Bump bonsplit: mouse wheel scrolls the overflowed tab strip

Fixes #14884

Bumps vendor/bonsplit from 99eed02 to fce65b5 to pick up manaflow-ai/bonsplit#255.

With more tabs than fit in a pane's tab strip, a vertical mouse wheel over the strip now scrolls it horizontally, so overflowed tabs are reachable with a regular mouse. Trackpad and other precise scrolling, horizontal wheel deltas, and wheel events outside the strip keep their native handling. The strip only consumes the event when it actually overflows.

The bump is a single commit on top of the current pointer; bonsplit's own tests passed on #255.
