docs: halve the root agent instructions without changing policy

The root agent instructions still repeat detailed build, review and implementation procedures already owned by linked skills. This reduces CLAUDE.md from 1,442 to 743 words (10,670 to 6,082 bytes) by replacing those repetitions with task-specific links. AGENTS.md remains the symlink to CLAUDE.md.

The root keeps live-app and socket isolation, contributor attribution, merge authorization (including direct merge directives), verification scope and relay authorization explicit. Setup is routed by task instead of appearing mandatory for documentation work. No new reference files or intended permission changes.

Validation: python3 scripts/verify-local.py passed the selected feature-flag policy check; Swift parsing correctly skipped with no Swift inputs. git diff --check and all local links/anchors passed. A subagent reviewed the compression for lost rules; the approval principal, local-backend setting and three task triggers were restored. No app build was needed for this docs-only change.
