Need to fix the changelog and update the breaking change file.

It seems that all PR below have already been released in 7.9.0..7.9.3.

IMO, this is because 7.9.3 and 7.10.0 weren't based from the same branch and so the community-release-tools can't get the commit list since 7.9.3 properly.

We'll need to investigate how to handle it (checking PR labels matching release could be another option).
