In #41513 we moved the geckodriver download to a caching proxy that should have better uptime than the public geckodriver downloads. This PR expands that trial to include chromedriver as well.
It also rolls back the change to the packer_cache script, so that we have a backup in case this test ends up causing problems in the next couple weeks. I'd like to have the option to rollback to the bootstrap cache for master/7.x in case we need to.
