This PR refactors a button component to use the proper attribute-based pattern for accessibility. The button in the news card component is changed from rendering text content between opening and closing tags to using the label attribute, which improves accessibility and follows the established pattern used throughout the codebase.

The uui-button was missing the label attribute inside the umb-news-card element
Also removed the uui-button text since it is not needed when a label attribute is present.
