newest nightly.yml run on nightly-next (push or
dispatch) ended cancelled. GitHub writes it with the cancel, so it exists before any
follow-up write, and only a newer run of the tip clears it. nightly_next_cancelled_tip.sh
owns every follow-up: below the cap it re-runs that run (nightly_next_rerun.sh), at the
cap it dispatches a fresh run after re-reading the tip's runs (never doubled), and a
refused write fails the step so the next tick tries again. The stuck-run step now only
cancels; it no longer re-runs or dispatches anything itself.
2. The cancel and force-cancel inherited gh_budget_wait.sh retries, so a cancel could land
up to an hour after the last stuck read. Both go out once (GH_BUDGET_WAIT_ATTEMPTS=1); a
refused cancel leaves the run for the next tick, and the force-cancel follows only a read
that still shows the same attempt unfinished.
A durable store like #27114's OwedStore is not needed here: the record that the tip is owed
is the cancelled run itself, which no tick can lose.
Tests: tests/test_nightly_next_stuck_run.py (15) and tests/test_nightly_next_cancelled_tip.py

…y unexpected API shape
Two findings of the 5904051 review:
1. The recovery read nightly-next once, then only re-checked the cancelled run before the
write, so a branch that moved during the reads (or a rate-limit wait) could get its old
commit re-run. nightly_next_rerun.sh now reads nightly-next right before the re-run and
sends nothing unless it still points at the run's head; nightly_next_cancelled_tip.sh does
the same before the fresh dispatch at the attempt cap. An unreadable branch sends nothing.
2. Valid JSON of the wrong shape read as "nothing there": `jq length` made null or {} pending
deployments 0, and missing or null labels made a job look non-owned. Every read now checks
types and treats anything else as unread, which cancels nothing:
- pending deployments must be an array;
- a job needs a string status, a non-empty array of string labels and a created_at, and a
run needs at least one job;
- a run's status, conclusion and attempt are typed both before the cancel and in the settle
wait, so a null status never reads as "still running" and never leads to a force-cancel;
- the run listings, in both scripts, must come back as id, event or status, sha or
conclusion, and attempt.

Each stuck run that does not settle can add up to about 180 seconds of fixed sleep: 6 sleeps before the force-cancel and 6 after it. The script handles these runs one after another. The run listing uses --paginate with no count limit, so the number of runs is not bounded. The per-run limit does not limit the total time. With enough unsettled runs, the total can reach the job's 75-minute timeout. A timeout stops the job before the promotion step runs, because that step has no always().
Add a budget for the sleeps across the tick. Once the budget is spent, a run gets one read and no sleep. The existing branch then warns and leaves the run for the next tick.
Suggested fix
settle_seconds="${SETTLE_SECONDS:-15}"
force_after="${FORCE_AFTER:-6}"
+settle_budget="${SETTLE_BUDGET_SECONDS:-1200}" # total sleep time for all settlement waits in this tick+settle_started="$SECONDS"
wait_settled() {
local i rc
for ((i = 0; i <= force_after; i++)); do
- (( i == 0 )) || sleep "$settle_seconds"+ if (( i > 0 )); then+ # Past the tick's settle budget, the run is left for the next tick: no sleep, no force-cancel.+ (( SECONDS - settle_started < settle_budget )) || return 4+ sleep "$settle_seconds"+ fi
rc=0
settled "$1" "$2" || rc=$?
(( rc == 1 )) || return "$rc"
done
return 1
}
This change does not make the poll cancellation-aware. It does not bound the other steps of the tick. The default of 1200 seconds leaves room under the 75-minute limit. Adjust it if the job needs more time.

The unread-list test fails only the first runs listing. The script exits at that read, before the pre-dispatch recheck. Promotion of that SHA can remain absent if the ordinary request path refuses to ask for it again.
This can occur when: The stuck run is a promotion dispatch that is cancelled after its promotion SHA has been recorded as already requested or otherwise considered handled.

When no picker is selected, the cancelled-tip path falls through to a --failed rerun. A run cancelled before any job becomes a rerunnable failed or cancelled job may have nothing for that operation to restart.
Each tick can revisit the same cancelled run without producing a new attempt, leaving the tip unbuilt.
This can occur when: The tip's run ends cancelled below the attempt cap before its jobs are created or assigned a rerunnable conclusion.

Two findings of the e793323 review, both in nightly_next_feed_watch.py, which still trusted
shapes the tick's script now refuses:
1. stuck_run() took any falsy pending-deployments answer as "none", so a successful but
malformed null or {} marked a gated run stuck and let the starvation guard dispatch a
duplicate build. Only a list is a reading now; anything else keeps the run as carrying the
tip.
2. stuck_without_runner() judged malformed jobs: a queued job with labels null and an old
created_at counted as stuck. Every job must now have a string status, a list of string
labels and a parseable created_at, and the list must be a non-empty list; otherwise nothing
is judged.
Labels must be non-empty only on a queued job, the one judged by its label: GitHub reports a
skipped job with labels [], which is a normal shape. The tick's jq filter gets the same rule
(it required non-empty labels on every job, which would have refused real runs).
Tests: test_a_response_of_an_unexpected_shape_still_holds (11 shapes) and

stuck_without_runner measures a queued job's wait from created_at, which may predate when a dependency-blocked job became eligible for a runner. The tick's stuck-run filter also uses created_at, so both classifiers may treat a newly eligible job as stuck.
The tick may cancel a run that was about to start; the feed watcher may also stop treating that run as carrying the tip.
This can occur when: A job was created over 20 minutes ago while waiting for needs, its prerequisite has just finished, and two tick reads still show the job queued without a runner.

Finding of the e34dca5 review: jq renders a null as the word "null", so a run with
event null passed the text pattern on the listing and was cancelled. Every jq that formats
a run (the stuck-run listings and run read, the cancelled tip's run list, the re-run's run
read) now checks each field's JSON type first and errors otherwise, which fails the read
and sends nothing. The test fake's listing now fails on a jq error as gh --jq does.
Tests: test_a_run_listing_of_an_unexpected_shape_cancels_nothing covers event null, event 3,
a null sha, id and attempt, a string id, a promotion with a null sha, and a null status on
the run's own read; event null and event 3 fail on e34dca5 and pass here. The tick's

Rebase note for this PR's owner: #27179 (merged at c34452d) changes scripts/ci/nightly_next_feed_watch.py where this PR edits it.
starvation_dispatch now takes carries= (NEXT passes next_carries_tip, head_sha vs the compare API) and filters with started(gh, run, now).
next_delivery_workflows no longer includes main runs.
The and not (name == "nightly.yml" and stuck_run(gh, run, now)) line needs rebasing onto that list comprehension. started() already treats a run whose jobs have all sat queued 10+ min without a runner as not building, so stuck_run may be redundant there. Keep the tick-side cancel.
…scue
#27179 changed the feed watch's active-run filter: a run carries the tip only when its head is
the tip or contains it, and a run that never started (nothing running, every queued job 10
minutes without a runner) or a classic run on main holds nothing back. That covers what this
branch's stuck_run() added to the feed watch, so the feed watch and its tests are taken
whole from main, and this branch no longer changes them.
#27179 also found that `git ls-remote` fails on every tick run (its checkout keeps no
credentials). The stuck-run, cancelled-tip and re-run scripts read nightly-next's head
through the refs API instead, type-checked, and fail closed on an unreadable answer. Their
test fakes now answer the refs API and make git itself fail, so a script that still reads
git fails its test.
The tick keeps main's header, triggers and rolling-rule step; the tooling checkout carries
the union of both sides' scripts.

unparseable workflow is now an error in nightly_repick.py, not "no picker"), and anything
else sends no write at all. The tip stays owed, because its run still ended cancelled, so
the next tick tries again.
2. The refreshed check before a dispatch looked only at the tip's newest run, so an older run
of the tip on a new attempt was missed, and the re-run below the cap re-read only its own
run. Both writes now call nightly_next_tip_owed.sh right before they go out. It checks
that nightly-next still points at the tip, that no run of the tip is unfinished in any
state, and that the run is still the tip's newest, finished cancelled on the attempt read.
An unreadable or malformed answer sends nothing.
3. jq's `.jobs[]` and `.workflow_runs[]` iterate an object's values too. Every page's list
is now checked to be an array before it is read.
The test fakes now run the scripts' own jq filters with compact output (as gh --jq prints),
and fail when jq fails.
Tests: test_an_unreadable_or_malformed_read_sends_nothing (7 cases), the older-run carrier and
the below-cap carrier in test_a_fresh_run_is_never_doubled_or_sent_on_an_unread_list

Treat an empty run listing as no runs, not as malformed data.
When no push or dispatch run remains on the tip, runs is empty. The shape check still reads it as one blank line and exits 2 ("unexpected shape"). The documented outcome for a vanished run is exit 1, "no longer the tip's newest cancelled run". Callers word the exit 2 warning as "is owed a run". Guard the shape check with [[ -n "$runs" ]].

Add a workflow_dispatch run to the cancelled-tip fixtures.
runs_json() sets "event": "push" for every fake run. The production filter at scripts/ci/nightly_next_cancelled_tip.sh:54 admits push and workflow_dispatch. No fixture in this suite produces a workflow_dispatch run, so a regression that drops workflow_dispatch from that filter would not fail any test. The assertion at line 337 checks only the request URL, not the filter.
Let runs_json() read an optional event column, then add a case where a cancelled workflow_dispatch tip run must be re-run.

Replace the grep | head -n1 carrier check in the helper.
Under pipefail, head -n1 can close the pipe before grep finishes writing. grep then exits 141, the if condition fails, and a run that carries the tip is missed. The helper then exits 0, and the caller can send a re-run or dispatch. Read the first unfinished line without a pipe to head:

Finding of the 1eb868f review: job name and runner_name were not type-checked, so a
runner_name object passed the stuck-run filter beside a stuck job, and made the re-run take a
job as served and fall back to a re-run of failed jobs.
This is the eighth round of a single field missing a check, so the checks are no longer spread
across inline jq filters. scripts/ci/nightly_next_shapes.jq defines one schema per object:
- typed_run: id, event, status, conclusion, run_attempt, head_sha (40 hex), display_title;
- typed_job: id, name, status, conclusion, runner_name, string labels (non-empty on a queued
job) and created_at;
- page_of(key): the list must be an array.
It covers every field any of the four scripts reads, each by its JSON type. gh now fetches the
raw JSON and jq checks each object against the schema before anything formats or compares it,
in the stuck-run listings, run reads, jobs reads and settle reads, the cancelled tip's run list,
the re-run's jobs read and the owed check. A mismatch is a jq error: the read fails, and nothing
is cancelled, re-run or dispatched. The tick's tooling checkout carries the file.
Tests: test_the_shared_schema_checks_every_field_it_names runs each field and wrong type (and
each missing required field) through the schema; test_an_unexpected_shape_cancels_nothing adds
runner_name {} and [], no or null name, no id and a conclusion object; the re-run's malformed-read
cases add runner_name {} and []. Those fail on 1eb868f and pass here, and the fixtures are now
complete API payloads. test_nightly_next_feed_watch (90), test_nightly_next_rolling (21),

Replace the fixed 15-second poll with a completion signal or a tested bounded wait.
wait_settled() polls the run every SETTLE_SECONDS (default 15) after each cancel, with no completion signal. Each stuck run can add up to 180 seconds. The only test sets SETTLE_SECONDS to 0. Use a readiness signal, or add a cancellation-aware bounded wait with tests.
As per path instructions: "For production runtime, script, and build changes, flag fixed sleeps, timers, delayed dispatch, polling, or wall-clock waits used as synchronization."

…ly in the serialized tick
Two findings of the bafe410 review:
1. jq reads a missing key as null, so a job with no runner_name passed the schema as
unserved. A nullable field (a job's runner_name and conclusion, a run's conclusion and
display_title) must now be present, null or a string; GitHub always sends these keys.
2. The owed check and the fresh dispatch are not atomic. A tick dispatched for one commit
(the feed watch's) runs in a concurrency group of its own, so two such ticks, or one beside
a backstop tick, could both find the same tip owed and both start a build of it. Both
rescue steps (the stuck-run cancel and the cancelled-tip re-run or dispatch) now run only in
ticks with no sha input, which share the one serialized group `nightly-next-tick`
(cancel-in-progress false). The backstop cron runs every 5 minutes, so no owed tip waits
longer than that.
Tests: the schema test now requires every field present, the nullable ones null or a string;
test_an_unexpected_shape_cancels_nothing adds a queued job with no runner_name; both tick-step
tests assert the steps' `if: inputs.sha == ''` and the job's serialized group. These fail on
bafe410 and pass here. A timing assertion in the 40771197361 test now accepts a minute of
drift on a slow box. test_nightly_next_feed_watch (90), test_nightly_next_rolling (21),

The follow-ups each get their own PR and review: a fresh dispatch for a tip stuck at the attempt cap; a repick that covers Linux labels, reading the picker from the workflow; the feed watch reading through the same typed reader.
A planned refs-API fix for nightly_next_cancelled_tip.sh is not needed: tick run 40827135356 shows its git ls-remote reading the tip fine (the repository is public). The feed-watch part of this PR was already covered by #27179.
… label that stopped serving (#27272)
* ci(nightly-next): cancel a nightly or promotion run stuck on a runner label that stopped serving
GitHub fixes a job's runner label when it creates the job; when that label stops serving, the
job waits forever and changing the runner variables does not move it (run 40771197361, tip
1f0f687, 2026-10-28: decide queued 34 minutes on blacksmith-4vcpu-ubuntu-2404). A re-run
creates new jobs that evaluate their runs-on again.
scripts/ci/nightly_next_stuck_run.py, a new tick step before "Re-run a cancelled nightly-next
tip", cancels such a run only when an existing path builds it again: the tip's push run below
3 attempts (the next step re-runs it), an older commit's run (the tip builds), or a promotion on
main (the tick's request asks again). The tip's dispatch and its push run at the cap are left
alone with a warning.
A run is stuck only when it is queued or in progress with no pending deployment, a job has
waited 20 minutes queued with no runner on non-owned labels, and every other job is completed
or also unserved. This is read twice, the second time right before the cancel. Every Actions
object goes through one typed reader: each field present with its JSON type, status and
conclusion from their enums and paired (completed has a conclusion, unfinished has none), lists
that are lists, and paginated listings whose total_count adds up with no item twice. Anything
else is unreadable and cancels nothing. The cancel and force-cancel go out once, with no
gh_budget_wait.sh retries. A force-cancel follows only a run still queued or in progress on the
same attempt that a fresh read still finds stuck; a run that moved to a gate, a new attempt, or
became unreadable gets nothing more. The step runs only in the serialized tick group (no sha
input).
This is the core of #27095, split out after its reviews. The any-label repick, a fresh dispatch
at the attempt cap, and the feed watch reading through the same reader are follow-ups.

What broke
GitHub fixes a job's runner label when it creates the job. If that label stops serving, the job waits forever, and changing the runner repository variables does not move it. Nightly-next push run 40771197361 (tip
1f0f687b, 2026-10-28) haddecidewaiting 34 min onblacksmith-4vcpu-ubuntu-2404, with more jobs queued behind it on the same label. Between about 20:00Z and 21:15Z every Blacksmith Linux label stopped starting jobs. The feed watch stayed quiet because that run "carries the tip".Change
scripts/ci/nightly_next_stuck_run.sh: a new nightly-next tick step that runs before "Re-run a cancelled nightly-next tip". It lists thequeuedandin_progressnightly.yml runs onnightly-next(push or dispatch) and main'sPromote nightly-next to ...dispatches, every page. A run is cancelled only when all of these hold:queuedorin_progress(neverwaiting,pendingorrequested) and has no pending deployment;STUCK_MINUTES(20) queued with no runner, on a label that is not owned (glaeda-*is the owned-pool rescue's);The rulebook allows cancelling a started nightly only when it is stuck or certain to fail; a code comment states why this counts as stuck. A newer tip is never a reason.
Fail-closed, against one schema.
scripts/ci/nightly_next_shapes.jq(new) holds one schema per Actions object the tick reads (typed_run,typed_job,page_of), covering every field any of the scripts reads, each by its JSON type (a nullable field must still be present). gh fetches the raw JSON and jq checks each object against the schema before anything formats or compares it. An unreadable answer, or one of an unexpected shape, cancels, re-runs and dispatches nothing that tick.Cancel, then force-cancel, each sent once. Both writes go out with no wrapper retries (
GH_BUDGET_WAIT_ATTEMPTS=1), so a cancel never lands long after the last stuck read; a refused one leaves the run for the next tick. The step reads the run at mostFORCE_AFTER+ 1 (7) times,SETTLE_SECONDS(15) apart; only when the last read still shows the same attempt unfinished does it force-cancel, then read the same number of times again.Only a real cancel counts. Nothing more is done unless the run is seen finished
cancelledon the attempt judged stuck; a run that succeeded, failed or started a new attempt before the cancel took is left as it is.The cancelled tip stays owed until a run of it exists. The stuck-run step only cancels. Building the tip again belongs to the next step,
nightly_next_cancelled_tip.sh, which reads the obligation from GitHub itself every tick: the tip's newest nightly.yml run on nightly-next (push or dispatch) endedcancelled. GitHub writes that record with the cancel, and only a newer run of the tip clears it, so a refused re-run or dispatch, or a tick that dies after the cancel, is picked up by the next tick. BelowMAX_ATTEMPTS(3) it re-runs that run throughscripts/ci/nightly_next_rerun.sh, whose every read is fail-closed (a failed or malformed jobs, workflow or picker read sends nothing, not even the re-run of failed jobs) (new, taken out ofnightly_next_cancelled_tip.sh): it reads every job left without a runner on any label, and when one of them takes its runner from a picker job's outputs and the re-run is safe (nightly_repick.py), it re-runs that picker so it chooses fresh; otherwise it re-runs the failed jobs, which evaluate their runs-on again. The picker is read from nightly.yml at the run's head (the job whose outputs those runs-on use as the label), never a fixed name: main's file calls itpick-nightly-app-runner, nightly-next'spick-nightly-build-runner.owned_pool_rescue.repick_job()takes the picker's key, defaulting to its old constant, so the owned-pool rescue is unchanged. At the cap it dispatches a fresh nightly.yml run on nightly-next (attempt 1, every runner picked afresh), Both writes callscripts/ci/nightly_next_tip_owed.sh(new) right before they go out: nightly-next still points at the tip, no run of the tip is unfinished in any state (an older run on a new attempt included), and the cancelled run is still the tip's newest. So a replacement is never doubled and only the current tip is built. Both rescue steps run only in ticks with noshainput, which share the one serialized concurrency groupnightly-next-tick. A tick dispatched for one commit has a group of its own, so two of them could otherwise both find the same tip owed. The 5-minute backstop cron keeps an owed tip's wait under 5 minutes. Every write is sent once; a refused one fails the step and the next tick tries again.The feed watch is unchanged here. ci(nightly-next): start a build at landing under a rolling rule; an unstarted run holds nothing #27179 already stops a run that never started (nothing running, every queued job 10 minutes without a runner) from holding the starvation dispatch back, and counts a run only when its head is the tip or contains it; this branch merged that and took main's feed watch whole.
nightly-next is read through the refs API, type-checked, in all three scripts: the tick's checkout keeps no credentials, so
git ls-remotefails there (ci(nightly-next): start a build at landing under a rolling rule; an unstarted run holds nothing #27179). An unreadable answer sends nothing.Stop condition and cleanup: the step's only waits are those bounded reads (allowlisted in the polling scan with that bound). Its scratch dir is removed on exit, and it runs
continue-on-error, so the promotion request still runs.Overlap: the general stall-aware runner failover (a job queued more than about 3 minutes on a label that has started nothing is moved onto a live member of the runner set) is separate work and is not duplicated here. This PR stays nightly-specific: it cancels and re-runs only nightly-next build and promotion runs, after 20 minutes. A job whose runs-on is a literal label goes back to that label on re-run; moving it is the failover's job.
A separate durable store (like #27114's
OwedStore) is not needed: the record that the tip is owed is the cancelled run itself, which no tick can lose.Not fixed here: the tick and the feed watch themselves run on Blacksmith Linux. #27022 adds
CI_CONTROL_RUNNERto move them.Tests
