Stop treating a full 3,000-entry page list as incomplete.

gh_items raises when a list has exactly 30 full pages, even when page 31 is empty. For a pull request with exactly 3,000 changed files and an applicable freeze, the check returns status 2 before it reads the changed-file count. The workflow then fails the step. The docstring says only lists longer than max_pages pages should fail, so the code does not match its stated intent. Fetch page 31 and raise only when it has entries.

Review comment at @scripts/ci/merge_freeze.py around lines 176 - 177:
Update gh_items to fetch one page beyond max_pages and treat that page as a
boundary check: return the collected items if it is empty, and raise the
existing ValueError if it contains entries. Preserve the current early return
for shorter pages within the allowed limit.
