ci(main): rate-limit-safe publisher on main; auto-resume's publish jobs wait through rate limits - #25534
On feat-cmux-next, #25470 made the nightly publish path wait through GitHub API rate limits. On 2026-10-26 the installation limit refused every upload from 15:55 to 16:05Z, returning only x-github-request-id with no x-ratelimit-* and no retry-after. auto-resume-nightly-notarization.yml and release.yml check out main and run main's scripts/ci/publish-release-assets.py, so they still had the old publisher: a 600 s budget, flat 60 s waits and parallel uploads. auto-resume's publish jobs also had no gh wrapper.
Change
scripts/ci/publish-release-assets.py and tests/test_github_release_publication.py are now feat-cmux-next's versions, from ci(publish): back off a secondary rate limit, upload one at a time, log the refusal #25470. Neither file had changed on main since the branches split. On a refusal, the publisher waits for Retry-After if it's sent. Otherwise it waits until the reset when the budget reads spent, or else backs off 60/120/240/300 s, all inside CMUX_RELEASE_RATE_LIMIT_SECONDS (default 600). Uploads are serial with a 1 s pause between writes. It logs the headers of each refusal plus a /rate_limit snapshot. A rate-limited digest download also backs off. All of this shares one per-job ledger with gh_budget_wait.sh, which fails closed.
never wait when the reservation can't be recorded.
auto-resume-nightly-notarization.yml: the publish and republish-deltas jobs install the wrapper right after their checkout of main, and give the publisher CMUX_RELEASE_RATE_LIMIT_SECONDS=1800. Neither job sets a timeout, so both keep the default 360 minutes.
The classic nightly (nightly.yml on main) and release.yml now run the new publisher with its default 600 s budget. Their uploads become serial, which is slower per run but not by much. They wait through a refusal instead of failing after 600 s of flat waits.
No timers or loops beyond bounded, logged sleeps. Every wait is capped by the publisher's budget and the job's one-hour ledger.
Overlap: #25490 and #25491 (release-App-first fallback, inert tooling) come from a helper in this same lane and touch the uploaders, not these files' logic.
…sume's publish jobs
- scripts/ci/publish-release-assets.py and its tests from feat-cmux-next (#25470): Retry-After,
the reset, else 60/120/240/300 s backoff in CMUX_RELEASE_RATE_LIMIT_SECONDS, serial uploads,
refusal headers logged, one wait ledger per job shared with gh_budget_wait.sh.
- scripts/ci/gh_budget_wait.sh: feat-cmux-next's ledger fixes (fail closed, reserve before
sleeping, never wait unrecorded) with main's first-refusal logging (#25484) kept.
- auto-resume-nightly-notarization.yml publish and republish-deltas install the wrapper and
give the publisher 1800 s.
- The secondary-limit and 429 wrapper tests assert the retry; ledger tests added.
- ci-owned-pool-rescue.yml's header says the rescue grace is 40 minutes.

The release publisher now detects and retries GitHub rate-limit responses using bounded waits and a shared ledger. The CLI wrapper records planned waits before sleeping. Nightly publishing jobs install the wrapper, configure an 1800-second rate-limit interval, and use expanded timeout windows.
The publisher classifies rate-limit responses, waits within process and job budgets, and retries eligible requests. It also logs sanitized response details, retries rate-limited digest downloads, and processes assets sequentially. Tests cover wait behavior, ledger limits, diagnostics, permissions, and upload ordering.
The wrapper reserves planned waits before sleeping. Missing ledger data starts at zero; unreadable or malformed data counts as spent. Tests cover retries, interrupted waits, and ledger failures.
The nightly publish jobs install the wrapper and set the release rate-limit interval to 1800 seconds. The rescue settling period changes to 40 minutes. Workflow tests check the configuration and timeout minimums.

The publisher and wrapper changes look sound. Two new tests could become flaky under load or if more rate-limit tests are added. Fixing them before or shortly after merge keeps CI reliable; they do not block release behavior.

Therefore, it does not introduce or worsen a browser automation off-main violation.
Full details: Cmux Expensive Synchronous Load

Full details: Cmux Cache Substitution Correctness
Explanation
PASS. The pull request changes YAML, Bash, Python, and Python tests only. It introduces no production Swift, TypeScript, or JavaScript changes, so the cache-substitution correctness condition does not apply.
Full details: Cmux Algorithmic Complexity
Explanation
No algorithmic-complexity violation is introduced. The changed publisher processes release assets in linear passes: plan uses a set for duplicate names, publish performs one existing.get per asset, and API pagination scans each response once. The new retry, header, ledger, and shell logic scans only bounded protocol data or command arguments. The replacement path's additional client.assets(...).get(...) calls already existed in the base revision, so the PR does not introduce or worsen that debt. No nested scalable-collection scan or slower-than-linear batch algorithm appears in the changed production paths.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only YAML, shell, Python, and Python test files. The authoritative diff contains no Swift files or added Swift concurrency patterns. The Swift concurrency check is not applicable.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes two workflow files, CI scripts, and tests. The authoritative diff contains no Package.swift, Package.resolved, .gitignore, Xcode project/workspace, or SwiftPM dependency changes. Therefore none of the SwiftPM lockfile failure conditions apply.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The changed error and diagnostic text is confined to the GitHub release publisher and gh wrapper used by .github/workflows/* and CI resume scripts. The repository shows no path from this output to a cmux app UI, product CLI, or product API. The response details, headers, and GitHub rate-limit snapshots are operator diagnostics in internal CI, which the rule allows.
Full details: Cmux Full Internationalization
Explanation
PASS. The reviewed diff changes only CI workflows, CI shell/Python publisher logic, and tests. It adds operational comments, workflow step text, and rate-limit diagnostics, not Swift UI text, app catalogs, web UI/API copy, rendered markdown, changelog content, or locale data. The repository rule explicitly allows tests, developer-only comments, debug/operational logs, and operational documentation not shown to end users. No Resources/*.xcstrings, InfoPlist.xcstrings, web/i18n/routing.ts, or web/messages/ files changed.
Full details: Cmux Swiftui State Layout
Explanation
The pull request changes only YAML, shell, Python, and test files. It adds no Swift or SwiftUI code and does not introduce ObservableObject, @Published, @Observable, GeometryReader, lazy/list row store references, or render-time state mutation. The SwiftUI-specific check is therefore inapplicable.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
The pull request changes only workflow, shell, Python, and test files. It adds or materially changes no Swift auxiliary window code, so the close-shortcut rule does not apply. The deterministic Swift lint script is not relevant.
Full details: Cmux Source Artifacts
Explanation
The diff changes only intentional workflow configuration, CI scripts, and tests. No local logs, screenshots, recordings, temporary directories, caches, build output, dependency checkouts, copied artifacts, or broad scratch directories appear in the changed paths.

Replace the fixed 3-second timeout with a real signal.
This test relies on wall-clock time. It kills the wrapper after 3 s and then asserts that the ledger holds 30. On a loaded runner, the wrapper may not reach the reservation in wait_for_budget within 3 s. Before it sleeps, the wrapper makes the refused call, a rate_limit call, and a header snapshot. If the timeout arrives first, waited() returns 0 and the test fails even though the code is correct.
The real sleep 30 child also stays alive after the shim is killed.
The coding guidelines ban "A fixed sleep... used to wait for async readiness before an assertion" and require tests to "Assert on causality, not latency." The test at Line 138 already uses a fake sleep. Use the same pattern here: the fake sleep copies the ledger when it is called. That copy proves the reservation was written before the sleep started.

Give each rate-limit test its own ledger file, and pin the wait cap.
rate_limited_publish resets the in-process globals but not the ledger file. _job_spent() reads _LEDGER on every call. Resetting _ledger_at_start only clears the baseline, so waits that earlier tests wrote to the module-wide file still count against GH_BUDGET_WAIT_MAX_SECONDS.
The waits recorded by these tests can add up to about 1891 s, below the default 3600 s cap, so the tests pass in any order today. If another wait-recording test is added, or the environment sets a lower cap, a test that runs later gets less budget. Exact expectations such as [60.0, 120.0, 240.0, 300.0, 300.0] can then fail, and the result depends on test order. Give the helper a fresh ledger directory for each call. Tests that patch _LEDGER themselves keep their ledger. Set the cap to the default 3600 so an environment value cannot change the expected waits.

Why
On feat-cmux-next, #25470 made the nightly publish path wait through GitHub API rate limits. On 2026-10-26 the installation limit refused every upload from 15:55 to 16:05Z, returning only
x-github-request-idwith nox-ratelimit-*and noretry-after. auto-resume-nightly-notarization.yml and release.yml check out main and run main'sscripts/ci/publish-release-assets.py, so they still had the old publisher: a 600 s budget, flat 60 s waits and parallel uploads. auto-resume's publish jobs also had no gh wrapper.Change
scripts/ci/publish-release-assets.pyandtests/test_github_release_publication.pyare now feat-cmux-next's versions, from ci(publish): back off a secondary rate limit, upload one at a time, log the refusal #25470. Neither file had changed on main since the branches split. On a refusal, the publisher waits for Retry-After if it's sent. Otherwise it waits until the reset when the budget reads spent, or else backs off 60/120/240/300 s, all insideCMUX_RELEASE_RATE_LIMIT_SECONDS(default 600). Uploads are serial with a 1 s pause between writes. It logs the headers of each refusal plus a/rate_limitsnapshot. A rate-limited digest download also backs off. All of this shares one per-job ledger withgh_budget_wait.sh, which fails closed.scripts/ci/gh_budget_wait.sh: feat-cmux-next's ledger fixes, keeping main's once-per-job refusal logging from ci(tick): the nightly-next tick waits through GitHub API rate limits #25484:auto-resume-nightly-notarization.yml: thepublishandrepublish-deltasjobs install the wrapper right after their checkout of main, and give the publisherCMUX_RELEASE_RATE_LIMIT_SECONDS=1800. Neither job sets a timeout, so both keep the default 360 minutes.AutoResumeTestschecks the auto-resume wiring.ci-owned-pool-rescue.yml: the header says the rescue grace is 40 minutes, which it is since ci(rescue): wait through GitHub rate limits instead of leaving a cancelled run un-re-run #25510.Risk
Medium.
nightly.ymlon main) andrelease.ymlnow run the new publisher with its default 600 s budget. Their uploads become serial, which is slower per run but not by much. They wait through a refusal instead of failing after 600 s of flat waits.Overlap: #25490 and #25491 (release-App-first fallback, inert tooling) come from a helper in this same lane and touch the uploaders, not these files' logic.
