Follow-up to #25326 (the scheduled CLA quota re-run).

What was wrong

On 2026-10-26 from about 08:40Z, CLA Assistant and CLA policy guard were red on every open pull request into main (#25403, #25406, #25407, #25408, #25411, and later #25172 and #25390). The GITHUB_TOKEN installation budget was spent. The 08:57Z sweep logged 0 of 5000 left (floor 1000) and skipped, which is correct. The gaps were these:

  • Guard rejects were re-run blindly. Every CLA policy guard failure was re-run until attempt 8, with no evidence. The guard hides every PolicyError (validate-cla-policy.rb), so a real policy rejection got 7 re-runs too.
  • Forks were never covered. GitHub lists no pull_requests on a fork's run, so current_head was always false for them (fix(python): drain requests after repeated cancellation #25411).
  • Timing. The budget resets hourly (about :13 past on 2026-10-26), and push-triggered workflows drain it again within minutes. The */10 cron really fires every 25 to 40 minutes, so a pass usually landed while the budget was empty again.
  • The base was never filtered. That part was fine: main pull requests were already covered.

Change

  • One planned pass per reset. When the budget is low and the reset is under 15 minutes away, the pass sleeps until 20 s after the reset, reads rate_limit once more and runs then. This is not a loop. A farther reset is left to a later cron.
  • Its own workflow. .github/workflows/ci-cla-quota-rerun.yml replaces the cla-quota-rerun job in ci-queue-janitor.yml. It has cron */10, concurrency group ci-cla-quota-rerun with cancel-in-progress false, and a job timeout of 22 min. A pass waiting for the reset never holds the macOS sweep's concurrency group. A dispatch defaults to a dry run.
  • Floor. It drops from 20% to 10% (minimum 500). Re-runs are capped at (remaining - floor) / 40, reserving 40 GITHUB_TOKEN calls per re-run, so the pass never drains the budget itself. Right after a reset the floor never blocks.
  • Coverage. Open pull requests into main and feat-cmux-next are read per base (up to 5 pages each, with a warning past that). They are mapped by head SHA, so forks count. A same-repository run whose own pull request is into another base is left alone. The App token gets pull-requests: read.
  • A guard reject is re-run only with evidence of an API failure:
    • (a) its own log shows rate limit, HTTP 403 or 403 Forbidden before the reject line, or
    • (b) a CLA Assistant job, on any pull request, logged API rate limit exceeded for installation within 15 minutes of it. The budget is the repository's and both workflows share it. A secondary or user rate limit is not evidence.
  • Any other reject is never re-run. It gets a ::warning:: that names it as possibly a real policy rejection.
  • Case (b) is needed. The guard's own log never shows the API error, because it prints only the generic line. Every guard log from this outage looks the same.

cla.yml, cla-policy-guard.yml, validate-cla-policy.rb and the supply-chain tests are unchanged. A re-run changes no policy: the same trusted workflow runs again on the same head.

Risk

Low. The job is continue-on-error, scheduled or dry-run dispatch, and its only write is rerun-failed-jobs. Compared with before, it re-runs fewer guards (only with evidence) and more forks. It holds a Linux runner for up to 15 minutes before a near reset.

Tests

tests/test_cla_quota_rerun.py has 20 cases. They cover:

  • main and feat-cmux-next bases, with other bases skipped
  • a run whose own pull request is into another base
  • per-base reads
  • a fork matched by its head
  • a guard's own 403
  • a 403 after the reject, which is not evidence
  • a bare reject: never re-run, warned
  • installation-limit evidence inside and outside the window
  • a secondary limit, which is not evidence
  • one pass just after a near reset, a low budget after the reset, a far reset that is not waited for
  • the floor cap

They passed on cmux-ci, along with unittest discover -p 'test_ci_*.py' (2345 tests) and check_workflow_concurrency.py.

Summary by CodeRabbit

  • CI Improvements
    • CLA checks retry qualifying rate-limit and API-failure errors for open pull requests targeting main or feat-cmux-next, including pull requests from forks.
    • Retries are limited to recent failures on the latest pull request revision and subject to an attempt cap. Guard rejections without API-failure evidence are not retried.
    • Reruns run through a scheduled or manually triggered workflow; manual runs include a dry-run option.
    • Reruns respect API request limits, briefly waiting for a budget reset when appropriate and adjusting retry capacity to available budget.

…ailure; cover forks

cla_quota_rerun.py re-ran every CLA policy guard failure up to attempt 8 with
no evidence, and skipped fork pull requests (GitHub lists no pull request on
a fork's run). Now it matches runs to open pull requests into main and
feat-cmux-next by head SHA, and re-runs a guard reject only when its own log
shows a 403 or rate limit before the reject, or a CLA Assistant job hit the
installation rate limit within 15 minutes of it. Any other reject is left
alone with a warning: possibly a real policy rejection. A spent budget now
logs its reset time.

Walkthrough

The CLA quota rerun workflow now runs on a schedule or manual dispatch. The script matches recent workflow failures to open pull requests targeting main or feat-cmux-next, including fork runs, and selects reruns based on rate-limit budget and failure-log evidence.

Changes: CLA quota rerun workflow

Layer / File(s) Summary
Schedule and invoke the rerun script
.github/workflows/ci-cla-quota-rerun.yml, .github/workflows/ci-queue-janitor.yml
A new workflow adds scheduled and manual runs, token-gated checkout and script execution, and removes the prior janitor job that invoked the script.
Match workflow failures to pull requests
scripts/ci/cla_quota_rerun.py, tests/test_cla_quota_rerun.py
The script calculates the available rerun budget and matches recent completed failures to open pull-request heads for configured base branches. Tests cover budget waits, rerun caps, and pull-request matching.
Check failure evidence before rerunning
scripts/ci/cla_quota_rerun.py, tests/test_cla_quota_rerun.py
The script selects guard reruns only when qualifying API-failure evidence appears in the guard log or in a recent rate-limited Assistant run. Tests cover evidence timing and exclusion cases.

The scheduled re-run will often skip CLA policy guard failures caused by API quota, because the validator never writes the API error into the job log. Those pull requests stay blocked until someone re-runs the check by hand. A narrow shared-SHA case can also hide an eligible failure. Fix the guard evidence signal before relying on this workflow.

Full details: Cmux Cloud Persistent Session And Early Input

Explanation

PASS. The pull request changes only CLA quota workflows, the CLA rerun script, and its tests. It introduces no Cloud terminal creation, cmux-tui transport, manual renderer, PTY readiness, input ownership, auth, revision, idempotency, or lease behavior covered by the rule.

Full details: Cmux Browser Automation Off-Main

Explanation

PASS. The pull request changes only CI workflows, scripts/ci/cla_quota_rerun.py, and its tests. It does not change Sources/TerminalController.swift or Packages/macOS/CmuxControlSocket/Sources/CmuxControlSocket/Wire/ControlCommandExecutionPolicy.swift, and the diff contains no browser automation commands or WebKit/AppKit routing. The rule is therefore not applicable.

Full details: Cmux Cache Substitution Correctness

Explanation

The pull request changes only Python and YAML files: scripts/ci/cla_quota_rerun.py, its Python tests, and workflow files. It introduces no production Swift, TypeScript, or JavaScript changes, so the cache-substitution condition does not apply.

Full details: Cmux Swift Concurrency

Explanation

The pull request changes only GitHub workflows, Python code, and Python tests. The authoritative diff contains no Swift files or Swift code, so it does not introduce or expand any legacy Swift concurrency pattern.

Full details: Cmux Swift `@Concurrent`

Explanation

The pull request changes only two workflow files, one Python script, and one Python test file. The authoritative diff contains no Swift or Swift interface files, so the Swift @concurrent check is not applicable.

Full details: Cmux Swiftpm Lockfiles

Explanation

PASS. The PR changes two GitHub workflow files, one Python script, and one test file. It does not change any cmux-owned Package.swift, Package.resolved, .gitignore, or Xcode project package reference. Therefore, no SwiftPM lockfile update is required. The workflow action references remain unchanged, and no vendored third-party policy is altered.

Full details: Cmux User-Facing Error Privacy

Explanation

PASS — The changed output is limited to the internal GitHub Actions workflow and CI script. The script is invoked only by .github/workflows/ci-cla-quota-rerun.yml, and its warnings and status lines are operator diagnostics. No app UI, product CLI, or product API path reaches a cmux end user. The rule explicitly permits provider names and recovery details in internal CI.

Full details: Cmux Full Internationalization

Explanation

PASS. The diff changes only CI workflows, a CI maintenance script, and tests. Added strings are workflow labels, operational warnings, and CI status/log output, which the rule permits as operational/developer-facing output. No Swift, string catalog, Info.plist, web UI, API response, rendered markdown, changelog, next-intl, or locale-message files changed.

Full details: Cmux Swiftui State Layout

Explanation

The pull request changes only GitHub workflow YAML, a Python script, and Python tests. The diff adds no Swift or SwiftUI code and introduces none of the listed state, layout, or render-time mutation patterns.

Full details: Cmux Architecture Rethink

Explanation

PASS: The pull request changes only GitHub workflow YAML, Python, and Python tests. The authoritative diff contains no Swift, Xcode, AppKit, or SwiftUI files, so the Swift architectural rethink criteria do not apply. The added reset wait is Python CI behavior, not a Swift architecture change.

Full details: Cmux Swift Auxiliary Window Close Shortcuts

Explanation

The pull request changes only two GitHub workflow files, one Python script, and one Python test file. It introduces no Swift code and no cmux-owned auxiliary window. The Swift auxiliary-window close-shortcut check is not applicable.

Full details: Cmux Source Artifacts

Explanation

All four changed paths are intentional repository content: a GitHub Actions workflow, a workflow cleanup, a hand-written CI script, and its test file. The diff adds no logs, screenshots, recordings, caches, build output, dependency checkout, temp directory, or broad artifact directory. The removed janitor job is artifact cleanup by replacement, which the rule permits.

Full details: Cmux No Test Or Debug Seam In Production Source

Explanation

The pull request changes only workflow YAML, Python, and test Python files. It adds no Swift file and changes no Swift file under a production Sources/ path, so the specified production test/debug seam condition does not apply.

Full details: Cmux No Hacky Sleeps

Explanation

The prior failure remains. The diff adds time.sleep to production scripts/ci/cla_quota_rerun.py: when the rate-limit reset is within 15 minutes, main waits until 20 seconds after the reset and then reads /rate_limit again (lines 275-281). This is a wall-clock wait used to coordinate a shared network quota state. The injected sleep callable only supports tests and is not a cancellation-aware scheduler. The repository rule explicitly rejects fixed waits for network or shared-state readiness, even when the wait runs once. The workflow YAML is out of scope, but the covered runtime script contains the violating delay.

Resolution

Remove the in-process time.sleep and return when the budget is low. Let the scheduled workflow perform the next pass after the reset. If an immediate post-reset pass is required, use a workflow-owned trigger or a cancellation-aware scheduler with a bounded deadline and tests.

Full details: Cmux Algorithmic Complexity

Explanation

The prior complexity defect remains in the changed production code. At scripts/ci/cla_quota_rerun.py:230, extra contains all recent failed assistant runs. For each guard at lines 232-251, the code scans extra from the beginning until it finds evidence or reaches the end. The worst case is O(G×A), where G is guard candidates and A is assistant runs. MAX_GUARD_READS limits API log reads, but it does not limit this in-memory traversal. The diff includes no indexed evidence plan, small-input justification, or benchmark.

Resolution

Build one evidence index for assistant completion timestamps. Sort the timestamps once or use a dictionary plus binary-searchable timestamp list. Query each guard’s 15-minute window with indexed lookups, while preserving the log-read cap. Target approximately O(A log A + G log A + matches) instead of rescanning all assistant runs for each guard.

Trigger both CLA workflows for feat-cmux-next.

Both workflows restrict pull_request_target to main. The issue_comment path in cla.yml only searches for and reruns an existing pull_request_target run; it does not create one. The janitor therefore cannot find actual CLA runs for pull requests targeting feat-cmux-next. Existing runs previously triggered for main do not provide coverage for the new target.

…vidence only; per-base PR reads

- When GITHUB_TOKEN's budget is low and resets within 15 minutes, the pass
sleeps until just after the reset and reads it once more: one planned pass
per reset, before push-triggered workflows drain it again.
- Moved to its own workflow (ci-cla-quota-rerun.yml) and concurrency group,
so a pass waiting for the reset never holds the macOS sweep.
- The floor drops to 10% and caps re-runs at RERUN_COST calls each, so the
pass never drains the budget itself.
- A guard reject borrows evidence only from "API rate limit exceeded for
installation", not a secondary or user rate limit.
- Open pull requests are read per base; a run whose own pull request is into
  another base is left alone.

Make guard API failures observable before requiring log evidence.

When gh api fails, Open3.capture3 captures stderr and api_json stores it in PolicyError. The top-level rescue discards the exception message and emits only the generic rejection. Therefore, guard_api_failure cannot detect this failure from the guard log.

Emit a distinct, safe API-failure marker from the trusted validator, or provide equivalent failure evidence before applying this filter. The visible 403 fixture does not model the captured-error path.

Select the newest eligible run per pull request, not per SHA.

Two pull requests can share a head SHA and independently trigger pull_request_target runs. cla.yml also runs when a pull request closes. A newer successful run, or a newer run for a now-closed pull request, can replace an older failed run for an open pull request before pull_number checks identity.

The pull_requests filtering does not prevent this. It filters the already-selected run, so it can discard the newer run without restoring the older failure. Filter each listed run to its eligible pull request before selecting the newest run. This is a narrow edge case, so the impact is minor rather than major.
