What does this PR do?

Add lifecycle APIs for single-node standalone vLLM MP replicas: check_health() for engine liveness, snapshot() for KV-cache/scheduler observations, shutdown() for verified owned-process cleanup, and restart() for serving-engine replacement while retaining rollout workers and resources. Health checks work independently of optional metric logging. Applications retain control over traffic fencing, weight restoration and publication of replacement handles/HTTP addresses.

Provide a simple next_weight_sync recovery mode in CheckpointEngineManager, using the existing trainer export, topology, transport and full-weight loading pipeline. Native clients can also opt into bounded engine-failure replay: the ordinary client replays the interrupted turn; the fully async client can continue from its returned token/logprob prefix with the remaining token budget.

Checklist Before Starting

Related work: #7910 proposes worker/NCCL failover with standby actors and reverse VRAM weight recovery; #8117 observes partial generation attempts and backend stops; #6666 checks the initial trainer-to-vLLM weight sync. #7840 introduces a backend-neutral Runtime with lifecycle and endpoint contracts, including vLLM close(); these APIs will need alignment when that migration lands. This PR adds explicit serving-process lifecycle APIs to the current rollout/checkpoint-manager interfaces, retains checkpoint workers and their resource pool, and restores interrupted native client calls through normal full-weight synchronization and replay.

Test

Startup-failure recovery follow-up at f9a275ba: the CodeRabbit finding is valid. Record owned descendants when engine construction raises, retain a constructed engine before later initialization can fail, and allow cleanup with a missing engine only when the actual resolved executor is MP. Existing owned-process, actor and OS exit checks still gate replacement; surviving processes and unknown/non-MP executors still prevent restart. The complete server owner file passed 42 CPU cases, including six regressions that failed before the fix; all 14 pre-commit hooks passed on the two affected files. Independent source review passed. No GPU experiment was rerun.

ByteBell report follow-up at 9353e955: verified the linked report against the current source. Pending replacements keep their reject-request fence throughout synchronization. Post-sync replacement failures now raise ReplicaRecoveryError with the completed sync_metrics, weight version and every failed replica/error pair; healthy replicas still resume and failed replacements remain pending. A native shutdown exception no longer blocks replacement when owned-process exit verification succeeds; surviving processes still prevent replacement. Replica membership changes share the synchronization lock, recovery timeouts must be finite and positive, and backend/rank guards and recovery documentation are aligned. The class/instance wire-format, null-LoRA and duplicate-pending-restart claims do not establish defects in the supported initialized backends or the explicit retry API.

Final validation with Python 3.12.3 / public Ray 2.59.0 / vLLM 0.29.0: 103 CPU cases passed across the six owner files below; all 14 pre-commit hooks passed on the 12 affected files. Regression evidence includes failures before the fixes, both native client types under enabled EngineDeadError and actor death, and real serialized Ray ActorHandles through router RPCs. Independent CPU probes preserve exception serialization and cancellation behavior. The GPU precondition remains effective with python -O. No GPU experiment was rerun, so the earlier GPU qualifications remain bound to their recorded revisions.

AI review follow-up at 03fd616: all four findings were verified against the source. The normal-replica pause issue was already fixed; custom-router replay identity checks, zombie process detection and independent resumption of pending replacements are now covered by focused regressions. The affected owner files passed 51 CPU cases (21 router, 27 server/gate/cleanup, 3 checkpoint-manager) with public Ray 2.59 / vLLM 0.29. All 14 pre-commit hooks passed on affected files. No GPU experiment was rerun.

Recovery control-flow simplification: the five focused files below passed 55 CPU cases with Python 3.12 / vLLM 0.29 / public Ray 2.59. The two checkpoint-manager cases were rerun after preserving the ordinary manager resume hook; both passed, including healthy-replica resumption when a replacement health check fails. All 14 pre-commit hooks passed on affected files. An additional default-path probe verified that an ordinary empty pool still raises while only_hybrid still waits for publication. No GPU experiment was rerun for this refactor; the A100 qualification below remains bound to 64ce33c.

CPU CI dependency fix at 633b4d0: the replay test now uses the same pytest.importorskip("vllm") guard as the existing vLLM CPU tests. It skips during collection when vLLM is absent; .github/workflows/vllm.yml continues to run it with the backend installed. Local verification: absent-vLLM collection 1 module skipped, no collection error; with vLLM 0.29 / public Ray 2.59, all 5 replay cases passed. All 14 pre-commit hooks passed for the changed file. The complete generic CPU suite is left to CI.

The lifecycle APIs were validated in a maintainer-reported end-to-end experiment with 32 rollout GPUs, including injected engine failure and recovery. This API integration evidence is separate from the source-bound standalone example and request-replay qualification below.

At 64ce33c, five focused owner files passed 53 CPU cases in each environment, with Python 3.12 / vLLM 0.29 and Ray 2.46.0.18 or public Ray 2.59.0. All 14 pre-commit hooks passed. There are three new test functions covering surviving-server progress, pending client replay with conditional routing, and errors outside enabled engine replay; existing gate, weight-recovery, token-budget and routing-record tests were rerun.

The exact public example at 64ce33c passed on actual A100-SXM4-80GB GPUs, with Python 3.12 / Ray 2.46.0.18 / Torch 2.13.0+cu130 / vLLM 0.29 / CuPy 14.0.1. It allocated four GPUs and used three: one HF/AdamW trainer GPU and one standalone MP TP2 rollout replica. After one finite, nonzero AdamW update and normal synchronization to version 1, it injected an owned EngineCore SIGKILL while two native client requests were unfinished and actively generating:

  • The ordinary client discarded its interrupted three-token prefix and replayed the full 64-token turn.
  • The fully async client preserved four tokens and their original logprobs, then generated the remaining 60 tokens.
  • Both original calls completed with 64 tokens and finite logprobs, matched an uninterrupted greedy reference, and retained weight version range 1–1. Both MP ranks' restored parameter fingerprints matched their pre-fault fingerprints exactly.
  • Recovery retained the checkpoint receivers/resource pool, rebound their server adapters, restored weights through normal update_weights(1), and published the replacement route. Owned cleanup succeeded, the final GPU process inventory was empty, and the workload exited 0. Independent persisted-artifact audit: 30/30 PASS.

Fault to completed requests took 93.95 seconds; the complete example took 293.47 seconds, including startup, initialization, recovery and cleanup. These are wall times for a small synthetic single-replica case, not full PPO/training, model-quality, multi-node or multi-replica acceptance. Progress retention was exercised with a surviving server actor after EngineCore death; whole-server actor death is covered by CPU replay tests and cannot recover an unreturned server-local prefix. Earlier lifecycle qualifications remain tied to their tested revisions: A100 at 1f47064 and the public standalone example on A800 at 6449ec3.

A self-contained fault-tolerance example creates a seeded tiny Qwen2 model locally, injects failure during two native client calls, verifies restoration/replay, and releases its owned resources. It requires three free local CUDA GPUs and no private packages, platform, model download or dataset:

uv run --extra vllm --extra cupy-cu130 \
  python examples/fault_tolerance/restart_vllm_replica.py

API and Usage Example

Applications with their own weight lifecycle can use the replica APIs directly. owner.reload_weights() below is an application-provided callback, not a verl API; it must restore weights and resume generation before publication:

old_address, old_handle = replica.server_address, replica.server_handle
await load_balancer.remove_server_if_current.remote(old_address, old_handle)
await replica.restart()
await owner.reload_weights(replica)
await replica.server_handle.check_health.remote()
await load_balancer.add_servers.remote({
    replica.server_address: replica.server_handle,
})

For next_weight_sync, with the replica registered in the checkpoint manager, opt native clients into replay and let the recovery owner run these calls at a trainer-safe GPU/optimizer boundary:

from verl.workers.rollout.llm_server import FullyAsyncLLMServerClient

client = server_manager.get_client(
    client_cls=FullyAsyncLLMServerClient,
    engine_recovery_timeout=300, max_engine_retries=3,
)
# Omit client_cls to use full-turn replay with the ordinary client.

old_address, old_handle = replica.server_address, replica.server_handle
await load_balancer.remove_server_if_current.remote(old_address, old_handle)
await checkpoint_manager.restart_replica(replica)
await checkpoint_manager.update_weights(current_version)
await load_balancer.add_servers.remote({
    replica.server_address: replica.server_handle,
})

Restart prepares a paused replacement and rebinds retained weight receivers; the normal versioned full synchronization and health checks must succeed before routing is published. For synchronous rollout, restore the same committed policy version. If the trainer is waiting for the interrupted rollout, invoke the normal synchronization at that safe boundary rather than waiting for another optimizer update. Recovery introduces no CPU weight cache, extra transfer channel, automatic fault detector or additional optimizer update. Colocated restart, PD, delta-only synchronization, unmerged LoRA and multi-node recovery are unsupported. replica.restart(timeout=60) bounds old-server cleanup, not replacement initialization or weight synchronization.

Design & Code Changes

  • Separate lightweight engine liveness from scheduler/KV observations, so recovery works with metric logging disabled.
  • Record engine-owned process identities, exclude pre-existing children and retain orphan identities. Native shutdown and bounded fallback cleanup precede replacement; verify old Ray actor/HTTP-listener exit and exact PID/creation-time exit while retaining allocated workers and the resource pool.
  • Rebind existing ServerAdapter handles and reuse the normal full-group weight synchronization. Serialize restart with synchronization; the lifecycle owner also controls trainer GPU/optimizer scheduling and routing publication. After synchronization completes, normal replicas resume before pending replacement checks. Each pending replacement independently checks health and resumes; only successful replacements leave pending, and failures propagate after the other replacements finish.
  • Share one empty-pool wait loop between engine recovery and only_hybrid, and reuse the existing partial-rollout policy for normal aborts and engine failures. Make client replay opt-in, with a timeout and per-generation failure limit. Remove only the matching failed actor handle; late failure/release messages cannot remove or decrement a same-address replacement. Unknown errors and cancellation propagate.
  • On EngineCore failure, a surviving server actor returns its latest cumulative output marked engine_failed. Fully async continuation preserves available tokens, original logprobs, routing records and version ranges, then prefills prompt plus prefix to rebuild KV. It does not migrate KV or sampling RNG. If required logprobs/routing records are missing, replay that attempt without its prefix. If the server actor dies, only segments already returned to the client survive.

Related vLLM cleanup work: #55846 addresses parent-death cleanup and #59984 addresses process-tree cleanup races. The legacy helper's explicit TODO requires validating native shutdown of every owned process after core failure before delegating to native cleanup or removing the fallback; Ray actor/HTTP-listener exit confirmation remains necessary.

Related readiness work: vLLM #60505 adds generation readiness checks. Readiness can complement liveness when detecting stalled engines, but does not replay requests or replace shutdown cleanup. A future direct AsyncLLM readiness adapter must distinguish deliberate pause/sleep during weight synchronization; this PR does not implement that adapter or require the readiness PR to land.

Checklist Before Submitting

  • Read the Contribute Guide.
  • Apply full pre-commit checks: all 14 hooks passed at 64ce33c.
  • Add / Update documentation (docs/advance/agent_loop.rst and the public example README).
  • Add tests to existing vLLM CI coverage.
  • Request external GPU CI in the project's CI channel.

Priority: ⚪ Not assessed

Merge Risk: ⚪ Minimal · up to f9a27

The change adds opt-in replica restart and bounded replay for standalone vLLM. No actionable merge-blocking issue was identified in the supplied review context, and the GPU tests were not rerun for the latest revisions.

Security architecture risk: 🟡 Moderate · up to f9a27

Recovery has strong process-identity and replacement-handle controls. However, interruption after terminating the old server can strand recovery on a dead handle, requiring manual intervention. Deployment-level access controls and traffic fencing also remain important assumptions.

Retained concerns

  • Medium · reliability · inferred: If restart times out or is interrupted after ray.kill and the old actor subsequently dies, the replica retains that actor's handle without retaining a resumable teardown phase and process identity. A repeated restart invokes shutdown on the dead actor before it can verify exit or launch a replacement. Checkpoint-manager recovery also leaves this replica pending and registered, so a subsequent full-group synchronization can fail against the stranded participant unless the owner repairs or removes it. Refusing replacement before verified exit is correct; the concern is the missing recovery transition after destructive teardown has already occurred.
Security review details

Security Blast Radius

  • inferred — The new destructive lifecycle authority operates on a supported server actor and its recorded engine descendants. The inspected path requires possession of a Ray actor handle; deployment policy determining who can obtain that capability is unavailable. Weight-recovery failures can affect the manager's shared synchronization group, beyond the single restarted engine.

Trust Boundaries and Controls

  • observed — Native clients classify Ray actor death or vLLM EngineDeadError as replay-eligible failures. Route removal and late release carry the acquired actor handle, and the built-in router checks it against the currently registered handle before mutating state. This prevents stale requests from removing or decrementing a replacement actor.

Resilience and Maintainability Implications

  • observed — Replay is opt-in, uses a per-generation failure count and recovery deadline, and releases acquired routing capacity in a finally block. These controls limit repeated recovery attempts, but clients neither repair replicas nor publish replacement routes; those responsibilities remain with the lifecycle owner.

Hardening Proposals

  • proposed — Represent destructive restart phases explicitly and retain the old process identity across interruption. Permit retries to resume exit verification without calling a dead actor, while continuing to refuse replacement until exit is proven. Keep incomplete teardown participants out of ordinary synchronization until reconciliation or explicit removal.

🟠 Major · Fence replicas whose restart fails before replacement creation. · base.py:459-472

verl/checkpoint_engine/base.py:459-472
🩺 Stability & Availability | 🟠 Major | 🏗️ Heavy lift

Fence replicas whose restart fails before replacement creation.

restart_replica adds the replica to _pending_restarts before await replica.restart(...). If replacement creation fails, the replica remains pending without a usable server. The next weight sync executes await replica.server_handle.check_health.remote(), which can fail and leave the entry pending. Later weight syncs can therefore fail repeatedly.

Keep the replica fenced, but track this failed-restart state and exclude it from replacement health and resume calls until a replacement server exists. Do not remove it from _pending_restarts unless the sync path also prevents resume_generation() on the failed replica.

Keep pending replacements rejecting requests during synchronization. Distinguish completed weight transfer from replacement recovery failures and retain every failure with the sync metrics and version. Serialize replica membership changes with restart and weight synchronization.

Allow replacement after a native shutdown error only when every recorded owned engine process has exited. Retain all actor and process exit checks, reject unsupported executors before RPC, and enforce server rank ownership for health checks and handle rebinding.

Require finite positive engine recovery timeouts and clarify supported failure classification and late-release identity checks. Exercise enabled engine and actor failure replay for both client types and verify real serialized actor handles across router RPCs.

verl/workers/rollout/vllm_rollout/vllm_async_server.py:565-566
🩺 Stability & Availability | 🟠 Major | ⚡ Quick win

Clean up descendants when engine construction fails.

launch_servers() stores the actor before awaiting server.launch_server.remote(...). If AsyncLLM.from_vllm_config() raises after creating MP children, run_server() never assigns self.engine. restart() still accepts the stored actor, but shutdown() dereferences self.engine before _LegacyMPEngineCleanup.shutdown() can record or terminate the children. The shutdown RPC fails, and _stop_server_actor() never reaches ray.kill().

Update the shutdown path using _engine_cleanup so cleanup still records and
terminates child processes when engine construction fails and self.engine was
never assigned. In shutdown, safely handle a missing engine, skip engine
shutdown and executor-backend checks when it is absent, and still run
_engine_cleanup.shutdown so the stored actor can be killed.

Record descendants even when AsyncLLM construction fails, and retain a returned engine before subsequent initialization can fail. Allow verified MP cleanup without an engine object while preserving actual executor checks, owned-process exit verification and actor replacement ordering.
