ci: owned-pool rescue never cancels a started nightly for a slow runner - #26192
The owned-pool rescue no longer cancels a started nightly (main nightly or nightly-next) because one runner is slow.
assess() counted only owned in_progress jobs as blockers (on_mini). So when build-nightly-app waited on the trusted pool, the rescue cancelled the whole run while a Blacksmith or Linux sibling was mid-job, such as the Ghostty CLI helper build. For a nightly (reserved=True), the rescue now never cancels the run while a sibling is still running:
Queued job: every running job, on any pool, blocks the cancel. A stuck owned job waits until nothing else runs.
Job held in setup: running siblings are not cancelled, not even as the watch ends.
Refusal at the watch limit: if the nightly is still running other jobs, it is left alone with a warning instead of being cancelled.
Right before any cancel in rescue(), both the superseded-head cancel and the stuck-job cancel: the run's jobs are read again (started_nightly_work()). A nightly with any job running is not cancelled, because a sibling can start between the look and the cancel. The nightly-next tick re-runs a failed tip, and the next nightly builds main.
Nothing changes for other workflows.
Why
The rule is that a started nightly is never cancelled for a slow runner. The existing test Nightly.test_a_stuck_build_moves_to_blacksmith_keeping_what_passed encoded the bug: it cancelled a running Blacksmith helper.
Tests
tests/test_ci_owned_pool_rescue.py:
The old test is flipped so a stuck build never cancels a started sibling.
New tests: a stuck build moves once nothing else runs, a held build at the watch end, and a refusal at the watch end.
The refusal tests whose run finishes now let their helper finish too. Before, the helper never finished, and those tests only passed through the deadline cancel.
New tests for a Linux sibling that starts after the look (including a superseded run) and for a Linux sibling at the look.
The full file passes (257 tests).
Risk
Low. Only nightly runs change, and in the direction of cancelling less. A nightly whose owned job stays stuck while siblings run now waits instead of moving to Blacksmith mid-run.
Nightly runs are no longer cancelled while jobs are in progress, including during runner setup or on other execution environments.
If a refusal remains at the watch deadline while jobs are running, the nightly run is left untouched.
Before cancelling a nightly run, the system checks for newly started jobs. If work is active, it resumes watching unless the deadline has passed. The check also applies when retrying a rate-limited cancellation, and cancellation stops if the run has finished or its attempt has changed.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
Nightly rescue now treats in-progress jobs across pools and runner setup as active work. It checks job status before cancellation and retries. If work starts, the watcher resumes unless the deadline has passed.

Summary
Assess blocking nightly jobs scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
Nightly assessment counts in-progress jobs across runner pools, including jobs in setup. Tests model helper completion and cover active and completed job states.
Handle refusals at the watch deadline scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
When a nightly refusal remains while a job is in progress at the watch limit, the watcher logs a warning and stops without cancelling the run.
Guard cancellation and resume watching scripts/ci/owned_pool_rescue.py, tests/test_ci_owned_pool_rescue.py
Rescue checks for in-progress nightly jobs before cancellation and before a retry. If work starts, the watcher resumes unless the deadline has passed. Tests cover late-starting siblings, retry checks, and resumed watching.

A job starting during stalled-signing rescue can end the nightly’s active watch and delay later refusal handling. Fix that watch transition before merging if continuous rescue coverage is required.

PASS. The pull request changes only Python and test files: scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The reviewed diff contains no Swift production changes, so the Swift actor-isolation check is not applicable.
Full details: Cmux Swift Blocking Runtime

PASS: The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The diff contains Python nightly-rescue logic and tests, not browser socket automation commands. It does not touch Sources/TerminalController.swift, ControlCommandExecutionPolicy.swift, socketWorkerMethods, WebKit waits, or worker-router policy tests. Therefore it does not introduce or worsen the checked condition.
Full details: Cmux Expensive Synchronous Load
Explanation
The reviewed diff changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It adds no production Swift changes and cannot introduce the specified expensive synchronous Swift load.
Full details: Cmux Cache Substitution Correctness
Explanation
PASS: The pull request changes only Python files: scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. The cache-substitution check applies only to production Swift, TypeScript, and JavaScript changes, so it is not applicable.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The production diff adds no fixed sleep, timer, delayed dispatch, or wall-clock wait. The new cancellation guard reads the actual GitHub run and job state immediately before cancellation and before retries. The resumed watch reuses the existing deadline and polling mechanism. The added timing tests use deterministic clocks and injected sleep callbacks, which the rule allows.
Full details: Cmux Algorithmic Complexity
Explanation
PASS. The production changes scan the bounded GitHub job list linearly in assess() and started_nightly_work(); the only new sort is over currently running jobs. GitHub.jobs() limits retrieval to three pages of 100 jobs, and this CI rescue path is not a listed hot UI, socket, search, or process-sampling path. The diff adds no nested full-collection scan, batch per-target rescan, in-memory join, or unbenchmarked algorithm for ~1000 user-owned records.
Full details: Cmux Swift Concurrency
Explanation
PASS: The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. Both files are Python, and the diff contains no Swift code or Swift concurrency patterns. The cmux-owned Swift concurrency check is not applicable.
Full details: Cmux Swift `@Concurrent`
Explanation
The pull request changes only Python files: scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It introduces no Swift code, Swift async functions, or Swift call sites covered by the rule.
Full details: Cmux Swiftpm Lockfiles
Explanation
The pull request changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It does not change a SwiftPM package, Xcode project, .gitignore, workflow, dependency declaration, or Package.resolved file. The SwiftPM lockfile policy is therefore not triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The production diff changes scripts/ci/owned_pool_rescue.py, which .github/workflows/ci-owned-pool-rescue.yml runs as an internal GitHub Actions rescue job. The new messages are CI log and operator diagnostic text. Provider names, runner names, and job names are allowed on this internal CI surface. The diff does not create a cmux app UI, product CLI, or product API path to an end user, and it does not expose secrets, credentials, tokens, or payload dumps.
Full details: Cmux Full Internationalization
Explanation
The PR changes only scripts/ci/owned_pool_rescue.py and its tests. The added or changed English strings are CI rescue outcomes, warnings, and diagnostics in an operational script, not product UI, web messages, API responses, metadata, or rendered content. The tests do not add user-facing text. The internationalization rule explicitly allows operational docs and debug-only logs, and no Swift or locale/catalog files changed.
Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes only Python CI logic in scripts/ci/owned_pool_rescue.py and its Python tests. It introduces no Swift architecture changes, so the Swift-specific failure conditions do not apply.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
PASS: The reviewed diff changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. It contains no Swift, NSWindow, NSPanel, SwiftUI Window, or WindowGroup changes, so the auxiliary-window close-shortcut rule is not applicable.
Full details: Cmux Source Artifacts
Explanation
The diff changes only scripts/ci/owned_pool_rescue.py and tests/test_ci_owned_pool_rescue.py. These are hand-written source and test files. The changes add rescue logic and focused test coverage. No local output, generated logs, screenshots, recordings, temporary folders, dependency checkouts, caches, build output, package-manager downloads, or broad artifact directories appear in the changed paths.
Full details: Docstring Coverage
Explanation
Docstring coverage is 21.05% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 38 functions across 2 files.

Retry the run read before retrying a nightly cancel.
check() calls api.run(target.run_id) directly. A transient read error can escape GitHub.request(), abort nightly_cancel(), and make follow() give up without cancelling the run. Wrap the read with the existing retry helper.

assess() counted only owned in_progress jobs as blockers, so a nightly whose
trusted-pool build waited was cancelled while a Blacksmith or Linux sibling ran.
For a nightly (reserved) any in_progress job, on any pool and in its runner's
setup too, blocks the stuck-job and setup-hold cancels, even at the watch's
end; a refusal at the watch limit leaves a running nightly alone. rescue()
reads the jobs again right before any cancel, and the cancel's before_send
(#26173) drops it once the run moved to another attempt, finished, or has a
job running. A nightly found busy is watched on, through the stall hold.

What
The owned-pool rescue no longer cancels a started nightly (main nightly or nightly-next) because one runner is slow.
assess()counted only ownedin_progressjobs as blockers (on_mini). So when build-nightly-app waited on the trusted pool, the rescue cancelled the whole run while a Blacksmith or Linux sibling was mid-job, such as the Ghostty CLI helper build. For a nightly (reserved=True), the rescue now never cancels the run while a sibling is still running:rescue(), both the superseded-head cancel and the stuck-job cancel: the run's jobs are read again (started_nightly_work()). A nightly with any job running is not cancelled, because a sibling can start between the look and the cancel. The nightly-next tick re-runs a failed tip, and the next nightly builds main.Nothing changes for other workflows.
Why
The rule is that a started nightly is never cancelled for a slow runner. The existing test
Nightly.test_a_stuck_build_moves_to_blacksmith_keeping_what_passedencoded the bug: it cancelled a running Blacksmith helper.Tests
tests/test_ci_owned_pool_rescue.py:The old test is flipped so a stuck build never cancels a started sibling.
