This PR extends scoped package parsing support from npm-only to all backend types in the CLI tool argument parser. Previously, only npm backends could correctly handle scoped packages like @antfu/ni@1.0.0, but now all backend types can parse these formats properly.
Key Changes
- Refactored the
parse_inputfunction to handle scoped packages generically for any backend type ending with ":" - Replaced npm-specific logic with backend-agnostic parsing that works for any package manager
- Simplified the parsing logic while maintaining backward compatibility

The magic number 1 represents the length of the '@' separator. Consider extracting this as a named constant or adding a comment to clarify what this offset represents for better code readability.

What
This PR enables backends other than npm to correctly parse package inputs with scopes and versions, such as '@antfu/ni@1.0.0'.
Why
I was attempting to add a bun backend via a custom plugin, but discovered that the current parser only handles this format correctly for the npm backend. This change resolves that limitation, allowing other package managers to parse scoped packages properly.
