Commit Message: kafka: add support for api versions request in mesh-filter
Additional Description: Add first request handler - api-versions requests are used by clients to actually figure out what protocol is used with Kafka brokers. This is comparatively trivial request, as we just reply with constants.
Also, Kafka-generated headers now contain new constants for request api keys and max known request version.
