docs(review): add a metrics review prompt and apply it in CodeRabbit and pr-checklist - #17517
Follows #17516 (merged), which added the metrics guidelines in .ai/metrics-guidelines.md.
Overview
The review tools that run on Dynamo pull requests do not check new metrics, log events, or spans against the metrics guidelines, so names with _ms units, request-ID labels, and undocumented metrics still merge. This PR adds a metrics review prompt, a concrete checklist plus a contract for what each finding must contain, and applies it from CodeRabbit and the pr-checklist skill.
Key Changes
Core logic: 0 lines. The PR changes review instructions, their configuration, and one Rust doc comment.
.github/review-prompts/metrics.md (new): how to find the telemetry a change adds or modifies in Rust, Python, Go, docs, logs, and spans; a per-metric table (exported name as the API builds it, declared labels, series count, registration and update sites, catalog entry, stability); 16 checks, each citing the guideline rule it enforces; what not to report (pre-existing violations, engine pass-through metrics, runtime-injected labels, recorded exceptions); and the output contract. Each finding gives the location, the rule IDs, the problem, the concrete consequence, and the exact correction. Questions that only the author can answer, such as a metric's reader, go in a separate block.
.coderabbit.yaml: one path instruction for Rust, Python, and Go files, and one for the metrics reference pages. Both point at the guideline and the prompt. Explicit files/applyTo mappings make both documents apply to Rust, Python, Go, and the observability reference pages in CodeRabbit's code guidelines. Metrics are created in files whose names do not mention metrics, such as lib/runtime/src/system_health.rs, so the glob is broad and the instruction is conditional, like the existing Linear-reference rule.
pr-checklist: a Metrics, logs, and traces entry in the area review guidance, and a Metrics paragraph in the pull request contents section. Since docs(agents): focus the root AGENTS.md on Dynamo development #17495, the root AGENTS.md sends reviewers to pr-checklist rather than to individual review prompts, so this PR no longer edits it.
Review prompts README: a section for the metrics prompt. areas.yaml and the regenerated CODEOWNERS make ops and observability the codeowners of the prompt.
Fresh agents received only the prompt and the guideline and reviewed ten changes. Five are synthetic: another agent wrote realistic commits on main with planted violations (s1 to s4) or a behavior-preserving refactor (s5). Five are merged PRs, checked out at their merge commit: four introduced metrics that the guidelines now list as breaking the rules, and #17067 is a control. A grader verified each finding against the code. For the synthetic cases, a second set of agents reviewed the same commits with the review guidance that exists today (the frontend and runtime prompts, .ai/python-guidelines.md, and the nearest AGENTS.md).
Case
Defects in the change
This prompt
Existing guidance
s1: Rust counter dynamo_frontend_prefill_wait_ms{model, request_id}, registered on first use
_ms unit, no _total, request-ID label, first-use registration, no catalog entry, Python mirror not regenerated
6/6
4/5; missed first-use registration; catalog finding gave no entry
s2: Python histogram dynamo_component_tenant_ttft{tenant, model} with 25 buckets
No unit, tenant label from the request, model label from the request, 25 buckets and two labels, no catalog entry, one serving path never updates it
6/6
1/5
s3: rename of dynamo_frontend_output_tokens_total, plus one more per-model configuration gauge
Stable rename without deprecation, static configuration as its own gauge instead of *_info, Python mirror not regenerated
3/3
1/2; missed the *_info rule
s4: request-path logging
Request ID formatted into a Rust message, bare tokio::spawn without the span, Python extra= fields
3/3
3/3
s5: refactor of the detokenize metric updates (control)
With this prompt, every defect was reported with an exact correction (26 of 26), and no finding was false. The existing guidance was graded against the planted defects as first specified, so its s1 and s3 counts exclude the mirror check.
The first run of this evaluation, on an earlier draft, found one false positive (a help-text finding on #17067 about publication timing) and showed that the replays had to argue against the existing-names exemption. The prompt now limits N6 to the measured quantity, treats a metric that a change first exports as new, and adds rule R3 (in #17516). The table above is the rerun on the fixed text. After the rerun, three reporting clarifications were added and not re-measured: one finding per fact, findings ordered by how hard they are to change after release, and D2 raised as a question. The guideline's list of existing names that break the rules was later removed, so the out-of-scope rule now covers unchanged lines only. The checks for both series numbers and for labels that grow with the fleet (steps 8 and 14) follow the A6 and L5 changes in #17516 and were also not re-measured.
Checks. The explicit CodeRabbit scope mappings pass validation against CodeRabbit's published JSON schema, and pre-commit passes for the configuration change. After merging main: pre-commit run on the changed files passes under Python 3.12, including validate-skills; build_codeowners.py --strict passes; and CODEOWNERS regenerated from areas.yaml matches the committed file. An earlier run found 0 broken links with detect_broken_links.py; not rerun.
Choices for reviewers
Review bot. The README says the review bot loads these prompts from main, and its integration lives outside this repository. Whether it picks up metrics.md depends on that configuration; this PR does not change it.
Findings, not style. The prompt calls a rule violation a contract defect so that reviewers do not drop naming and unit findings as style preferences.
Provenance. Unlike the frontend and runtime prompts, this one comes from a written policy, not from review history. The README says so, and the guideline, not the prompt, owns the rules.
After docs(observability): list every Dynamo metric in the Metrics Catalog #17460 merged, steps 18 and 19 read stability from the catalog's Status column, and step 18 decides it at the base revision so that a removed entry still counts. Step 18 also follows S3's patch-release restriction for deprecated metrics, without treating every release/* branch as a patch release. Not re-measured.
Follow-up: confirm with the review bot's owners that it loads metrics.md.
… traces
Add .ai/metrics-guidelines.md, the canonical rules an agent or contributor
follows when adding or changing a metric, a log event, or a trace span:
choosing between them, the questions a new metric must answer in the pull
request, naming, labels, registration, stability and deprecation, catalog
documentation, and where each piece lives in Rust, Python, and Go. Each rule
has an ID so reviews can cite it.
Point agents at it from the root AGENTS.md, and align the two in-repo sources
that taught the opposite: the naming conventions in prometheus_names.rs
(_ms, _percent, _per_second) and the Metrics Developer Guide's labeled-counter
example (requests_by_model). Route the guideline to the observability
codeowners as well as process.

…and pr-checklist
Add .github/review-prompts/metrics.md, which tells a review agent how to find
the metrics, log events, and trace spans a change adds or modifies, build a
per-metric table (exported name, type, declared labels, series count,
registration and update sites, catalog entry, stability), and check each one
against .ai/metrics-guidelines.md, citing the rule IDs. It defines what a
finding must contain (location, rule, problem, consequence, exact correction),
keeps author-only questions (reader, series count) apart from defects, and
excludes pre-existing violations, engine pass-through metrics, and
runtime-injected labels.
Apply it from every review surface: a CodeRabbit path instruction for Rust,
Python, and Go files and for the metrics reference pages, with the prompt
added to CodeRabbit's code guidelines; the pr-checklist area guidance and PR
description section; the root AGENTS.md review pointer; and the review
prompts README. Route the prompt to the ops and observability codeowners.

…ith the fleet
A6 now asks for two numbers per process, each as a formula and as a number
at a stated scale: label combinations (the product of the declared labels'
value counts, counting every value a process sees over its life) and series
(combinations times 1 for a counter or gauge, buckets + 3 for a histogram,
buckets + 4 in Python). A metric that can reach more than 100 label
combinations in one process needs a justification in the pull request.
L5 now disallows any label whose values grow with the number of workers,
such as worker_id or dp_rank on a frontend, router, or planner metric; a
per-worker value belongs in the worker's own metrics.

Adds a review prompt for metrics, logs, and traces. Configures review instructions to apply that prompt and the metrics guidelines to relevant changes.
Repository guidance and ownership AGENTS.md, CODEOWNERS, .github/codeowners/areas.yaml
Adds contributor instructions for the metrics guidelines and review prompt, lists the guidelines in the repository map, and assigns shared ownership for both resources.
This PR adds metrics guidance and a review prompt, and does not change runtime behavior. Some rules need tightening before reviewers rely on them: operator metrics have no stability path, removed metrics have no source for their prior stability, and per-process series counts can come out too low. The PromQL example also needs range selectors. The risk is limited to inaccurate review guidance.

The doc-comment pointer to .ai/metrics-guidelines.md is the only Rust
change in this PR, and it makes the rust-tests job run; on this branch
that job ran out of runner disk four times in the benchmark-compile step
after every test passed. The same edit is already in ai-dynamo#17517, which
builds on this PR, so drop it here.

@jh-nv on your question about requiring PRs to declare new metrics: this is already covered.
.ai/metrics-guidelines.md asks the author to answer the questions in "Before you add a metric" in the pull request description, as one block per new metric (Metric, Reader, Labels, Series, Query?, Docs).
The review prompt in this PR, .github/review-prompts/metrics.md, rule A1-A6, checks the description for that block for each new metric and asks for it when it is missing.
The pr-checklist skill links to the same block under Metrics.

The scope of the CodeRabbit guidelines (the thread on .coderabbit.yaml:48) is fixed in a93a5f67. My reply in that thread has the checks.
What this review ran at this head, with controls.
.coderabbit.yaml is valid against the schema that its line 4 names. Broken copies of the file fail, as they must.
build_codeowners.py --strict passes for the full tree and with --changed-only. emit_codeowners.py writes the committed CODEOWNERS and CONTRIBUTORS.md byte for byte. Without the new glob, the metrics.md line goes away. A glob that matches no file fails --strict.
The 29 changed lines in prometheus_names.rs are all //! lines. gen-python-prometheus-names writes the committed prometheus_names.py. A /// edit on a module changes that output, and a //! edit does not.
detect_broken_links.py finds no broken link in the three changed Markdown files, and it finds a planted one. GitHub renders the anchor #before-you-add-a-metric.
pre-commit run --files on the seven changed files: 13 hooks pass, 27 skip, and none fail.
Each rule ID that the prompt cites exists in .ai/metrics-guidelines.md. A7 is the only rule that no step cites, and A7 points to D1 and D2, which steps 19 and 20 check.
I ran code for the facts in steps 5, 8 and 16, and each fact holds. The test an_explicit_prefix_names_the_metric_and_keeps_the_hierarchy_labels passes. With None buckets, a Rust histogram has the 11 edges from 0.005 to 10, and it exports buckets + 3 series per combination.
Go client_golang v1.23.2 joins Namespace and Name with _, and a histogram exports buckets + 3 series. Python prometheus_client 0.23.1 adds _total. It exports 2 series per counter combination and buckets + 4 per histogram combination.
The head merge of d3a0a408, redone with git merge-tree, gives the committed tree. A merge with main at 118f8cc201 has no conflict.
