Don't load all dat for index related API (#579) Added a mapping table to get the ``dat`` from the given solution index. In ``MasterSolutionLibrary`` ``` std::shared_ptr<MySolution> getSolutionByIndex(...) { // load the dat with the given index if the dat is not loaded <- added // cache the library <- added } std::shared_ptr<MySolution> getTopSolutions(...) { // check if library exists // check if cache has library if library is not initialized <- added } ``` [Fix] 1. Potential race condition [TODO] 1. Use ``std::call_once`` in ``PlaceHolderLibrary``
