ci(nightly-next): read branch refs with git ls-remote so an exhausted API budget never stalls the tick - #35062
Continue nightly notarization 41790985234 failed at preflight "Verify source run and recovery artifacts" on its first read: HTTP 403 API rate limit exceeded for installation.
The fix:
Branch refs come from git ls-remote https://github.com/OWNER/REPO refs/heads/X. The repository is public, so that needs no token and spends no REST budget. The refs API stays as the fallback when ls-remote fails. This covers every place the tick and its promotion path read a ref through git/ref:
scripts/ci/nightly_next_rolling.py: nightly-next's head (main passes watch.ls_remote_sha). With the head readable, a later failed read promotes, as the rule already said, and the promotion request step waits through the limit.
scripts/ci/nightly_next_stuck_run.py: Api.tip() (the unstick job).
scripts/ci/nightly_next_feed_watch.py: GitHub.ref_sha() (the feed watch's backstop, which the rolling rule falls back on). The shared helper ls_remote_sha lives here.
request-nightly-next.sh already used git ls-remote.
Notarization preflight: a nightly-next source run, which this workflow always turns away, now exits ready=false before any API read. The remaining reads go through scripts/ci/gh_budget_wait.sh (sparse checkout of main), which waits for the budget's reset and retries instead of failing on the first try. The new timeout-minutes: 75 bounds that wait.
No permissions, secrets or runner changes.
Tests: tests/test_nightly_next_rolling.py drops the old "no ls-remote" assertion and adds tests for: the head coming from ls-remote with no refs API read, a rate-limited refs API still deciding, and a failed ls-remote falling back to the API. tests/test_nightly_next_stuck_run.py adds the same for Api.tip(). Fleet run 41793287292: rolling 34 OK, feed watch 94 OK, stuck run 27 OK; run 41792729886: gh_budget_wait, runner set, off-Blacksmith, overflow switch and signing keychain tests OK.
Once this lands, one nightly-next tick is dispatched so a nightly carrying 9bb5404 builds.
Stops the nightly-next tick from stalling when the repository's installation API budget runs out: branch refs are now read with git ls-remote, which needs no token and spends no REST budget, instead of the refs API.
nightly-next's head comes from git ls-remote in the rolling rule, stuck-run rescue, and feed watch, with the refs API as fallback when it fails.
The notarization workflow's preflight turns away nightly-next source runs before any API read and waits through rate limits with gh_budget_wait.sh, bounded by a new 75-minute timeout.
The notarization tests now select the preflight's check step by id instead of position to match the new steps.
Written for commit a6f116f. Summary will update on new commits.
Summary by CodeRabbit
Chores
Nightly build checks can read branch revisions directly and fall back to the GitHub API when needed.
Preflight checks now handle nightly-next source verification without querying the source run through the API.
The preflight job has a 75-minute timeout.
Tests
Added coverage for direct revision lookups, API fallback behavior, and nightly verification setup.
… API budget never stalls the tick
Ticks 41791114042 and 41791169626 promoted nothing because the rolling rule's
refs API read of nightly-next was refused (installation rate limit), and the
notarization preflight 41790985234 failed on its first read. nightly-next's
head now comes from git ls-remote of the public repo (no token, no REST
budget) in the rolling rule, the stuck-run rescue and the feed watch, with the
refs API as fallback. The preflight turns nightly-next sources away before any
read and waits through rate limits with gh_budget_wait.sh, bounded at 75 min.

Written by scripts/ci/classify_failures.py (ci-failure-attribution.yml); signatures are its SIGNATURES table. A machine verdict is the runner's fault, not this PR's; yours means the failing file is one this PR changes, also red on main that main's latest full suite fails the same way, seen on other PRs that it failed on another pull request's run lately.
CI fast guards passes on a6f116f71f (run). This covers only the fast guards, not CI: CI's result is ci-status.
Merge receipt for a6f116f71f: every check was green at merge (10 verified; 18 skipped by policy). Full suite runs on main after merge.
[P1] [blocking] [category:tests] [finding:F1] [outcome:pending] auto-resume-nightly-notarization.yml:67 — Prepending checkout breaks two existing CI suites. test_nightly_resume_tracks.py:27 and test_nightly_notarization_poll_loop.py:51 read preflight.steps[0]["run"], which now raises KeyError: 'run'. Both suites pass against the reconstructed base workflow and fail on this head; both run in the release-notary CI group. Update them to select the step by id: check.
No actionable comments were generated in the recent review.
Walkthrough
Nightly-next head reads now try git ls-remote before the refs API, with fallback behavior retained. Notarization preflight installs the rate-limit wrapper and skips source-run verification for nightly-next.
The feed watcher adds a validated git ls-remote lookup for the branch SHA. It uses the refs API if the remote lookup fails.
Rolling-rule head lookup scripts/ci/nightly_next_rolling.py, scripts/ci/nightly_next_feed_watch.py, tests/test_nightly_next_rolling.py, .github/workflows/nightly-next-tick.yml
The rolling rule tries the injected remote lookup before the refs API. Tests cover successful lookup, API fallback, compare API use, and command-line wiring. The workflow comment describes the remote head lookup and API use for other reads.
Stuck-run tip lookup scripts/ci/nightly_next_stuck_run.py, tests/test_nightly_next_stuck_run.py
The stuck-run check tries its configured remote reader and falls back to the refs API when the result is invalid or the lookup fails. Tests cover both paths and command-line wiring.

Summary
Preflight timeout and source-run checks .github/workflows/auto-resume-nightly-notarization.yml, tests/test_nightly_notarization_poll_loop.py, tests/test_nightly_resume_tracks.py
The preflight job has a 75-minute timeout and installs the rate-limit wrapper. For nightly-next, it sets ready=false and records the own-track reason before the source-run API read. Tests locate the check step by its ID.
manaflow-ai/cmux#24672 — Introduced the feed watcher refs read that this change updates to try git ls-remote first.
manaflow-ai/cmux#27179 — Introduced the rolling rule and feed-watch behavior extended by these remote head reads.
manaflow-ai/cmux#27095 — Introduced the stuck-run Api.tip() refs lookup extended by the remote reader.
Merge Risk: Low · up to a6f11
The branch lookup changes retain API fallback, and the preflight tests now select the correct step. Remaining risks are limited to weaker wiring coverage and unnecessary failed preflight runs if checkout fails; these warrant owner awareness but do not establish a material merge blocker.

The PR changes only GitHub workflows, Python nightly scripts, and related tests. The browser automation off-main failure conditions are therefore not applicable.

Explanation
The pull request changes only workflow YAML, Python CI scripts, and Python tests. The authoritative diff contains no Swift files or production Swift changes, so it does not introduce an expensive synchronous Swift agent-history load.

Explanation
PASS: The custom check applies only to production Swift, TypeScript, and JavaScript changes. The reviewed diff changes YAML workflows, Python CI scripts, and Python tests. No Swift, TypeScript, or JavaScript production file is changed.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The production diff adds git ls-remote calls with bounded subprocess timeouts. These timeouts bound network commands; they do not add sleeps, delayed dispatch, polling, or wall-clock synchronization. The existing nightly_next_stuck_run.py settle sleep is unchanged. The new API-budget wait is in GitHub Actions YAML, which the rule excludes, and the test changes are deterministic scaffolding.
Full details: Cmux Algorithmic Complexity
Explanation
No algorithmic-complexity violation is introduced. The production changes add one git ls-remote lookup and constant-size SHA parsing in scripts/ci/nightly_next_feed_watch.py:233-248 and scripts/ci/nightly_next_stuck_run.py:186-194. The rolling-rule changes add a single callback lookup at scripts/ci/nightly_next_rolling.py:205-217. These paths do not scan scalable collections, rescan targets, sort or filter unbounded collections, or add in-memory joins. Existing collection processing is unchanged. Workflow and test changes do not add a complexity issue.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS. The authoritative PR diff changes only two workflow files, CI scripts, and tests. It adds no Package.swift dependency, Package.resolved, .gitignore, Xcode project package-reference, or workspace dependency change. The workflow edits only add CI checkout/rate-limit handling and comments, so no SwiftPM lockfile requirement is triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS. The production changes are limited to GitHub Actions workflows and nightly CI/operator scripts. New error text reports git ls-remote fallback details in CI logs or workflow outputs, and the feed watcher updates an internal GitHub issue. No changed text has a concrete path to a cmux app UI, product CLI, or product API. The internal CI and operator-diagnostic exception therefore applies.
Full details: Cmux Full Internationalization
Explanation
PASS. The authoritative diff changes only GitHub workflows, CI Python scripts, and tests. It adds operational comments, workflow step names, fallback diagnostics, and CI output for git ls-remote; it adds no Swift UI text, app catalog or Info.plist entries, web UI/API copy, changelog, or locale data. These are operational CI messages covered by the allowed cases.
Full details: Cmux Architecture Rethink
Explanation
PASS: The pull request changes CI workflows, Python scripts, and Python tests only. The authoritative diff contains no Swift files or Swift architecture changes, so the Swift architectural-rethink failure conditions do not apply.
Full details: Cmux Source Artifacts
Explanation
All nine changed paths are hand-written workflows, scripts, tests, or documentation comments. The diff adds no logs, screenshots, recordings, temp folders, dependency checkouts, caches, build output, package downloads, or broad artifact directories. The workflow checkout uses .preflight-tooling only at runtime and does not add that directory to source control.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The custom check applies only to changed Swift files under production Sources/ paths. The authoritative PR diff changes nine workflow, Python, and test files, with no .swift files and no paths under Sources/. Therefore, the check is not applicable.

Replace the source-text check with a test that calls main and isolates GITHUB_OUTPUT.
test_main_reads_the_head_with_ls_remote checks only that the text ls_remote=watch.ls_remote_sha appears in the script. It does not run main. The check still passes if the call is removed and the text stays in a comment or unreachable branch. The subprocess test does not detect a missing call either. With PATH=/nonexistent, both the git lookup and the gh fallback fail, and both reach the same warning and go=false.
Calling main directly exercises the wiring. main appends to the file named by GITHUB_OUTPUT when that variable is set, and CI runners set it. The test must point GITHUB_OUTPUT at a temporary file, as the suggested test does. The stub of evaluate prevents any git or gh call.
Add import os and from unittest import mock if the file does not already import them.

Replace the source-text assertion in test_main_reads_the_head_with_ls_remote
with a test that calls rolling.main and verifies the ls_remote argument passed
to evaluate. Stub evaluate to capture its keyword arguments, set GITHUB_OUTPUT
to a temporary file during the call, and restore the original evaluate
afterward; add only imports needed for these test utilities.
Make the main test call main and check the Api arguments.
test_main_reads_with_ls_remote passes when the text Api(argv[1], ls_remote=ls_remote_sha) appears anywhere in scripts/ci/nightly_next_stuck_run.py. If a later edit removes the argument from the main call but leaves that text in a comment or dead code, the test still passes. The refs-API read that this change removes would then return unnoticed.
Call main with a mocked Api and tick, then assert the ls_remote argument:
Add from unittest import mock to the test module. Remove the Path import only if nothing else in the file uses it.

Move the nightly-next early exit ahead of the checkout.
For nightly-next source runs, the new checkout and wrapper-install steps run before the check step returns ready=false. If the checkout fails, the preflight job fails and the run shows red, although the run needed no release work.
