ci(queue janitor): retry a read on a 5xx; one unreadable run skips only that run - #25403
At 08:08Z on 2026-10-26 the queue janitor (run 40290134950) failed on a single GET /actions/runs/40288637818/jobs that returned 502. GitHub.request() did not retry it, and any failed job listing ended the sweep before it wrote the macOS pool snapshot.
The snapshot went stale; the newest was from 07:55Z. The cmux-next cascade reads that snapshot, so it then sent no job to Blacksmith ("no pool snapshot under 15 min old to count Blacksmith's queue; no job leaves the minis' queue"). The feat-cmux-next push Release compile 121466224653 (run 40291067104, the #25360 merge) was left queued on the busy glaeda-side-std-xcode-26.6, and nightly-next can't promote without it.
Fix
Retry reads.GitHub.request() repeats a read (a GET, or a GraphQL query) after 2 s and then 6 s (RETRY_DELAYS) when it gets a 500, 502, 503 or 504, or a dropped connection. After that it fails as before. A write (cancel, re-run, dispatch) is never repeated, since the first attempt may have taken effect.
One unreadable run no longer ends the sweep. If a run's job listing still fails, read_run_jobs() leaves that run out and the snapshot is still written from every other run. The snapshot is marked starved_incomplete (so no starved-label issue is closed as recovered) and names the run in unread_runs. That sweep then decides nothing: no cancel, re-run or orphan cancel. A partial inventory would misjudge the other runs too (a newer run at the same head, the pool's wait p90). Pending re-runs carry forward unchanged.
Truncated responses are retried too. A dropped or truncated response, while opening it or reading it (http.client errors, resets, timeouts), is retried like a 5xx.
Rate limits still stop the sweep. A rate limit raises RateLimited and ends the sweep, as before.
Risk
A skipped run's demand is missing from that one sweep's snapshot, and that sweep cancels nothing. The next sweep, 10 minutes later, reads it again and acts as before.
The worst case adds 8 s per failing read.
This replaces test_a_failed_listing_of_a_branch_run_fails_the_sweep_like_any_other, which pinned the old stop-on-any-failure behaviour, with test_a_failed_listing_skips_its_run_and_marks_the_snapshot_partial.
a read is made again after a 502 and after a dropped connection, with the configured delays
the retries are bounded
a POST write is not repeated, while a GraphQL query is
truncated and dropped responses, while opening and while reading, are made again
with one unreadable run the snapshot is still written and names it, the ghost run a full sweep cancels is not cancelled, and a pending re-run is carried forward (OrphanSweepTests.test_an_unreadable_run_writes_the_snapshot_and_cancels_nothing; turning the guard off fails it)
a rate limit still ends the sweep
On cmux15, test_ci_queue_janitor.py, test_ci_starved_labels.py and test_ci_owned_pool_rescue.py all pass: 418 tests.
CI queue checks now retry temporary failures when reading run and job information, including server errors and connection or timeout issues. Read-only GraphQL requests are also retried; write requests are not.
When job details can’t be retrieved, the sweep records the affected runs in an incomplete snapshot and skips cancellation, rerun, and orphan-processing actions.
Rate-limit failures continue to stop the sweep rather than being treated as ordinary read errors.
…ly that run
At 08:08Z on 2026-10-26 one 502 on a run's job listing ended the sweep before
it wrote the macOS pool snapshot. The snapshot went stale, the cmux-next
cascade then sent no job to Blacksmith ("no pool snapshot under 15 min old"),
and a feat-cmux-next push's Release compile waited on a busy owned label.
GitHub.request() makes a read (GET or a GraphQL query) again after 2 s and 6 s
on a 500/502/503/504 or a dropped connection; a write is not repeated. A run
whose job listing still fails is skipped for this sweep (read_run_jobs()), and
the snapshot is written from every other run, marked starved_incomplete with
the unread run ids. A rate limit still ends the sweep.

The queue janitor retries transient failures on read requests. When job listings fail for individual runs, it writes an incomplete snapshot with their IDs and skips cancellation, rerun, and orphan processing. Rate-limit failures still propagate.
GET requests and GraphQL queries retry selected transient failures after configured delays. Writes are not retried. Rate-limit responses use a distinct exception. Tests cover retry success, exhausted retries, transport failures, and write behavior.
Continue sweeps with unreadable runs scripts/ci/queue_janitor.py, tests/test_ci_queue_janitor.py
The sweep excludes unread runs from decisions and records their IDs in an incomplete snapshot. It carries forward pending reruns and returns before cancellation, rerun, or orphan processing. Tests cover partial snapshots, skipped actions, and rate-limit propagation.
manaflow-ai/cmux#25224: Both changes define GitHub.request handling for rate-limit failures.
manaflow-ai/cmux#25328: Both changes affect job-listing reads for inventoried runs, including cmux-next runs.

A failed read can still leave the pool snapshot stale, and an incomplete snapshot can mislead routing. Rate limits do not consistently stop the sweep. Resolve these paths before merging.

The production diff stays linear in the run inventory. read_run_jobs() scans runs once, and the later unread filtering scans it once more. GitHub.request() retries over the fixed three-element sequence RETRY_DELAYS + None; GitHub.jobs() remains capped at MAX_JOB_PAGES. It adds no logs, screenshots, recordings, temporary or cache directories, dependency checkouts, build output, or broad artifact directories.
Full details: Cmux No Test Or Debug Seam In Production Source
Explanation
The pull request changes only scripts/ci/queue_janitor.py and tests/test_ci_queue_janitor.py. The reviewed diff contains no Swift file under a production Sources/ path, so this custom check does not apply.
Full details: Cmux No Hacky Sleeps
Explanation
The diff adds a direct time.sleep(delay) in production GitHub.request() at scripts/ci/queue_janitor.py:2530. The new fixed 2 s and 6 s waits back off network retries. The request API has no cancellation signal or injectable wait abstraction. Tests only patch time.sleep and assert the fixed delays at tests/test_ci_queue_janitor.py:1430-1434; they do not test cancellation. This violates the rule for retry logic that depends on wall-clock time.
Resolution
Replace the direct retry time.sleep() with a dedicated cancellation-aware, bounded retry/timeout abstraction. Pass the sweep cancellation or completion signal into it, provide an injectable wait mechanism for tests, and add coverage that cancellation interrupts the backoff while preserving bounded retry behavior.
Full details: Description check
Explanation
The description provides detailed problem, fix, risk, and test information, but it does not follow the required template. It omits the required Summary, Testing, Changelog, Proof, and Checklist sections.
Resolution
Reorganize the description using the required headings. Move the problem and resulting behavior into Summary, document commands and results under Testing, add a Changelog line or none, add a Proof statement explaining that the change is CI-only, and complete the Checklist.

Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Let rate limits stop every sweep stage.
RateLimited is a RuntimeError, so the except RuntimeError around the owned-pool marker read at Line 2911 catches a rate limit and continues. That path can write a snapshot without the marker while the token is out of budget. Other optional reads also catch RuntimeError. Re-raise RateLimited before those handlers, or give it an exception type that the optional-read handlers do not catch.

…s nothing
Review: skipping one unreadable run still let the sweep misjudge others
(a newer run at the same head, the wait p90) and act on pending re-runs.
With any run unread the sweep now writes the snapshot, carries pending
re-runs forward unchanged, and returns before any cancel, re-run or orphan
decision. Truncated or dropped responses (http.client errors, OSError) are
retried like a 5xx.

Review: an unread run holding the only running job on a fleet label made
another run's queued job there read as starved, and the alert would open an
issue. With any run unread the snapshot's starved list is empty (and marked
incomplete), so no starved-label issue is opened, updated or closed.

Make pool routing reject snapshots marked starved_incomplete.
pr_runner_pool.py reads snapshot pool counts without checking whether the snapshot is partial. A snapshot that omits unread runs can understate queued and committed demand. Routing can then treat that pool as having free capacity and send new jobs to a busy pool. Routing should not use a snapshot with starved_incomplete set, or it should treat the unread runs as occupied capacity.

Retry truncated JSON responses.
If a response ends early but response.read() returns bytes, json.loads(raw) raises JSONDecodeError. This exception bypasses _Transient and read_run_jobs, so a transiently truncated job listing stops the sweep without a snapshot. Classify a JSON decode failure on a read as transient and retry it within the existing bound.

Write the partial snapshot before optional decision lookups.
If one job listing fails, main still calls github.pull_requests(branches) before writing the snapshot. If that lookup fails, the outer RuntimeError handler exits without a partial snapshot. Skip decision-only lookups when unread is nonempty, or write the partial snapshot before making them.

RateLimited is caught by both optional-read handlers. The previous-state handler can re-raise it into the existing sweep-level handler. The marker loop is outside that handler, so it must print the rate-limit budget and return failure directly.

…or a skipped fallback
Review:
- FIRST_JOBS reordering spent the idle-mini count on the Release compile, so
with one idle mini it got no slot and raced on the busy side label. The
count now goes to the run's other jobs first.
- With the push's fleet fast check running, its Mac fallback runs only
without a verdict (on its own route), so release-compile leaves
CASCADE_RUNS and FIRST_JOBS instead of holding a slot.
- The no-snapshot placement is dropped: without a queue count it cannot tell
a moving label from a stalled one; #25403 keeps the snapshot fresh instead.

no fallback at all (08:16Z, after a janitor sweep failed).
Now a push's attempt 1 takes the cascade's Blacksmith slot for release-compile
before the owned label (the cascade gives one only when no idle mini takes
it), FIRST_JOBS puts the Release compile first in the run's cascade order, and
with no snapshot that one job takes a Blacksmith label running jobs now with
room under CAPACITY.

* ci(cmux-next): idle minis go to the run's other jobs first; no slot for a skipped fallback

Problem
At 08:08Z on 2026-10-26 the queue janitor (run 40290134950) failed on a single
GET /actions/runs/40288637818/jobsthat returned 502.GitHub.request()did not retry it, and any failed job listing ended the sweep before it wrote the macOS pool snapshot. The snapshot went stale; the newest was from 07:55Z. The cmux-next cascade reads that snapshot, so it then sent no job to Blacksmith ("no pool snapshot under 15 min old to count Blacksmith's queue; no job leaves the minis' queue"). The feat-cmux-next push Release compile 121466224653 (run 40291067104, the #25360 merge) was left queued on the busy
glaeda-side-std-xcode-26.6, and nightly-next can't promote without it.Fix
GitHub.request()repeats a read (a GET, or a GraphQL query) after 2 s and then 6 s (RETRY_DELAYS) when it gets a 500, 502, 503 or 504, or a dropped connection. After that it fails as before. A write (cancel, re-run, dispatch) is never repeated, since the first attempt may have taken effect.read_run_jobs()leaves that run out and the snapshot is still written from every other run. The snapshot is markedstarved_incomplete(so no starved-label issue is closed as recovered) and names the run inunread_runs. That sweep then decides nothing: no cancel, re-run or orphan cancel. A partial inventory would misjudge the other runs too (a newer run at the same head, the pool's wait p90). Pending re-runs carry forward unchanged.http.clienterrors, resets, timeouts), is retried like a 5xx.RateLimitedand ends the sweep, as before.Risk
