Summary

  • For same-repo PRs, remap blob/main/ and tree/main/ GitHub URLs to local file://$PWD/ paths instead of making HTTP requests to GitHub
  • Eliminates 429 (Too Many Requests) errors from GitHub rate limiting for self-referencing links
  • Fork PRs continue using HTTP remaps since the files live in a different repo

Test plan

  • CI link check passes on this PR (the PR's own tests/test-links.md exercises all remap rules)
  • Verify fork PR behavior is unchanged (fork path preserved in else branch)

fix: remap same-repo GitHub URLs to local file paths

For same-repo PRs (non-fork), remap blob/main/ and tree/main/ URLs
to file://$PWD/ paths instead of GitHub URLs. This eliminates HTTP
requests to GitHub for self-referencing links, avoiding 429 rate
limit errors.

Fork PRs still use HTTP remaps (different repo, can't check locally).

## flint v0.20.0 — Rust rewrite

flint has been rewritten from scratch in Rust. The bash + Docker stack
is replaced by a fast, cross-platform native binary with no container
dependency.

### Highlights

- **Native binary** — no Docker, no bash wrappers; runs anywhere mise
can install a Rust crate
- **Parallel linting** — all checks run concurrently
- **Diff-aware** — only checks files changed since the merge base by
default (`--full` for everything)
- **`flint update`** — migrates obsolete `mise.toml` tool keys
automatically (e.g. `ubi:` → `github:`, `npm:markdownlint-cli` →
`npm:markdownlint-cli2`)
- **`flint hook install`** — installs a pre-commit hook without any mise
task knowledge
- **New linters**: `gofmt`, `google-java-format`, `ktlint`,
`dotnet-format`, `markdownlint-cli2`, `xmllint` (via `cargo:xmloxide`),
`license-header` (pure-Rust, no binary)
- **Windows support** — ktlint self-executing JAR handled via explicit
`java -jar` invocation
