ci(cla-rerun): wait out a 403/429 spent budget, exit 1 when the reset is past the deadline - #26316
The CLA quota re-run janitor ended green on a GitHub 403 while the CLA checks it exists to re-run stayed red. Coordinator ask: "It should treat a 403 (and a 429, or any response with X-RateLimit-Remaining 0) as a spent budget: wait until the reset in X-RateLimit-Reset, or Retry-After if that's given, then re-run the rejected CLA checks. Keep the wait bounded by the job's timeout. If the reset falls past the job's timeout, exit non-zero with the reset time, so the next scheduled tick picks it up instead of reporting green."
Evidence (2026-10-26T17:20Z to 2026-10-27T17:20Z, after #25525)
Janitor run 40421600026 (23:42Z) logged only ##[warning]HTTP Error 403: Forbidden and ended success, with no wait and no re-run.
Over that day, 40 quota-caused CLA episodes stayed red for more than 15 min. The worst was 37.9 min (#22901, guard red at 23:36Z, green at 00:14Z after the reset).
Change
GitHub.request turns an HTTP 403, an HTTP 429, or any error with X-RateLimit-Remaining: 0 into SpentBudget, which carries Retry-After and X-RateLimit-Reset. A successful response with X-RateLimit-Remaining: 0 stops the next call the same way. The free /rate_limit read is judged by its body: a workflow token at 0 that the pass cannot wait out is a spent budget, while one under the floor but above 0 still ends green, as before. Other HTTP errors stay warnings, as before.
main runs the pass again once the budget is back: after Retry-After when it is given, otherwise just after X-RateLimit-Reset (+20 s), otherwise after 60 s. This happens at most 3 times, all within PASS_DEADLINE (43 min; the step timeout is 44, the job timeout 47). Runs this job has already re-run are skipped when the pass runs again, and they take no slot. Every call checks the wall-clock deadline. A call that runs into the deadline exits 1 rather than ending as a warning, and a wait leaves 2 min of the pass free for the work after it.
When the resume time falls past the deadline, or the retries run out, the pass prints ::error with the time and exits 1. The job-level continue-on-error: true is removed so that the run shows red; the token-mint step keeps its own continue-on-error. The existing wait for a near reset is now also bounded by the deadline.
Before / after
Before: a 403 gives exit 0 and a green run, with no re-run.
After: a 403 with a reset 6 min out waits 380 s and then re-runs. A 429 with Retry-After: 30 waits 30 s. A reset past the deadline exits 1 with spent until HH:MM:SSZ.
Tests
tests/test_cla_quota_rerun.py has new tests: the 403 wait and re-run, the 429 Retry-After wait, remaining 0 on another status, the deadline exit 1, the retry cap, other HTTP errors staying warnings, and the workflow bound (step timeout above PASS_DEADLINE, no continue-on-error). With the fix, 36 of 36 pass. Without it, the new tests fail.
Review: Codex gpt-6-astra at xhigh, three rounds; SHIP at the head. Risk: low. The only workflow change is that a janitor run which cannot finish its pass now shows red. No new secrets, no permission change.
A janitor pass that hit a 403 logged a warning and ended green while the
CLA checks it should have re-run stayed red. Treat a 403, a 429 or
X-RateLimit-Remaining 0 as a spent budget: wait for Retry-After or
X-RateLimit-Reset and run the pass again, within PASS_DEADLINE (43 min,
under the step's 44). A resume time past the deadline exits 1 with the
time, and the job no longer has continue-on-error, so the run shows red.

…er call, no double re-run
- A successful response with X-RateLimit-Remaining 0 stops the next call
(except the free /rate_limit read, judged by its body); a workflow token
spent to 0 with its reset too far to wait for exits 1 with the time.
- Every call checks the wall-clock deadline and bounds its timeout by it;
a wait leaves PASS_TIME (2 min) for the pass.
- A pass run again skips the runs this job already re-ran.
- Tests drive GitHub.request itself with urlopen mocked.

The CLA quota rerun script detects spent GitHub API budgets, waits and retries within a fixed deadline, and returns failure when it cannot resume in time. The workflow no longer marks job failures as successful. Tests cover response classification, retry timing, deadline handling, and workflow settings.
The script classifies qualifying HTTP errors and zero-remaining responses as spent-budget errors. It selects resume timing from Retry-After, reset time, or a fallback. API requests are bounded by the pass deadline. Tests cover classification, headers, and deadline behavior.
Pass planning and bounded retries scripts/ci/cla_quota_rerun.py, tests/test_cla_quota_rerun.py
one_pass checks the workflow-token budget, can wait for one near reset, and skips reruns already completed. main retries spent-budget errors up to three times and returns 1 when it cannot resume within the deadline. Tests cover retry limits, duplicate reruns, and exit status.
Workflow result and behavior validation .github/workflows/ci-cla-quota-rerun.yml, scripts/ci/cla_quota_rerun.py, tests/test_cla_quota_rerun.py
The workflow no longer sets continue-on-error: true and documents the bounded wait behavior. Tests verify failure settings and pass outcomes.

Full details: Title check
Explanation
The title names the main change: the CLA quota re-run janitor now waits out a 403/429 spent GitHub API budget and exits 1 when the reset falls past the pass deadline. It is specific, scoped to the ci(cla-rerun) area, and matches the changeset (workflow, script, and tests) and the PR objectives.
Full details: Description check
Explanation
The description follows the required template in its main parts. It has a Summary that states the problem and the resulting behavior, a Testing section that names the test file, the test counts, and the before/after state, and a Changelog-style content is missing as an explicit labeled line. The Proof section is absent, and the Checklist is absent. The Testing section does not separate tests added from tests executed in a named CI lane, and it does not include an Observed / Not run subsection even though the PR is a bug fix. The template also asks for a Changelog line or 'none' for internal-only changes, which is missing. These are gaps, but the core content is present and detailed, so the description is mostly complete.
Resolution
Consider adding: a Changelog section (for this CI-only change, 'none' is sufficient), an explicit Proof line stating CI only, and an '### Observed / Not run' subsection under Testing because this is a bug fix. Also state the command used to run tests and the CI lane that ran them, and note the Checklist items that do not apply or delete them.

PASS: The pull request changes only one workflow file, one Python production script, and one Python test file. The authoritative diff contains no Swift files under a production Sources/ path, so this custom check is not applicable.
Full details: Cmux No Hacky Sleeps
Explanation
The PR introduces a production network-retry wall-clock wait. A SpentBudget from a 403, 429, or zero remaining budget reaches main, which calls clock.sleep() at scripts/ci/cla_quota_rerun.py:468; Clock.sleep() delegates directly to the injected callable, whose production default is time.sleep at line 438. The code checks the deadline before sleeping, but it has no cancellation signal or interruptible wait, and the added tests contain no cancellation coverage. This matches the rule's retry and network delay failure condition.
Resolution
Replace the direct time.sleep retry wait with a dedicated cancellation-aware retry/timeout abstraction. The abstraction must interrupt on cancellation, enforce the remaining PASS_DEADLINE during the wait, and retain tests for Retry-After, reset, fallback, deadline, and cancellation behavior. Keep the existing CI orchestration wait separate from runtime retry logic.

Minor · Functional Correctness · Quick win
Fix test_a_retried_pass_never_reruns_a_run_twice. It passes without the skip change.
The test assumes plan re-runs run 1 first. It does not. rotated starts at (int(now.timestamp()) // 600) % len(runs). For NOW (2026-10-26 04:30Z), timestamp // 600 is 2988315, which is odd. The start slot is therefore 1, and the order is [2, 1].
Run 2 is the first POST, and it fails with 403. Run 1 is not accepted in pass 1, so the retry pass sees an empty done set. Pass 2 posts run 2, then run 1. sorted(fake.posts) equals [rerun_path(1), rerun_path(2)].
The same result occurs if skip=done is removed from plan. The comment "run 1, accepted first" is wrong. This test does not cover the stated behavior.
Compute the failing run from rerun.rotated. The test then holds for any NOW. The existing sorted(...) assertion catches a duplicate POST, such as [1, 1, 2], if skip stops working.
💚 Proposed fix
- fake = FakeGitHub([run(1, "a" * 40, number=1), run(2, "b" * 40, number=2)], [], {1: LIMITED_LOG, 2: LIMITED_LOG})- fake.fail("POST", rerun_path(2), 403) # run 1, accepted first, still lists as failed+ runs = [run(1, "a" * 40, number=1), run(2, "b" * 40, number=2)]+ fake = FakeGitHub(runs, [], {1: LIMITED_LOG, 2: LIMITED_LOG})+ # plan() rotates by time slot. Fail the run it re-runs second, so the first run+ # is accepted in pass 1 and still lists as failed in pass 2.+ second = [r["id"] for r in rerun.rotated(runs, NOW)][1]+ fake.fail("POST", rerun_path(second), 403)
self.sweep(fake)
self.assertEqual(sorted(fake.posts), [rerun_path(1), rerun_path(2)])
Based on learnings: "The test must fail without the fix" (REVIEW.md red/green rule).

Other HTTP errors stay warnings, as before.mainruns the pass again once the budget is back: afterRetry-Afterwhen it is given, otherwise just afterX-RateLimit-Reset(+20 s), otherwise after 60 s. This happens at most 3 times, all withinPASS_DEADLINE(43 min; the step timeout is 44, the job timeout 47). Runs this job has already re-run are skipped when the pass runs again, and they take no slot. Every call checks the wall-clock deadline. A call that runs into the deadline exits 1 rather than ending as a warning, and a wait leaves 2 min of the pass free for the work after it.::errorwith the time and exits 1. The job-levelcontinue-on-error: trueis removed so that the run shows red; the token-mint step keeps its owncontinue-on-error. The existing wait for a near reset is now also bounded by the deadline. Before / after

tests/test_cla_quota_rerun.pyhas new tests: the 403 wait and re-run, the 429Retry-Afterwait, remaining 0 on another status, the deadline exit 1, the retry cap, other HTTP errors staying warnings, and the workflow bound (step timeout abovePASS_DEADLINE, nocontinue-on-error). With the fix, 36 of 36 pass. Without it, the new tests fail.Review: Codex gpt-6-astra at xhigh, three rounds; SHIP at the head. Risk: low. The only workflow change is that a janitor run which cannot finish its pass now shows red. No new secrets, no permission change.
