ci(queue janitor): skip superseded nightly, DEV and promote runs whose build never started - #26200
Standing rule (2026-10-26, "Nightly freshness"): "When nightly runs for older commits are stuck waiting (queued for a runner or a gate), skip them and build from the tip: cancel the stale runs and move the nightly branch to the tip." The "never cancel" protection covers started runs only.
Before: the queue janitor never cancelled a nightly, DEV or promote run. It only reported them as orphans that need capacity. On nightly-next, seven runs at older heads (864dceb, 5cec7c8 x2, ccb74c4, e3ca669, 88afd5f, baa0bf0) sat queued behind build-nightly-app while newer heads kept arriving.
After:
scripts/ci/delivery_workflows.py gains superseded_unstarted(run, jobs, runs), which states the rule once. The janitor calls it, and so does the cancel guard that agent hosts run, which reads this file from origin/main. A delivery run may be skipped only when both hold:
its build has not started: no job is running or holds a runner, and no finished, non-skipped job ran on a Mac, ran longer than 10 minutes, or is named for build work (app/compile/sign/notarize/verify/publish/promote/upload/delta/dmg). Linux gate and input jobs that finished in minutes (decide, build nightly inputs, resolve, pick a runner) don't count. GitHub sets a queued job's started_at at queue time, so that field is never read as a start.
a newer head of the same branch has its own run of the same workflow that was not cancelled.
queue_janitor.py gets a new pass, skip_superseded_delivery:
Candidates are in-flight delivery runs whose build has not started.
The newer run is looked for among the in-flight runs. If none is there, at most 3 listings a sweep of the workflow's runs on the branch are read, in case the newer run has already finished.
The run and its jobs are read again right before each cancel, and a run whose build started in between is kept.
A run at an open PR's head is kept (open_pr_at_head).
At most 10 cancels a sweep, plain cancel only (no force-cancel). Dry run is respected, and the step summary gets its own table.
The orphan pass is unchanged: it still never cancels a delivery run.
Checked against today's live data: the predicate allows all seven queued nightly-next runs at older heads and keeps the newest.

Summary by CodeRabbit
Improvements
Older nightly, DEV, and promote delivery runs may be cancelled when a newer qualifying run for the same workflow and branch includes the same build, provided the older build has not started.
Runs are kept if build work has started, job information is unavailable, the run is at the head of an open pull request, or no suitable replacement is found.
Run and job status is rechecked before cancellation, and dry-run support remains available.
Sweep summaries report cancellation decisions and failures.
…e build never started
"When nightly runs for older commits are stuck waiting (queued for a runner or
a gate), skip them and build from the tip: cancel the stale runs".
delivery_workflows.superseded_unstarted() holds the rule once: the run's build
has not started (no job running or holding a runner, no finished job that ran
on a Mac, ran past 10 minutes, or is named for build/sign/publish work) and a
newer head of its branch has its own run of the same workflow. The janitor
cancels such runs each sweep, re-reading the jobs right before each cancel; the
agents' cancel guard reads the same function.

Walkthrough
The queue janitor now checks in-flight nightly, DEV, and promote delivery runs for supersession. It cancels a run only when its build has not started and a qualifying newer run exists. Before live cancellation, it re-reads run and job state.
Changes: Superseded Delivery Runs

Summary
Build-start and newer-run eligibility scripts/ci/delivery_workflows.py, tests/test_ci_queue_janitor.py
Shared helpers classify build work and identify qualifying newer runs. Tests cover build-start conditions, run identity, replacement jobs, and unavailable job data.
Queue janitor discovery and cancellation scripts/ci/queue_janitor.py, tests/test_ci_queue_janitor.py
The janitor finds eligible delivery runs, checks open pull request heads, and re-reads run and job state before live cancellation. It applies a separate cancellation cap and adds decisions to the sweep summary. Tests cover dry runs, rechecks, branch listings, and pull request heads.

QueueJanitor->>GitHubAPI: List workflow runs for the branch when needed
QueueJanitor->>GitHubAPI: Re-read run and jobs before live cancellation

Queue cleanup can still produce incomplete reporting or leave valid superseded runs queued, with a narrow risk of cancelling without every replacement leg; follow-up is advisable but the remaining impact is bounded.

Full details: Cmux No Hacky Sleeps
Explanation
The PR adds no fixed sleep, timer, polling delay, or wall-clock wait to the changed runtime paths. It adds bounded API reads and a 10-minute elapsed-job classification threshold, but that threshold does not delay execution or coordinate readiness. The existing retry sleeps in queue_janitor.py are unchanged by the diff.
Full details: Cmux Swift Concurrency
Explanation
The pull request changes only scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and tests/test_ci_queue_janitor.py. No Swift file or Swift concurrency pattern is introduced by the diff.
Full details: Cmux Swift `@Concurrent`
Explanation
The pull request changes only Python files: scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and tests/test_ci_queue_janitor.py. The reviewed diff contains no Swift changes or Swift async call-site changes, so the @concurrent rule is not applicable.
Full details: Cmux Swiftpm Lockfiles
Explanation
The PR changes only scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and tests/test_ci_queue_janitor.py. The diff contains no Package.swift, Package.resolved, .gitignore, Xcode project, workspace, or workflow changes. Therefore the SwiftPM lockfile policy is not triggered.
Full details: Cmux User-Facing Error Privacy
Explanation
The diff changes CI janitor logic and tests only. Its new text is printed to stderr or the GitHub Actions step summary for CI operators. No concrete path reaches a cmux app UI, product CLI, or product API user, and the diff adds no credentials, tokens, or other secret material.
Full details: Cmux Full Internationalization
Explanation
PASS: The PR changes only CI janitor Python code and its tests. Its added text is developer/CI operational comments, diagnostics, and a GitHub Actions step summary, not product UI, web data, API copy, changelog, or app localization content. No Swift, web, catalog, or locale files are changed.
Full details: Cmux Swiftui State Layout
Explanation
The pull request changes only Python files and a Python test: scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and tests/test_ci_queue_janitor.py. The authoritative diff contains no Swift files or SwiftUI code, so the SwiftUI state/layout check is not applicable.
Full details: Cmux Swift Auxiliary Window Close Shortcuts
Explanation
The pull request changes only Python files and a Python test file. It adds no Swift NSWindow, NSPanel, NSWindowController, SwiftUI Window, or WindowGroup code. The auxiliary-window close-shortcut rule is therefore not applicable.
Full details: Cmux Source Artifacts
Explanation
The diff changes only three intentional source and test paths: scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and tests/test_ci_queue_janitor.py. No logs, screenshots, recordings, caches, build output, scratch directories, dependency checkouts, or broad artifact directories were added.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only three Python files: scripts/ci/delivery_workflows.py, scripts/ci/queue_janitor.py, and tests/test_ci_queue_janitor.py. It changes no Swift file under a production Sources/ path, so the specified production Swift test/debug seam rule does not apply.
Full details: Cmux Algorithmic Complexity
Explanation
The prior complexity concern remains. skip_superseded_delivery() iterates every candidate at lines 2361-2374 and calls superseded_unstarted(), which calls newer_head_runs(); newer_head_runs() scans the full runs collection at lines 146-162. The fallback repeats that scan after each branch listing, and the pre-cancel path scans again when it calls newer_head_runs() at lines 2394-2396. in_flight_runs() can provide up to three statuses and three pages of 100 runs at lines 2856-2877, so batch work remains O(C×R), potentially O(R²). The diff adds fixed caps for API reads but no grouped index, suffix pass, reuse of matches, benchmark, or measurement.
Resolution
Build a per-sweep index keyed by workflow, branch, event, and head repository, or use a grouped/suffix pass to identify newer candidates. Extend the index with branch-listing results, and reuse it for the initial check, fallback, and pre-cancel recheck instead of scanning the full run inventory for every candidate.
Full details: Description check
Explanation
The description provides a detailed summary and test coverage, but it omits the required Summary, Testing, Changelog, Proof, and Checklist sections. It also does not name an executed test command or include the required Observed / Not run details.
Resolution
Reformat the description using the repository template. Add the required headings, state the exact test command and results, include an Observed / Not run subsection, add a Changelog line, explain why Proof is not applicable, and complete the Checklist, including review status and resolved comments.
Full details: Docstring Coverage
Explanation
Docstring coverage is 33.33% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 30 functions across 3 files.

Replace the message-prefix match with a shared constant.
The branch-listing fallback in skip_superseded_delivery detects the no-newer-head case by prefix match on the reason text. superseded_unstarted builds that text. The prefix matches today, so the fallback runs as intended. If someone rewords the producer message, the match fails silently. Finished newer runs are then not found, and superseded runs are kept. A shared constant ties the producer and the consumer together.

replacement jobs are re-read rather than served from the initial listing cached

Minor · Functional Correctness · Quick win
Read replacement jobs only when the predicate needs them.
If github.jobs fails for one replacement, this comprehension keeps the old run before superseded_unstarted can check another valid replacement. The same failure occurs when the valid replacement appears first: an unnecessary later read can still fail. Read jobs through an on-demand callback. Treat a non-rate-limit read failure as an unreadable replacement, and let the predicate check the next run. (raw.githubusercontent.com)

On nightly-next, seven runs at older heads (864dceb, 5cec7c8 x2, ccb74c4, e3ca669, 88afd5f, baa0bf0) sat queued behind
build-nightly-appwhile newer heads kept arriving.After:
scripts/ci/delivery_workflows.pygainssuperseded_unstarted(run, jobs, runs), which states the rule once. The janitor calls it, and so does the cancel guard that agent hosts run, which reads this file from origin/main. A delivery run may be skipped only when both hold:started_atat queue time, so that field is never read as a start.queue_janitor.pygets a new pass,skip_superseded_delivery:open_pr_at_head).Checked against today's live data: the predicate allows all seven queued nightly-next runs at older heads and keeps the newest.
