Part 11 of the package/scope knowledge completion stack.
Move watcher graph construction, hash baselines, change ownership, and active toolchain watch specs onto authoritative scopes. Pure Cargo and mixed repositories use optional-root construction consistent with
turbo run, while rediscovery remains conservative against concurrent edits.Testing Instructions
