Allow
rustto generate many non-Cloud APIs.Either remove the
languagesrestriction list altogether if addingrustrepresents a complete list of librarian languages OR addrustto the list if it is only a partial list. Entire entries are removed if the only reason for the entry was to add alangaugesrestriction list that excludedrust.Doing it all in one PR to avoid needing multiple librarian updates.
