ci(nightly-next-tick): unstick reads as the cmux-bot App; fewer request-job reads - #35688
The repository's workflow GITHUB_TOKEN pool (5,000 calls an hour, shared by every workflow) ran dry every hour on 2026-11-04. The token-budget sample (14:01-15:01Z) put nightly-next-tick first among single spenders: the unstick job made about 8.6 REST calls per job and the request job about 6.9, at about 67 jobs an hour each.
Stacked on #35062 (git ls-remote for branch refs). Its two commits show in this diff until it lands; this one merges after it, with main merged in.
What changes
unstick reads go to the cmux-bot App. The job mints a cmux-bot installation token with the credentials the repository already stores (vars.CMUX_BOT_APP_ID, secrets.CMUX_BOT_APP_KEY, the same pattern as ci-queue-janitor and ci-owned-pool-rescue), scoped to actions: read and contents: read. It then installs scripts/ci/gh_app_token.sh in a new --reads-only mode:
a gh call that only reads goes out as the App: a gh api GET with no request fields, a GraphQL query, or gh run|workflow|pr|issue|release list|view;
when the App is refused, the same read is sent again with github.token;
every other call (the cancels, force-cancels and re-runs, and anything the wrapper cannot classify) runs once as github.token, untouched. GH_APP_TOKEN_ATTEMPTS=1 sits next to the existing GH_BUDGET_WAIT_ATTEMPTS=1, so neither wrapper adds a hidden backoff;
with no App token (a failed mint, or no variable), nothing is installed and the job runs exactly as before.
Without --reads-only, gh_app_token.sh behaves as before (the nightly publish path).
The unstick job's runner is bounded to the linux_2 pool's members. A job that holds an App key may not run where a variable can move it (tests/test_ci_fork_runner_routing.py). Its runs-on now names blacksmith-2vcpu-ubuntu-2404 and blacksmith-4vcpu-ubuntu-2404 (the members in .github/runners.json). That matches every value the RUNNER_POOLS reconciler writes, and today's value is blacksmith-4vcpu-ubuntu-2404.
The request job keeps only its GITHUB_TOKEN. CI_CONTROL_RUNNER may move it to a reused machine, so by design it holds no secret and no App token (tests/test_ci_cloud_overflow_switch.py). Its routing is unchanged. It spends fewer reads instead:
the rolling rule reads the gap from nightly-next's head to the tip from the tick's own 150-commit checkout of feat-cmux-next (git_oldest_after), not the compare API. The compare API is still the fallback when the head is not in the checkout (a train commit, or a head past the shallow history);
when the tip is already on nightly-next (at or behind its head), the rule now reads nothing more and returns go=false. Before, it listed the runs and the promotions, then requested, and the request walk stopped at the tip with "already on nightly-next". No commit that could be promoted is skipped.
Neither job starts for a cmux-next or cmux-tui artifacts run on nightly-next. A promotion's push starts those runs (about 7 an hour in the sample). They make no feat-cmux-next commit buildable and are not a finished nightly build. Landings, finished Nightly macOS build runs, dispatches and the 5-minute cron all start the tick as before, so no promotion waits longer.
All writes stay on the workflow token: the promotion and backfill dispatches (main's promote job admits the tick's request by its actor), cancels and re-runs.
Performance
before (main, measured)
after (estimate)
GITHUB_TOKEN REST calls/h, unstick
~576 (8.6 x 67)
~0 (writes only: cancels and re-runs, a few a day, plus reads the App refused)
GITHUB_TOKEN REST calls/h, request
~462 (6.9 x 67)
~295 or less ((6.9 - 1 ref read [#35062] - 1 compare) x ~60 jobs), lower still by the ticks that find the tip already promoted (not measured)
GITHUB_TOKEN REST calls/h, tick total
~1,040
~295 (estimate)
cmux-bot App calls/h
0
~515 ((8.6 - 1) x ~60 jobs, plus about 1 token revoke per job) (estimate)
tick jobs/h, each job
~67
~60 (7 nightly-next cmux-tui/cmux-next completions no longer start one)
cmux-bot's installation budget had about 6k of 12.5k used, so the ~515 calls/h fit.
Tests
tests/test_gh_app_token.py: --reads-only sends reads as the App and every write once as github.token (a refused write is not retried and nothing waits). It falls back to github.token for a refused read without waiting. The mode is off without the flag. A wiring test checks that unstick mints with CMUX_BOT_APP_ID/CMUX_BOT_APP_KEY at actions: read, contents: read, installs before the rate-limit wait, and keeps every GH_TOKEN step on github.token with single-shot attempts. It also checks that the request job holds no App key.
tests/test_nightly_next_rolling.py: git_oldest_after is tested against a real git history (the oldest commit after the head and its landing time; nothing waits at or behind the head; a diverged head is unknown; a head outside the checkout falls back). When the checkout answers, evaluate reads no compare. A tip already on nightly-next reads nothing.
Ran: test_gh_app_token, test_gh_budget_wait, test_nightly_next_rolling, test_nightly_next_stuck_run, test_nightly_next_cancelled_tip, test_ci_cloud_overflow_switch, test_ci_fork_runner_routing, test_ci_runner_set, test_ci_workflow_run_api_budget, test_ci_nightly_off_blacksmith, test_ci_pr_runner_pool, and the workflow-wide test files; actionlint is clean.
Follow-up, not here: the request job's remaining reads (two run listings and one jobs read in the rolling rule, plus request-nightly-next.sh's per-commit reads) could move to one GraphQL query, or to an App token once the request job runs on an ephemeral label.

Summary by cubic
Cuts the nightly-next-tick workflow's GITHUB_TOKEN usage by about 70% (from ~1,040 to ~295 REST calls per hour) so it no longer exhausts the shared 5,000-calls-per-hour workflow budget, which ran dry hourly on 2026-11-04.
Changes
The unstick job's reads now go out as a cmux-bot App token through a new --reads-only mode of gh_app_token.sh; its writes (cancels, re-runs) still use github.token, and refused reads fall back to it.
The unstick job's runner is bounded to the linux_2 pool's named members, since a job holding an App key must not run where a variable could move it.
The request job gets the nightly-next head from git ls-remote (no API budget) and the gap to the tip from the tick's own checkout, picked by committer date as the compare API does; the compare API is the fallback only when the head is not in the checkout or a shallow cut misses part of the range. A tip already on nightly-next reads nothing at all.
Both jobs no longer start for cmux-next or cmux-tui artifacts runs pushed on nightly-next (a promotion's push), which build nothing and aren't finished builds.
The notarization preflight turns nightly-next sources away before any API read and waits through rate limits with gh_budget_wait.sh.
All writes stay on the workflow token, so the promotion's actor check is unaffected.
Written for commit d5f6ec7. Summary will update on new commits.
Summary by CodeRabbit
Chores
Refined nightly-next workflow eligibility so only the named macOS build is excluded from the specified push events.
Restricted the unstick job to designated Linux runners, with an existing fallback.
Recognized read-only operations can use an App token when available; writes continue using the standard GitHub token.
Nightly rolling checks use local commit history when available, fall back to the compare API when needed, and avoid extra lookups when no gap exists.
Documentation
Clarified how nightly rolling checks look up the current head and commit gap.
Tests
Added coverage for token handling, workflow configuration, and local-history checks.
… API budget never stalls the tick
Ticks 41791114042 and 41791169626 promoted nothing because the rolling rule's
refs API read of nightly-next was refused (installation rate limit), and the
notarization preflight 41790985234 failed on its first read. nightly-next's
head now comes from git ls-remote of the public repo (no token, no REST
budget) in the rolling rule, the stuck-run rescue and the feed watch, with the
refs API as fallback. The preflight turns nightly-next sources away before any
read and waits through rate limits with gh_budget_wait.sh, bounded at 75 min.

…pp and cut the request job's reads
The tick was the biggest spender of the repository's GITHUB_TOKEN pool (about 1,100 calls an
hour of 5,000, which ran dry every hour on 2026-11-04).
- unstick: mints a cmux-bot installation token (actions: read, contents: read; the existing
CMUX_BOT_APP_ID / CMUX_BOT_APP_KEY) and installs gh_app_token.sh in a new --reads-only mode:
gh reads go out as the App, github.token again when the App is refused; cancels and re-runs
stay github.token's, sent once. Its runs-on now names the linux_2 pool's members, since a job
holding an App key may not run where a variable can move it.
- request: keeps only its GITHUB_TOKEN (CI_CONTROL_RUNNER may move it to a reused machine). The
rolling rule reads the gap to the tip from the tick's own checkout instead of the compare API,
and a tip already on nightly-next reads nothing more and requests nothing.
- Neither job starts for a cmux-next or cmux-tui artifacts run on nightly-next (a promotion's
push), which makes nothing buildable and is not a finished build.

The nightly-next tick workflow filters selected workflow runs and configures optional read-only App-token routing for unstick reads. The rolling evaluator checks local checkout history for a gap and uses the compare API when local lookup cannot answer.
The wrapper adds a reads-only mode that uses the App token for recognized reads and sends other calls directly through github.token. Tests cover recognized calls, fallback behavior, and default-mode behavior.
Rolling gap lookup and evaluation scripts/ci/nightly_next_rolling.py, tests/test_nightly_next_rolling.py
The evaluator checks local checkout history for the gap and falls back to the compare API when local lookup raises LookupError. Tests cover local results, fallback, and cases with no further API reads.
The workflow filters selected nightly-next runs, restricts runner selection, and sets up optional App-token reads for unstick jobs. Later write steps use github.token with one attempt.

Suggested labels:risk:high
Merge Risk: Low · up to d5f6e
The change is mergeable with bounded follow-up: shallow checkout history can permit early nightly-next promotion in an uncommon case, and file-backed GraphQL mutations can use the wrong token route. Neither establishes broad production disruption.

The title names the main change: the nightly-next-tick unstick job's reads move to the cmux-bot App, and the request job makes fewer reads. It matches the changeset and the stated objectives. It is specific and follows the conventional commit style. It is concise, though it is 81 characters and packs two changes into one line.
Full details: Description check
Explanation
The description follows the template's main sections: Summary, Testing, Changelog, Proof, and Checklist. The Summary leads with the problem (the shared GITHUB_TOKEN budget ran dry hourly) and then gives the mechanism. The Testing section lists the tests added and the commands run, and it notes the estimates. The Changelog section is missing, and the template asks for a line or 'none' for internal CI changes. The Proof section (one line on why no screenshots) and the Checklist are missing. The description also includes a stacking note and a long performance table that the template does not require, and it has a cubic-generated footer. The Testing section does not use the 'Observed / Not run' heading the template asks for on bug fixes, although the PR is a CI change, not a bug fix, so this may not apply.
Resolution
Add a Changelog line (or 'none', since this is an internal CI change). Add a one-line Proof entry, such as that the change is CI-only. Delete or tick the Checklist items that do not apply. Consider trimming the auto-generated footers and the cubic block.
Full details: Cmux Cloud Persistent Session And Early Input
Explanation
PASS: The pull request changes only the nightly-next workflow, GitHub App token wrapper, rolling-rule logic, and tests. The diff contains no Cloud terminal creation, cmux-tui transport, manual renderer, Ghostty runtime, input routing, or persistent-session changes covered by the rule.
Full details: Cmux Swift Actor Isolation
Explanation
PASS. The pull request changes only a workflow, shell script, Python module, and Python tests. The authoritative diff contains no Swift files or Swift production code, so it introduces no Swift actor-isolation issue.
Full details: Cmux Browser Automation Off-Main
Explanation
PASS: The pull request changes only the nightly-next workflow, CI shell/Python scripts, and their tests. The scoped browser automation files Sources/TerminalController.swift and Packages/macOS/CmuxControlSocket/Sources/CmuxControlSocket/Wire/ControlCommandExecutionPolicy.swift are unchanged, and the diff adds no browser/WebKit/AppKit routing changes. The custom check is therefore not applicable.
Full details: Cmux Expensive Synchronous Load
Explanation
The pull request changes only workflow YAML, CI shell/Python scripts, and tests. The authoritative diff contains no Swift files or production Swift changes, so it cannot introduce or move an expensive synchronous agent-history load onto the main actor or an interactive path.
Full details: Cmux Cache Substitution Correctness
Explanation
The check is not applicable. The pull request changes only YAML, shell, Python, and Python test files. It introduces no production Swift, TypeScript, or JavaScript change, so it cannot replace a fresh authoritative read with a cache in the specified paths.
Full details: Cmux No Hacky Sleeps
Explanation
PASS. The production-script diff adds no new sleep, timer, polling loop, or delayed dispatch. The existing gh_app_token.sh backoff and sleep "$want" are unchanged. The affected workflow steps set GH_APP_TOKEN_ATTEMPTS=1, so the new read-only path does not add backoff waits. The new subprocess.run(..., timeout=60) is a bounded fail-fast command timeout that triggers the compare-API fallback, not a readiness or race-synchronization delay. Workflow YAML timing controls are out of scope under the rule.
Full details: Cmux Algorithmic Complexity
Explanation
No algorithmic-complexity violation is introduced. The new shell classifier scans only the finite argument list for one gh call. git_oldest_after uses linear scans and set intersection over the checkout gap, which is explicitly bounded by the workflow's 150-commit checkout. The request loop remains capped at 120 commits, and no nested full-collection scan or per-target rescan over user-owned records was added.
Full details: Cmux Swiftpm Lockfiles
Explanation
PASS — The PR changes one workflow and CI scripts/tests only. It does not modify any Package.swift, Package.resolved, .gitignore, Xcode project/workspace, or dependency declaration, and the workflow diff has no SwiftPM or Xcode package-reference changes. The SwiftPM lockfile requirements are therefore not triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
PASS: The changed output is limited to GitHub Actions CI diagnostics and the internal nightly-next rolling-rule warning. The production call sites are .github/workflows/nightly-next-tick.yml and other internal CI workflows; no app UI, product CLI, or product API path reaches a cmux end user. Provider names, token-role text, and raw lookup errors therefore fall under the rule's internal CI/operator exception. Tests and comments are also allowed. No changed output prints token or credential material.
Full details: Cmux Full Internationalization
Explanation
PASS: The pull request changes only CI workflow logic, CI helper scripts, and tests. The authoritative diff contains no web UI, Swift, app catalog, Info.plist, metadata, API response, rendered markdown, changelog, or locale files. The internationalization requirements therefore do not apply.
Full details: Cmux Swiftui State Layout
Explanation
The reviewed diff changes only one YAML workflow, one shell script, and three Python files. It adds no Swift or SwiftUI files and no SwiftUI state, layout measurement, lazy-row store reference, or render-time mutation patterns. The SwiftUI state-layout check is therefore not applicable.
Full details: Cmux Architecture Rethink
Explanation
The custom check applies to Swift architecture changes. The pull request changes only a workflow, shell script, Python module, and Python tests. The reviewed diff contains no Swift files, so it introduces none of the listed Swift architectural patterns.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
PASS: The pull request changes only workflow, shell, Python, and Python test files. The authoritative diff contains no Swift changes and no standalone cmux-owned window code, so the auxiliary-window close-shortcut rule does not apply.
Full details: Cmux Source Artifacts
Explanation
All five changed paths are intentional workflow configuration, CI scripts, or tests. The diff adds no logs, screenshots, recordings, temporary directories, caches, dependency checkouts, build output, or other artifact paths. The temporary Git histories appear only in test code and are not added artifacts.

Skip nightly-next before the tooling checkout.
On a nightly-next run, the checkout and gh_budget_wait.sh --install steps run before the early ready=false exit. If the checkout fails, preflight fails and the run ends red instead of skipping. Add if: env.SOURCE_BRANCH != 'nightly-next' to both steps. The check step still exits early on this branch.

Treat GraphQL --input calls as writes under --reads-only.
reads_only_call cannot read a body file or stdin. It still returns read for api graphql --input payload.json unless the text mutation appears in an argument. A mutation in that body therefore goes to the App token first. Classify --input as a body, so the call counts as a write.

Review comment at @tests/test_gh_app_token.py around lines 279 - 280:
Update reads_only_call in gh_app_token.sh to treat GraphQL `--input` and
`--input=...` arguments as request bodies and classify those calls as writes,
without changing the handling of field arguments. Add the GraphQL `--input` case
to ReadsOnlyTests.WRITES so the test covers this behavior.
Assert that the nightly-next preflight makes no source-run read.
The nightly-next test passes whether or not the step reads the source run first. Its gh stub returns a valid run for every call, and the test checks only the exit status and output. Nothing records gh calls. If the source-run read moved ahead of the nightly-next short circuit, the test would still pass.
Record the gh arguments in a file in the per-call temporary directory. Return them from preflight_check, then assert that no call reads actions/runs/1 without artifacts.

Limit the nightly-next early exit to workflow_run.
On a manual dispatch, source_branch=nightly-next with a main or RC run ID now exits with ready=false and status 0. The ref check that rejects this mismatch runs later, after the early exit. The run looks green, and its reason names the nightly-next track rather than the mismatch.

Cover GH_TOKEN on the two unstick steps that call gh.
The loop applies its routing assertions only to steps that declare GH_TOKEN. Removing GH_TOKEN from "Cancel a nightly-next run stuck without a runner" or "Re-run a cancelled nightly-next tip" skips that step, and the test still passes. Such a step gets no workflow token from the job or the install steps, so gh_app_token.sh skips App routing for its calls.
The current workflow sets GH_TOKEN on both steps, so this gap affects future edits only. The check covers the two named steps, not every unstick step that calls gh.

Detect a truncated gap in git_oldest_after.
With fetch-depth: 150, git log head..tip returns only the commits inside the checkout. In a merge history, an older landing beyond that depth is omitted. The function then returns the oldest visible commit, which can delay promotion by up to one window. Fall back to the compare API when the gap reaches the checkout's shallow boundary.

Classify -F and --field values that read a file as unknown GraphQL payloads.
For api graphql, reads_only_call consumes the argument after -F or --field as a value and does not inspect it. The mutation scan checks argv only. A mutation stored in a file named by key=@path therefore never matches, and the call is classified as a read. The read-only App token receives the call first.
Classify these calls as unknown, so they run once with github.token:
The argument after -F or --field whose text after the first = begins with @.
The attached forms -Fkey=@path and --field=key=@path, with the same test.
Test the text after the first = for a leading @. Do not match =@ anywhere in the argument. An inline literal query can contain =@ later in its text, and that query must stay a read.
Keep -f and --raw-field unchanged, because they do not expand @. Keep an inline -F value that does not begin with @ as a read.
Add fixtures for api graphql -F query=@body.graphql and api graphql --field query=@body.graphql. Both should use github.token once. Add an inline -F query={ repository(...) { id } } read fixture to show that the literal form stays on the App token.
No current workflow passes a file-backed GraphQL field, so this gap is latent. If the refusal does not match the fallback pattern, a misrouted mutation can fail without a fallback.

The new shallow-boundary check runs only after the ancestry checks. If the head object exists locally but a shallow boundary severs its path from the tip, git_oldest_after can return UNKNOWN before checking the boundary, rather than falling back to the compare API.
The rolling rule may treat a recently landed gap as old and promote the tip before its waiting window expires.
This can occur when: A reused checkout contains the nightly-next head object from an earlier fetch, but its current shallow history omits the parent links needed to establish that head as an ancestor of the tip.

Update the ancestry flow around `git_oldest_after` so it checks whether the head
lies beyond a shallow boundary before an ancestry failure can return `UNKNOWN`.
When the boundary severs the path from head to tip, fall back to the compare
API; preserve existing behavior for non-shallow repositories and valid ancestry.
Cover a shallow checkout whose boundary lies outside head..tip.
The depth-10 clone is not shallow, and the depth-2 clone's boundary lies inside head..tip. Neither case covers the local-answer path for a shallow checkout. A regression that falls back on every shallow checkout would still pass both assertions. The new clone below uses --depth 3, which leaves its boundary commit outside head..tip. The test asserts that the clone is shallow and that the local lookup returns the oldest landing.

The job mints a cmux-bot installation token with the credentials the repository already stores (
vars.CMUX_BOT_APP_ID,secrets.CMUX_BOT_APP_KEY, the same pattern as ci-queue-janitor and ci-owned-pool-rescue), scoped toactions: readandcontents: read. It then installsscripts/ci/gh_app_token.shin a new--reads-onlymode:gh apiGET with no request fields, a GraphQL query, orgh run|workflow|pr|issue|release list|view;GH_APP_TOKEN_ATTEMPTS=1sits next to the existingGH_BUDGET_WAIT_ATTEMPTS=1, so neither wrapper adds a hidden backoff;Without
--reads-only, gh_app_token.sh behaves as before (the nightly publish path). The unstick job's runner is bounded to the linux_2 pool's members. A job that holds an App key may not run where a variable can move it (tests/test_ci_fork_runner_routing.py). Its runs-on now names
blacksmith-2vcpu-ubuntu-2404andblacksmith-4vcpu-ubuntu-2404(the members in.github/runners.json). That matches every value the RUNNER_POOLS reconciler writes, and today's value isblacksmith-4vcpu-ubuntu-2404.The request job keeps only its GITHUB_TOKEN. CI_CONTROL_RUNNER may move it to a reused machine, so by design it holds no secret and no App token (tests/test_ci_cloud_overflow_switch.py). Its routing is unchanged. It spends fewer reads instead:
git_oldest_after), not the compare API. The compare API is still the fallback when the head is not in the checkout (a train commit, or a head past the shallow history);go=false. Before, it listed the runs and the promotions, then requested, and the request walk stopped at the tip with "already on nightly-next". No commit that could be promoted is skipped.Neither job starts for a cmux-next or cmux-tui artifacts run on nightly-next. A promotion's push starts those runs (about 7 an hour in the sample). They make no feat-cmux-next commit buildable and are not a finished nightly build. Landings, finished
Nightly macOS buildruns, dispatches and the 5-minute cron all start the tick as before, so no promotion waits longer. All writes stay on the workflow token: the promotion and backfill dispatches (main's promote job admits the tick's request by its actor), cancels and re-runs.
Performance
cmux-bot's installation budget had about 6k of 12.5k used, so the ~515 calls/h fit.
Tests
tests/test_gh_app_token.py:--reads-onlysends reads as the App and every write once as github.token (a refused write is not retried and nothing waits). It falls back to github.token for a refused read without waiting. The mode is off without the flag. A wiring test checks that unstick mints withCMUX_BOT_APP_ID/CMUX_BOT_APP_KEYatactions: read, contents: read, installs before the rate-limit wait, and keeps every GH_TOKEN step on github.token with single-shot attempts. It also checks that the request job holds no App key.tests/test_nightly_next_rolling.py:git_oldest_afteris tested against a real git history (the oldest commit after the head and its landing time; nothing waits at or behind the head; a diverged head is unknown; a head outside the checkout falls back). When the checkout answers, evaluate reads no compare. A tip already on nightly-next reads nothing.Follow-up, not here: the request job's remaining reads (two run listings and one jobs read in the rolling rule, plus request-nightly-next.sh's per-commit reads) could move to one GraphQL query, or to an App token once the request job runs on an ephemeral label.

Changes
--reads-onlymode ofgh_app_token.sh; its writes (cancels, re-runs) still usegithub.token, and refused reads fall back to it.git ls-remote(no API budget) and the gap to the tip from the tick's own checkout, picked by committer date as the compare API does; the compare API is the fallback only when the head is not in the checkout or a shallow cut misses part of the range. A tip already on nightly-next reads nothing at all.gh_budget_wait.sh.All writes stay on the workflow token, so the promotion's actor check is unaffected.
