This PR fixes issue #5523 by making recipes respect the --quiet flag. When the quiet flag is set, recipe information is no longer printed to stdout before execution.
- Adds a
quietparameter toextract_recipe_info_from_cli()function - Conditionally prints recipe info only when not in quiet mode
- Updates all call sites and tests to pass the quiet flag
