Adds a versioned runtime extension contract for external consumers. VeRL provides capability validation, ordered runtime events, lifecycle safe points, and closeable registrations. Self-healing is the first intended consumer; diagnostics, adaptive resource management, validation, and orchestration can use the same extension point.
The v1 PPO trainer exposes register_runtime_extension() and reaches extensions at before_fit, step_boundary, terminal_failure, and after_fit. Sample-wait coordination is emitted from the actual replay-buffer polling loops, covering both synchronous ReplayBuffer.sample() and asynchronous ReplayBufferAsync.wait_for_sampleable().
When no extension is registered, fit() delegates directly to the original implementation. The trainer does not create lifecycle events or traverse safe points, and the replay-buffer observer returns before allocating wait state.
Read CONTRIBUTING.md, the PR template, and AGENTS.md.
Test
scripts/generate_trainer_config.sh — passed in a Python 3.12 uv environment with hydra-core.
pre-commit run --files ... for all changed Python, test, and documentation files — Ruff, Ruff format, mypy, documentation, license, API-usage, test-structure, naming, and compile checks passed. The config-generation hook was run separately with the required environment.
Standalone registry smoke test — registration, ordered event delivery, safe-point invocation, idempotent close, and unsubscribe behavior passed.
Added CPU tests for direct no-extension fit() delegation, preservation of the original exception object, sync sample-wait progress, async sample-wait progress, duplicate registration, version/capability validation, and restart decisions.
The local environment does not contain the repository-specific transfer_queue package, so the complete pytest files await CI execution.
verl.trainer.runtime_extension defines the public protocol, API version, capabilities, immutable events and contexts, safe points, event bus, registry, and closeable registration.
PPOTrainer owns one registry and exposes register_runtime_extension().
The trainer publishes initialization, fit, failure, and step lifecycle events only when a consumer is registered.
Built-in replay buffers report SampleWaitState after every unsuccessful poll. The state includes trainer mode, step, partition, required/available samples, pending/running groups, elapsed time, poll interval, and poll count. Consumers apply their own timeout policy.
The design document describes the follow-up transactional rollout and checkpoint membership-controller capabilities. Those controllers are outside this PR.

Summary
Summary by CodeRabbit
New Features
Added a versioned runtime extension API for registering trainer extensions, receiving lifecycle and sample-wait updates, and responding at training safe points. Extensions can request a restart at a step boundary.
Added optional sample-wait progress notifications, including counts and elapsed time, for synchronous sampling and asynchronous waits.
Documentation
Added a proposal describing runtime extension capabilities, validation, recovery boundaries, and acceptance criteria.
This change adds a versioned runtime-extension API and connects it to PPO trainer lifecycle events, safe points, and replay-buffer sample-wait notifications. It also adds CPU tests and a proposal document covering the API, its constraints, and deferred membership-controller interfaces.

Protect the original training error from extension failures in the cleanup path.
Extension callbacks run without isolation in the except and finally blocks.
If publish("trainer.fit.failed") or reach(TERMINAL_FAILURE) raises, the original training error is lost. The new exception replaces it. The original stays only as __context__.
The same happens in finally when reach(AFTER_FIT) or publish(...) raises. A RESTART_REQUIRED decision at AFTER_FIT or TERMINAL_FAILURE raises RuntimeExtensionRestartRequired. It also replaces the real failure.
A faulty observer then hides the cause of a failed run.
When an exception is already in flight, catch Exception around the extension calls. Log it and re-raise the original error. Keep normal propagation for the success path, so a failing AFTER_FIT stays visible.
Apply the same guard to the finally block. Use a failed flag set in the except block to decide whether to log or propagate.

Store the validated capability set at registration. Do not re-read required_capabilities in reach().
RuntimeExtension.required_capabilities is typed as Iterable[RuntimeCapability]. register() reads it once into required. reach() reads it again on every safe point.
If an extension supplies a one-shot iterable, such as a generator or iterator, the second read is empty. reach() then silently skips on_safe_point. A mutable list that changes after registration has the same effect: it bypasses the capability check done at registration.
Store (extension, required) in _extensions at registration. Use the stored set in both reach() and the event-subscription check.

Use a unique registration identity in _unregister.
RuntimeExtensionRegistry.close() removes the name but leaves existing handles open. register() can then accept the same extension object under that name. Therefore, a check such as stored_extension is self._extension still matches the newer registration, and the stale handle can remove it.
Store a unique token for each registration and require the token to match before removing the extension and its subscription.
