docs(agents): focus the root AGENTS.md on Dynamo development - #17495
The root AGENTS.md mixed developer guidance with optimization-loop operating rules, PR policy, and docs rules, so an agent working on Dynamo code had to read past about 120 lines that didn't apply. This PR focuses the file on development: where things are in the repo, which skill handles a task, and how to build and test efficiently, including where to get nightly images and wheels instead of building them.
Key Changes
Docs only; 0 lines of core logic.
AGENTS.md: adds vLLM, SGLang, TensorRT-LLM, and TokenSpeed to the ecosystem section and regroups the skills index by task. Points to README.md for the overview. Adds a Build and Test section: published nightly artifacts, setup prerequisites, the local-dev container, a Rust edit loop with measured build costs, and targeted pytest runs. Removes the optimization-loop operating rules and replaces the PR, docs, and agent-file rules with pointers to pr-checklist, CONTRIBUTING.md, and the docs skills.
Validation
Every command in Build and Test was run in a clean worktree on a 24-core Ubuntu 22.04 workstation (rustc 1.96.1), except where noted.
Reorganize the root agent guide around what a developer needs: the
repository map, the engine repositories Dynamo integrates with, the
skills index, and how to build and test efficiently.
- Add vLLM, SGLang, TensorRT-LLM, and TokenSpeed to the ecosystem table,
with the backend and sidecar paths for each.
- Regroup the skills index by task and refresh each summary from the
skill's frontmatter.
- Add published nightly images, wheels, and Helm chart, a local-dev
container loop, and Rust and pytest practices that keep builds and
test runs short.
- Replace the PR conventions and docs rules with pointers to the
pr-checklist skill, CONTRIBUTING.md, and the docs skills.
- Move the optimization-loop harness and issue-reporting guidance into
agent-docs/guides/optimization/optimize-loop.md, and update the
synthesize-user-workload reference to it.

The root agent guide now provides a repository map, categorized skill references, and expanded build, test, lint, and pull-request instructions. The optimization guide adds procedures for long-running runs and skill-pack issue reports. A workload skill now links to that guide.

Summary
Repository map and skill catalog AGENTS.md
The root guide adds a repository map and ecosystem table, lists TokenSpeed, and reorganizes skill references by task.
Build, test, and pull-request guidance AGENTS.md
The guide adds Python, container, and Rust build guidance; targeted test and lint commands; and references to pr-checklist and CONTRIBUTING.md.
Long-running runs and issue reporting agent-docs/guides/optimization/optimize-loop.md, .agents/skills/synthesize-user-workload/SKILL.md
The optimization guide describes harness-aware polling, goal-mode use, unattended-run constraints, and skill-pack issue reporting. The workload skill links its long-running-run handoff to the guide.
Test guidance can lead CPU-only contributors into GPU-dependent or model-downloading tests. Correct the selections and pytest examples; these documentation issues are bounded and do not block a merge if the owner accepts a follow-up.

Full details: Out of Scope Changes check
Explanation
All changes fall within the PR's stated docs-focus objective. The root AGENTS.md rewrite adds ecosystem entries (including TokenSpeed), regroups the skills index, adds a Build and Test section, and replaces PR, docs, and agent-file rules with pointers. The optimize-loop.md diff adds the "Long-Running Runs And Harness Compatibility" and "Improving These Instructions" sections, which the PR description says were moved from the root guide. The diff shows only additions in optimize-loop.md (+52/-0). The synthesize-user-workload SKILL.md change updates one reference to the moved guidance. No unrelated source or logic changes were observed in the reviewed files. The verbatim-move claim was not compared line by line against the base AGENTS.md, but this does not affect the scope verdict.

Full details: Linked Issues check
Explanation
Issue #16469 is open and directly linked, so its acceptance criteria apply to this PR. The PR objectives call it background only because it says "Implemented by PR #13439." That text does not change the issue state. A reference to another PR is not evidence of code in this PR. Unmet criteria at head: (1) The root guide does not point to tier guides. The head AGENTS.md has no links to Rust workspace, runtime, Python, or Kubernetes guides, and it has no component-guide section. (2) No tier guides are added. The changed files are AGENTS.md, agent-docs/guides/optimization/optimize-loop.md, and .agents/skills/synthesize-user-workload/SKILL.md. The agent-docs tree at head holds no tier guides. (3) No CLAUDE.md import siblings or ownership routing are added for tier guides. (4) The guide-level criteria (source layout, local conventions) cannot be met because no guides exist. The PR description states that #13439 owns this work. That is a deferral, not a fulfilment at this head.
Resolution
Add tier-specific AGENTS.md guides for the Rust workspace, runtime crate, Python components, and Kubernetes deployment. Each guide must describe its source layout, local development conventions, and links to canonical architecture docs. Add the required CLAUDE.md sibling for each guide per repository policy. Add ownership routing for each tier. Link each guide from the root AGENTS.md. Alternatively, if #13439 is to satisfy #16469, record that decision on the issue and link #13439 as the implementing change. Compliance for this PR is still not established until that work is present at the reviewed head.

- Around line 230-243: Update the Python test command examples in the test
guidance section to invoke pytest through `python3 -m pytest` instead of bare
`pytest`, including collection, marker-based, targeted, and end-to-end examples;
leave the commands’ arguments unchanged.
- Around line 233-235: Update both pytest commands in the “No GPU” section to
include the gpu_0 marker in their selection expressions, limiting the unit and
integration runs to tests marked for GPU 0.
- Line 234: Update the section label above the `pytest -m "integration and
pre_merge"` command so it describes the broader integration selection, not just
tests against dynamo.mocker workers. Note that the unified canary starts NATS
and etcd on dynamic ports and downloads Qwen/Qwen3-0.6B unless `--models-dir` is
set; it requires `huggingface_hub` and may fail if the download or server
startup fails.

Previously reported defects still present:
Original discussion: The Python examples still use bare pytest, although the repository's pytest contract requires python3 -m pytest; in the documented venv workflow, the system pytest can run outside the venv and fail to import venv-installed packages such as dynamo.
Original discussion: The commands labeled “No GPU” still select every unit and pre_merge or integration and pre_merge test without requiring the gpu_0 hardware marker, so they can collect tests that start a real engine and require CUDA. Add and gpu_0 to both selectors.
Original discussion: The integration command is still described as mocker-only, but its selection includes the unified canary, which starts NATS and etcd and downloads Qwen/Qwen3-0.6B unless --models-dir is supplied. Document those prerequisites so users do not treat the command as a hermetic mock-only run.

- Replace the overview with a pointer to README.md and drop the engine
paths that repeat the repository map.
- Re-measure the Rust cost table on a clean worktree.
- Add the setup needs found by running the commands: protoc 3.15+,
Python 3.11+, and CI's maturin features for the router tests.
- Run Python tests by file or test ID with python3 -m pytest instead of
marker sweeps, and note the etcd, NATS, and model prerequisites.
- Fix the wheel and EFA image rows.

… lint sections
- Ecosystem: one sentence of links instead of a table of product descriptions.
- Repository map: drop file lists that ls shows and that go stale.
- Prerequisites: state the versions without the Ubuntu explanation.
- Python tests: drop the marker details that tests/README.md and .ai/pytest-guidelines.md
cover, and the --collect-only example.
- Lint: pre-commit install once, hooks run on commit.
- Shorten the opening, the Rust intro, and the macOS note.

#17495 reduced the root AGENTS.md to development guidance and moved
PR and docs rules out of it. The metrics guidelines in #17516 already
require updating the Metrics Catalog in the same pull request (rule
D1), so this pull request now changes only the catalog.
