Add precommit workflow, CI configurations and rolling builds.

• adding pre-commit workflow from the demos repository.
• adding rolling build in the CI because of the recent issues (maybe should be removed according to Remove empty argument on INSTANTIATE_TEST_CASE_P for Rolling #390) - OSX build on CI is more important
• ros-tooling CI setup is now using actions version 0.2 (see Bump action-ros-ci to v0.2 ros2_controllers#165)
