Applied in fb83c9f rather than merged: this conflicted with the runner bump that landed first, so it never got a run of its own to point at.

Both versions are the ones proposed — Microsoft.NET.Test.Sdk 18.8.1 across the seven test projects and Microsoft.Data.Sqlite 9.0.19 — and neither is pinned per target framework, which is what made them yours to offer. A major of the test SDK risks discovery rather than behaviour, so the check was the count: 307, 64, 52, 39, 32, 25 and 11, unchanged on all three target frameworks.
