Ports #26647 (feat-cmux-next) to main.

The gh quota shim refuses gh api --paginate, because it can't charge a call that makes any number of requests. On main, scripts/ci/merge_freeze.py still reads its lists that way, so the freeze read in gh-merge-green exits 2 ("freeze state unknown"), and every agent-session merge into main is refused even when no freeze is open. gh_items now asks for per_page=100&page=N with one call per page, stops at a short page, and raises past 30 pages, so a list cut short never reads as "no freeze". Main's gh() (with its fallback token) and the rate-limit retry are unchanged.

Changelog

Observed / Not run

  • python3 scripts/ci/merge_freeze.py check --repo manaflow-ai/cmux --pr 27221 --base main --files <changed> under the agents' gh shim: main's code fails with gh-quota: refused ... --paginate (status 2), and this head exits 0.
  • tests/test_merge_freeze.py passes 32/32: the port of merge_freeze: read lists one bounded page per gh call, not --paginate #26647's pager tests, plus main's API-call expectations updated to the paged endpoints. tests/test_gh_merge_green.py and tests/test_ci_quota_hold_gate.py pass.
  • Not changed: gh-merge-green's own --paginate reads. Each one already falls back to GraphQL when refused.

Summary by cubic

Replaces gh api --paginate with bounded per-page calls in scripts/ci/merge_freeze.py, so agent-session merges into main no longer fail when no freeze is open.

The gh quota shim refuses --paginate because one invocation makes an unknown number of requests it can't charge, so the freeze read exited 2 ("freeze state unknown") and blocked every merge into main from an agent session.

Bug Fixes

  • gh_items now makes one bounded call per page (per_page=100&page=N), stops at a short page, and raises past 30 pages so a truncated list never reads as "no freeze".
  • Tests updated to cover the per-page calls and the fail-closed page cap.

Written for commit 1abf65d. Summary will update on new commits.

Summary by CodeRabbit

  • Chores
    • Updated merge-freeze checks to retrieve GitHub results page by page, stopping when all results have been collected. The checks support up to 30 pages and report an error if GitHub returns unexpected data or the page limit is exceeded. This improves handling of larger result sets while keeping failures visible when results cannot be safely processed.

…aginate

Port of feat-cmux-next's #26647 to main. The agents' gh quota shim
refuses `gh api --paginate` (it can't be charged), so gh-merge-green's
freeze read exited 2 and refused every merge into main from an agent
session. gh_items now asks for per_page=100&page=N, one call each,
stops at a short page and fails closed past 30 pages.

Review (Codex gpt-6-astra, high, fast; independent): SHIP at 1abf65d

The pager fails closed on API errors, malformed pages, and lists that reach the 30-page cap. Every gh_items call site uses bounded page requests. The fallback token, the rate-limit retry and the conditional file and event reads are unchanged.

Walkthrough

gh_items now retrieves GitHub API list results in pages of 100, stopping when a page has fewer than 100 items and enforcing a default 30-page limit. Merge-freeze list reads use this pagination. Tests cover page requests, completion, and limit errors.

Changes: Merge-freeze API pagination

Layer / File(s) Summary
Paged list reads
scripts/ci/merge_freeze.py, tests/test_merge_freeze.py
gh_items requests pages of 100 items, stops after a short page, and raises ValueError if the page limit is reached. Merge-freeze issue, event, and file reads rely on this function for pagination. Tests verify explicit page parameters, completion, the 30-page limit, and the absence of GitHub-side pagination.

The pagination change supports bounded GitHub requests, but an applicable freeze causes a PR with exactly 3,000 changed files to fail the check unnecessarily. Merge risk is low and confined to this boundary case.

Full details: Description check

Explanation

The description clearly explains the problem, implementation, observed behavior, tests run, and changelog. It omits some template headings, including Proof and Checklist, but the substantive information is mostly complete.

Full details: Cmux Cloud Persistent Session And Early Input

Explanation

PASS: The pull request changes only GitHub API pagination in scripts/ci/merge_freeze.py and related tests. It does not change Cloud terminal creation, cmux-tui transport, manual panes, Ghostty runtime admission, input routing, authentication, leases, or revision fences. The cloud persistent-session rule is therefore not applicable.

Full details: Cmux Swift Actor Isolation

Explanation

The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. The diff contains no Swift production changes, so it cannot introduce or worsen Swift 6 actor-isolation mistakes.

Full details: Cmux Swift Blocking Runtime

Explanation

The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. No Swift, Objective-C, or Objective-C++ files changed. The Swift blocking-runtime condition is therefore inapplicable.

Full details: Cmux Browser Automation Off-Main

Explanation

PASS: The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. The diff contains no browser.* socket commands, WebKit/AppKit access, worker-router changes, or policy-test changes. The browser automation rule therefore does not apply.

Full details: Cmux Expensive Synchronous Load

Explanation

PASS: The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. The reviewed range contains no Swift changes, so the production Swift expensive synchronous load condition does not apply.

Full details: Cmux Cache Substitution Correctness

Explanation

PASS: The pull request changes only Python files (scripts/ci/merge_freeze.py and tests/test_merge_freeze.py). The custom check applies only to production Swift, TypeScript, and JavaScript changes, so its cache-substitution failure condition is not applicable.

Full details: Cmux No Hacky Sleeps

Explanation

The pull request changes pagination in scripts/ci/merge_freeze.py and related tests. The diff adds no sleep, timer, polling loop, delayed dispatch, or fixed backoff. The existing time.sleep(retry) rate-limit retry is unchanged in both base and head. The test-only sleep mock remains deterministic scaffolding. No rule violation is introduced.

Full details: Cmux Algorithmic Complexity

Explanation

No algorithmic-complexity violation is introduced. scripts/ci/merge_freeze.py:162-178 performs at most 30 bounded page reads of 100 items and extends one result list; it adds no nested collection scan, repeated sort/filter, or in-memory join. The changed call sites only switch list endpoints to this bounded helper. Existing freeze/file scans are unchanged.

Full details: Cmux Swift Concurrency

Explanation

The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. No Swift file or Swift code changes are present, so it does not introduce or expand the listed Swift concurrency patterns.

Full details: Cmux Swiftpm Lockfiles

Explanation

PASS: The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. It does not change a SwiftPM package, Xcode project, .gitignore, workflow, dependency declaration, or Package.resolved file. The SwiftPM lockfile requirements are therefore not applicable.

Full details: Cmux Swift Logging

Explanation

The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. It adds no Swift production code and no logging calls or logging configuration. The Swift logging check is therefore not applicable.

Full details: Cmux User-Facing Error Privacy

Explanation

PASS. The production change is in scripts/ci/merge_freeze.py, an internal CI and merge-gate tool. Its new diagnostics report pagination and API endpoint details only to CI/operator stderr. The workflow uses the script in GitHub Actions, and gh-merge-green converts nonzero results into generic merge refusal text. No changed text has a concrete path to a cmux end-user surface, and the rule permits provider details in internal CI diagnostics.

Full details: Cmux Full Internationalization

Explanation

PASS. The PR changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. It adds pagination logic and test text, not Swift UI, app catalogs, web UI, locale data, API response copy, rendered markdown, or changelog content. No internationalization requirement in the rule is triggered.

Full details: Cmux Architecture Rethink

Explanation

PASS: The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. The diff contains Python pagination logic and Python tests, with no Swift architecture changes. The Swift-specific failure conditions do not apply.

Full details: Cmux Swift Auxiliary Window Close Shortcuts

Explanation

The pull request changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. The reviewed diff contains no Swift changes and no standalone cmux-owned window code. The auxiliary-window close-shortcut rule is not applicable.

Full details: Cmux Source Artifacts

Explanation

The PR changes only scripts/ci/merge_freeze.py and tests/test_merge_freeze.py. Both are intentional hand-written source and test files. The diff adds no logs, screenshots, recordings, temporary folders, caches, build output, dependency checkouts, or broad artifact directories.

Full details: Docstring Coverage

Explanation

Docstring coverage is 25.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 8 functions across 2 files.

Resolution

Write docstrings for the functions missing them to satisfy the coverage threshold.

Add a page-2 freeze-ok removal test for the PR events read.

The current head reads every page of PR events, so a freeze-ok removal on page 2 clears the exemption. No current path lets that removal be missed. But the new PaginationTests call freeze.gh_items directly, and the events tests use --events-file or single-page fakes. A regression that reads only page 1 of the PR events in check would leave the suite green. Add a check test that serves events across two pages, with freeze-ok added on page 1 and removed on page 2, and asserts the freeze blocks (status 1).

Add a test that rejects a non-list page from gh_items.

The non-list guard at scripts/ci/merge_freeze.py:171-172 has no test. Removing it would leave the suite green, and main would then exit 0 on an issue response of {}. Add a case to PaginationTests that feeds "{}" and asserts TypeError.

Stop treating a full 3,000-entry page list as incomplete.

gh_items raises when a list has exactly 30 full pages, even when page 31 is empty. For a pull request with exactly 3,000 changed files and an applicable freeze, the check returns status 2 before it reads the changed-file count. The workflow then fails the step. The docstring says only lists longer than max_pages pages should fail, so the code does not match its stated intent. Fetch page 31 and raise only when it has entries.
