Summary
Migrates the upstream op-reth's flashblocks rpc crate on the latest main branch (https://github.com/ethereum-optimism/optimism/tree/develop/rust/op-reth) into xlayer-reth repository.
Purpose for the migration is for finer grain control and makeover of the xlayer flashblock rpc layer design to revamp the flashblocks RPC layer to the previous RTA cache design. Note that this PR just migrates the initial code over first without any implementation used on the xlayer-reth binary to prevent any breaking change - we still use the upstream optimism's op-reth flashblocks rpc implementation. Subsequent PRs will iterate and revamp the entire flashblocks RPC layer.
