This PR adds Sort Mode functionality to the Block List property editor, mirroring the implementation from PR #20869 for Block Grid. The feature allows users to toggle into a special sorting mode where block entries are rendered as simple references with jiggling icons, and the action bar is hidden to focus on reordering.

- Added sort mode context consumption and state management to the block list manager and entry contexts
- Implemented conditional rendering to show the sort mode toolbar and simplified block views when sort mode is active

Description
Following on from #20869, added the Sort mode property-action feature to the Block List property-editor.
How to test?
The same as testing out the Block Grid sort mode (in PR #20869). Check that the Block List has a "Sort mode" property-action button, and toggle it on & off, try out the sorting feature.
