Summary

Add futureFlags.githubActionsRemoteBaseRefFallback to resolve GitHub Actions-inferred base branches through origin/<branch> when local refs are unavailable.
Preserve explicit-ref, local-ref, and non-GitHub default-branch behavior.
Add behavior, configuration, schema, type, and documentation coverage.

Fixes #9320.
