Preserve release-surface authorization before moving needs-ack.
When the guard returns needs-ack, guard.move rejects the decision because it requires an approved decision. The changed workflow therefore fails the Move nightly-next step instead of moving the ref. Restore the approval path or update the guard contract and its tests together.

…cx-q1lnl) 134 main commits since the last sync (3e7ed5a). Full rename detection (merge.renameLimit=100000). manaflow-ai#21310 (0d5316d, export npm_config_prefix) is now on main; it is a superset of feat's manaflow-ai#21311 copy, so the resume workflows keep one version (main's). No Swift, Rust, Go or package manifest change survives the merge (daemon/remote/go.mod unchanged). Conflict choices: - 209 modify/delete and 1 rename/delete in the legacy app, legacy CLI, cmuxTests, legacy Swift packages and Resources/Localizable.xcstrings: kept deleted. - cmux.xcodeproj/project.pbxproj, cmux.xcworkspace/contents.xcworkspacedata, docs/cli-contract.md, tests/test-execution.toml: feat-cmux-next's side. - ci-macos.yml, seed-derived-data.yml, restore-app-host-test-product.sh, package-test-lane.sh (CmuxTextActions), tests/test_ci_change_areas.py (app-host admission block): feat's side; main's rsync --no-times edits are for CmuxAgentJournal framework staging that feat deleted. Main's new merge-gate change-area test merged in. - scripts/ci/compile-app-host-test-product.sh: main's logic (the legacy cmux target builds without the compilation cache on every Xcode); the test (test_ci_test_compilation_cache_seed.sh) keeps feat's one-scheme checks with main's every-Xcode loop. - nightly.yml and tests/test_nightly_universal_build.sh: feat's side (feat already had manaflow-ai#21761's empty DerivedData start via manaflow-ai#21762, plus the nightly-next build-state prepare and its no-replay check; manaflow-ai#21544's promotion change was already on feat via manaflow-ai#21533). Feat's WRITER gate, live HOLD read, recovery guard, legacy-identity split, Mach-O floor, macOS 15 launch job and bash 3.2 parse hardening kept. - scripts/gh-merge-green: main's version (multiple freeze tokens manaflow-ai#21584, merge-tree merged head manaflow-ai#21576, missing Swift path refusal manaflow-ai#21560, risk evidence manaflow-ai#21692) plus feat's "cmux-next Swift canary" required check, freeze expiry and owner/pr/head metadata, and the canonical merged path. - scripts/install-cmux-tui-client.sh: union of the header comments (main's total download budget manaflow-ai#16305 and feat's attestation retry text). - web/data/cmux-shortcuts.ts: feat's generated table. - web/services/vms/workflows.ts: feat's doc comment on requireUserVm. - Run API: feat's version (manaflow-ai#21337, open lanes manaflow-ai#21634/manaflow-ai#21305 build on it). web/services/runs/*, web/app/api/runs/*, web/db/schema.ts run tables: feat's side. Main's parallel Run API (manaflow-ai#21444, manaflow-ai#21468, manaflow-ai#21473, manaflow-ai#21477, manaflow-ai#21484, manaflow-ai#21488, manaflow-ai#21492, manaflow-ai#21495, manaflow-ai#21467, manaflow-ai#21517, manaflow-ai#21573, manaflow-ai#21596) is NOT ported: its runs services, cron route and vercel.json cron, admission probe, run migrations 20261017150000/20261018000000/20261018110000/ 20261018120000 and their tests are removed here, and cloud-vm-dogfood.yml / dogfood-journey.mjs stay feat's (main's staging dogfood deploy changes manaflow-ai#21556-manaflow-ai#21617 and manaflow-ai#21424-manaflow-ai#21428 not ported). main replaced the inline promote script with the promote guard (scripts/ci/promote-nightly-next.mjs, #21049/#21173) and retired the release-surface approval (#21544). This merge takes main's nightly.yml, guard and admission test, and adapts tests/test_nightly_next_promotion_queue.py to run the promote job's real Decide and Move step scripts. It is red on main's guard, which drops a newer request evicted from the promote queue: AssertionError: nightly-next stopped at OLDER; the cancelled request for NEWER was dropped (requests that ran: ['RUNNING', 'OLDER']) Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…te queue The promote job keeps one concurrency group without cancel-in-progress, so GitHub keeps one waiting request and cancels it when another arrives. A late request for an older commit could evict the waiting request for a newer one. decideNewest() only recovered requests waiting at the release-surface approval, which #21544 retired. The guard now reads cancelled nightly.yml dispatch runs on main from the last day (run-name "Promote nightly-next to <sha>"), keeps those whose promote-nightly-next check run carries GitHub's queue-eviction annotation, and treats them like dead waiters: a newer one is decided through the same decide() guard before the request's own commit, falling back when refused. A person's cancel, a dry run and an unreadable annotation are not recovered; a read error leaves a warning and decides the request's own commit. The promote job gains checks: read. python3 tests/test_nightly_next_promotion_queue.py -> PASS python3 tests/test_nightly_promotion_admission.py -> PASS (49 cases) Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

The regression now runs the serialized job after GitHub cancels the waiting newer request. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> * fix(nightly): promote a newer request GitHub cancelled in the promote queue Promotion requests carry their commit in the run title; the serialized promote job promotes the newest request cancelled in the last day that is newer than its own and passes the same Release compile admission. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> * fix(nightly): skip one unreadable cancel annotation instead of dropping every evicted request A 403 or 404 reading one cancelled run's annotations threw out of evictedPromotions, and scanWaiters then decided without any evicted request, so a newer evicted commit was lost. Skip that run with a warning and keep the rest. Other errors still fall through to the existing scan-level warning. … its live ack as main did (#21544) Row 28 of the 2026-10-27 nightly path audit. The promote guard and its approval jobs run only from main, which retired the live release-surface ack on 2026-10-18 (#21544, "move validated next promotions without approval"). feat-cmux-next's copies had drifted: its guard still required the exact-SHA Release compile (G2) and its approval jobs were live, so a sync from feat-cmux-next would have brought both back. - scripts/ci/promote-nightly-next.mjs is main's. - nightly.yml's promote, await-release-surface-ack and promote-nightly-next-acked jobs are main's (approval jobs if: false, the promote job moves a needs-ack decision), keeping this branch's runner. - .github/release-surface.txt takes main's policy line (@require_non_lander_approver off); its file list is unchanged. - The admission and queue tests are main's (the queue test with the ungreen case running again, as in the main fix); main's runner-label pin is left out, since tests/test_ci_nightly_off_blacksmith.py owns this branch's runners. No runtime effect: these jobs run only from main. The tick sync is a separate PR. Summary
Retire the
release-surface-ackapproval bottleneck in the guardednightly-nextpromoter. The release App now moves a validatedneeds-ackcandidate in the same compare-and-swap job; the legacy waiter and post-approval jobs remain structurally present but are disabled for workflow-contract compatibility. The classic
mainnightly publication path is unchanged. This only changes the auxiliary promotion that advances the protectednightly-nextref.Testing
