docs(agents): add metrics guidelines for authoring metrics, logs, and traces - #17516
Agents that add metrics to Dynamo have no shared rules to follow, and two sources in the repository teach the opposite of the team's telemetry guidelines: the naming conventions in prometheus_names.rs recommend _ms, _percent, and _per_second names, and the Metrics Developer Guide's labeled-counter example is requests_by_model. This PR adds .ai/metrics-guidelines.md, the rules an agent or contributor follows when adding or changing a metric, a log event, or a trace span, and lists it in the .ai/ row of the root AGENTS.md. The review side is in #17517, which is stacked on this PR.
Key Changes
Core logic: 0 lines. The PR changes agent instructions and one docs example.
.ai/metrics-guidelines.md (new): the Dynamo Telemetry Guidelines as rules. Each rule has an ID that reviews can cite: C (metric, log, or trace), A (questions a new metric answers in the PR), N (naming), L (labels), R (registration), S (stability and deprecation), D (documentation), and T (logs and traces). The rules carry the codebase facts they depend on, such as the extra _created series that prometheus_client exports (A6), why registering a labeled family does not make it visible (R1), and the catalog's **Experimental.** and deprecated={true} marks (D1).
AGENTS.md: the .ai/ row of the repository map now lists metrics, logs, and traces among the topic guidelines to read before writing that kind of code.
The observability codeowners now co-own the guideline with process (areas.yaml, regenerated CODEOWNERS).
Validation
Authoring, with and without this PR. Fresh agents received a task and a worktree, and were told only to read and follow that worktree's AGENTS.md. One arm ran on this branch, the other on main. A separate grader scored each diff and PR description against a fixed rubric.

All three agents on this branch reached .ai/metrics-guidelines.md through the AGENTS.md pointer that this PR had then. After #17495 restructured the root AGENTS.md, the pointer became an entry in its .ai/ row; the evaluation did not test that form. Because the evaluation forbade running cargo, one of them edited the generated prometheus_names.py by hand and another left it stale. Rule R3 (regenerate the mirror; never edit it by hand) was added after this run, and so were the later commits: the series count in A6, the stricter L5, and removing the sections on where code lives and on existing names that break the rules.
Checks.build_codeowners.py --strict passes; docs_lint.py reports 0 errors; detect_broken_links.py finds 0 broken links; regenerating the Python names mirror after the header change produces no diff; pre-commit passes except pytest-marker-report, which fails the same way on an untouched file in this environment (Python 3.10 has no tomllib).
Choices for reviewers
The guidelines are a proposal, and this PR is where the rules get agreed. These interpretations need a decision:
Unknown model value. The policy says unknown. The frontend already uses unknown_model (UNKNOWN_METRIC_MODEL), so the guideline keeps unknown_model for frontend metrics through ModelManager::metric_model_for, and uses unknown elsewhere, as the endpoint picker does.
Labels that grow with the fleet.L5 disallows any declared label whose values grow with the number of workers, such as worker_id or dp_rank on a frontend, router, or planner metric; a per-worker value belongs in the worker's own metrics. This is stricter than the policy doc, which allows per-worker labels when an autoscaler or the router needs them. The worker_id that the runtime adds to a worker's own metrics has one value per process and is not affected. The frontend's existing dynamo_frontend_worker_* gauges break the new rule.
Series count and its trigger.A6 asks for two numbers per process: label combinations (the product of the declared labels' value counts) and series (which adds histogram buckets and Python's _created series). A metric that can reach more than 100 label combinations in one process needs a justification in the pull request. The policy doc sets no number; 100 follows the Prometheus instrumentation guide, which suggests other approaches for a metric whose cardinality is over 100 or could grow that large.
Stability of existing entries. A catalog entry with no experimental mark is stable, including one whose name breaks the rules, so renaming it needs a deprecation. This matches the policy's conflict table.
R3 comes from the repository's generated-artifact rule, not from the policy text.
… traces
Add .ai/metrics-guidelines.md, the canonical rules an agent or contributor
follows when adding or changing a metric, a log event, or a trace span:
choosing between them, the questions a new metric must answer in the pull
request, naming, labels, registration, stability and deprecation, catalog
documentation, and where each piece lives in Rust, Python, and Go. Each rule
has an ID so reviews can cite it.
Point agents at it from the root AGENTS.md, and align the two in-repo sources
that taught the opposite: the naming conventions in prometheus_names.rs
(_ms, _percent, _per_second) and the Metrics Developer Guide's labeled-counter
example (requests_by_model). Route the guideline to the observability
codeowners as well as process.

…ith the fleet
A6 now asks for two numbers per process, each as a formula and as a number
at a stated scale: label combinations (the product of the declared labels'
value counts, counting every value a process sees over its life) and series
(combinations times 1 for a counter or gauge, buckets + 3 for a histogram,
buckets + 4 in Python). A metric that can reach more than 100 label
combinations in one process needs a justification in the pull request.
L5 now disallows any label whose values grow with the number of workers,
such as worker_id or dp_rank on a frontend, router, or planner metric; a
per-worker value belongs in the worker's own metrics.

The change adds guidance for Dynamo metrics, log events, and trace spans across Rust, Python, and Go. It links the guidance from contributor and developer documentation, assigns ownership, and updates metric naming guidance and examples.

Explanation
The description follows the repository template. It has Overview, Key Changes, Validation, Issues and Ongoing Work, and the Pull Request Checklist. It explains what the PR adds and why. Its Validation section gives concrete authoring evaluation results and check outcomes. Its Issues section names DIS-3239 as closed and lists related PRs. The description is detailed and matches the scope of the diff. The Closes line uses an internal Linear issue ID, not a GitHub issue number, so the PR Issue Link check may not be satisfied. That check is advisory today.

#17495 reduced the root AGENTS.md to development guidance and moved
PR and docs rules out of it. The metrics guidelines in #17516 already
require updating the Metrics Catalog in the same pull request (rule
D1), so this pull request now changes only the catalog.

- D1: drop the Metrics Inventory sentence; ai-dynamo#17460 merged the inventory into
the Metrics Catalog, so the catalog is the only page that lists metrics.
- D1 and the stability levels: use the catalog's Status column (Current,
Experimental, Deprecated) for table rows, and the Experimental text mark
or deprecated badge for detailed entries. Operator Metrics follows the
same rules, so operator metrics also have a stability path.
- A6: runtime-added labels have one value per registration, so a metric
registered on several endpoints or components multiplies by their number.
- prometheus_names.rs: add range selectors to the rate() example.

The doc-comment pointer to .ai/metrics-guidelines.md is the only Rust
change in this PR, and it makes the rust-tests job run; on this branch
that job ran out of runner disk four times in the benchmark-compile step
after every test passed. The same edit is already in ai-dynamo#17517, which
builds on this PR, so drop it here.

x_bucket keeps its le label and x_count has none, so the subtraction in
the threshold-counter pattern returned an empty vector and an alert built
from it would never fire. Add ignoring(le). Addresses review comments.

Now that this is merged, one wording fix to follow up: #17922 leaves the Status of a stable metric empty in the Metrics Catalog and marks only Experimental and Deprecated, so this line no longer matches the page. Could you change "with the Status Current in a table" to "with an empty Status in a table"?
#17517 has the same wording in .github/review-prompts/metrics.md ("A table row with the Status Current is stable").
