merge_freeze: list open freezes over GraphQL, not REST - #35689
Part of manaflow-ai/cmuxterm-hq#7062, cut 3: "Merge-freeze issue list over GraphQL: about −100/h."
What changes:merge_freeze.py used to list the open merge-freeze issues with REST issues?state=open&labels=merge-freeze. It now does that in one GraphQL query (open_freeze_issues). The merge freeze check runs on every non-draft PR event, plus the hourly expire. With no open freeze, that list is the run's only read, so each run moves one REST call to the separate GraphQL budget. The read stays on the App token first, with GITHUB_TOKEN as the fallback.
The query returns the REST shape (number, title, body, created_at, user.login, labels[].name), so parse_issue and the authority checks are unchanged. GraphQL issues never includes pull requests.
It pages by cursor. Past MAX_PAGES it raises (status 2), the same as gh_items, so a list cut short never reads as "no freeze".
Rate-limit handling and the App → GITHUB_TOKEN fallback are unchanged (gh()).
Tests:python3 -m unittest tests/test_merge_freeze.py: 33 OK. The call-count tests now expect the GraphQL list. A new test follows two pages and fails closed past the cap.
Observed / not run: this VM's broker refuses the issues connection, so I couldn't run the exact query live. A search query that selects the same Issue fields (number title body createdAt author{login} labels(first:100){nodes{name}}) validated against GitHub. The workflow runs from main, so the first PR event after merge runs the new query. A broken query would show as status 2 in the merge freeze check.

Summary by cubic
Moves the open merge-freeze issue list in merge_freeze.py from REST to a single GraphQL query, so each run's only read no longer draws on the shared REST budget.
The query returns the same fields REST did, so parse_issue and the authority checks are unchanged.
It pages by cursor and fails closed past MAX_PAGES (status 2), so a truncated list never reads as "no freeze".
Token selection (App first, GITHUB_TOKEN fallback) and rate-limit handling are unchanged.
Written for commit 732bd37. Summary will update on new commits.

Improvements
Merge-freeze checks now retrieve open freeze issues across multiple pages, allowing larger issue lists to be processed. Previously recorded issues continue to be filtered as before.
If the configured page limit is reached before the full list is retrieved, the check reports an error rather than proceeding with incomplete results. This makes it clear when the issue list could not be fully checked.
The merge freeze check runs on every pull request event and starts by listing the open
merge-freeze issues through REST. That call is charged to the glaeda-route App's REST budget,
or to GITHUB_TOKEN's REST budget (shared by every workflow) when the App read is refused.
A GraphQL query returns the same list from the separate GraphQL budget. It pages by cursor and,
like gh_items, fails closed past MAX_PAGES. It returns the REST shape, so parsing is unchanged.

Live merge-freeze issue loading now uses cursor-paginated GraphQL instead of the REST issue-list endpoint. The loader maps issue nodes for existing parsing and raises ValueError when the page limit is reached before pagination ends. Tests cover the GraphQL response and pagination behavior.

open_freeze_issues fetches open issues labeled merge-freeze through cursor-paginated GraphQL and maps the nodes to fields consumed by parse_issue. Live reads in open_freezes use this function. Tests cover GraphQL responses, cursor pagination, page limits, and related API-call expectations.

Assert the freeze-list repository and label in FakeGh.
FakeGh returns the freeze list for any GraphQL call that contains issues(states:OPEN. It does not check the o, n, or l arguments. A wrong label, such as l=bug, or a wrong repository would still pass these tests. Every FakeGh caller in this file uses manaflow-ai/cmux and the merge-freeze label, so this assertion holds for all of them.

Update FakeGh’s GraphQL freeze-list handling to validate that args include the

Add a three-page GraphQL pagination test with distinct cursors.
The pagination test covers two pages, and freeze_list always returns endCursor: "next". A loop that hardcodes or reuses that cursor still passes. The default max_pages of 30 allows a third page. Let freeze_list accept an end cursor, use a distinct cursor on each non-final page, and assert the cursor sent with each request.

Retry GraphQL permission errors with the fallback token.
When the primary app token cannot read issues, GraphQL can return Resource not accessible by integration without HTTP 403. gh() then skips the fallback, and check exits 2 even if the fallback token can read the issues.
