Summary

  • replace the label-dependent one/two-lane policy with universal exact-head acceptance and adversarial receipts;
  • serialize every check writer through one non-canceling repository-wide workflow group;
  • reconcile every open protected-base PR to failure before a trusted default-branch receipt dispatch can validate one exact target;
  • fail closed on duplicate trusted exact-tuple checks by enumerating all check runs;
  • update the repository policy surfaces and focused governance tests to the accepted governance: serialize exact-head check writers with label-independent review policy #357 contract.

Architecture and scope

Implements the accepted architecture in #357, a native child of #218. This supersedes the frozen #355 / PR #356 implementation lane without changing or resolving its evidence.

This PR changes only governance workflow, validator, policy prose, and focused tests. It does not change product/plugin/package/installer/schema/retrieval/release/runtime behavior, the ruleset, collaborators, or live Eva.

Validation

  • focused governance suite: 60 passed;
  • actionlint: PASS;
  • Ruff: PASS;
  • Python compile: PASS;
  • diff check: PASS;
  • blind candidate acceptance: PASS 98;
  • blind candidate adversarial: PASS 96;
  • unresolved candidate findings: 0.

Delivery gate

Merge normally only after exact-head remote CI, exact-head two-lane AI receipts, zero unresolved threads, and a pinned-head barrier refresh. After merge, #357 still requires a disposable two-PR concurrency canary and a base-retarget canary before governance enforcement is claimed.

Closes #357.

AI Assistance: Codex implemented the accepted #357 architecture. Two blind read-only lanes reviewed the unchanged candidate; acceptance passed at 98 and adversarial passed at 96 after one coherent delta. The earlier claimed TypeError was disproven by the exact named test and the complete 60-test governance suite.

📝 Walkthrough

Priority Level: P4/NIT

No P0–P3 correctness, security, reliability, or regression issues identified from the provided change summary.

Confidence: 72%

The changes enforce distinct exact-head acceptance and adversarial receipts for all pull requests. They also add fail-closed validation, duplicate trusted-check detection, protected-base reconciliation, repository dispatch support, and focused governance tests.

Optional: Confirm the reported post-merge canaries before declaring governance enforcement complete. This is not required before merge.

Walkthrough

The PR makes acceptance and adversarial receipts mandatory for every pull request. The workflow now reconciles open pull requests, validates live exact-head state, and processes trusted repository_dispatch receipts with fail-closed checks. Confidence: 96%.

Changes

AI review gate policy

Layer / File(s) Summary
Mandatory two-lane policy
.agents/skills/land-pr/SKILL.md, .github/PULL_REQUEST_TEMPLATE.md, AGENTS.md, CONTRIBUTING.md, scripts/ai_review_gate.py, tests/test_ai_review_gate.py, tests/test_governance_policy.py
All pull requests require distinct exact-head acceptance and adversarial receipts with scores of at least 95 and zero findings. Labels cannot reduce these requirements. Tests cover risk classes, duplicate identities, and policy consistency.

Workflow reconciliation

Layer / File(s) Summary
Serialized workflow reconciliation
.github/workflows/ai-review-gate.yml, tests/test_ai_review_gate.py
The workflow accepts trusted repository_dispatch events, removes manual dispatch, uses non-canceling concurrency, reconciles open protected-base pull requests, and validates protected-branch context.

Receipt validation

Layer / File(s) Summary
Receipt and trusted-check validation
.github/workflows/ai-review-gate.yml
The workflow validates receipt payloads, live pull-request head and base state, changed files, unresolved threads, workflow identity, validator results, and duplicate trusted checks before emitting exact-head results.

Estimated code review effort: 4 (Complex) | ~45 minutes

Merge Risk: 🟠 High · up to 7dc6d

This PR changes governance validation to require exact-head, dual-lane receipts and serializes review writers, but the current policy guidance remains inconsistent and pending receipt dispatches can be lost, leaving valid pull requests falsely blocked until a retry. Merge should be held until the documented contract and dispatch durability are corrected.

Exact-head AI review receipt

  • PR/head: #358@7dc6d2597a3c570be5365d53d3b4b7457e36986a
  • base: 4fd03f3fae8f537a2234494c2c0a1131a7dd5689
  • reviewed binary diff digest: a80f91aa85dec20ef0e1005539b25d54d10cd7847ab1c9c3f956f8b91428c178
  • risk class: governance
  • acceptance: PASS 98, findings 0
  • adversarial: PASS 96, findings 0
  • trusted issuer run: 32741739337, PASS
  • candidate identity match: PASS

The receipts bind the exact PR/base/head, distinct reviewer/task/receipt IDs, policy version 1, integration 15368, and the reviewed evidence digest. They do not prove CI completion, merge, post-merge serialization behavior, canary outcome, product, release, runtime, fleet, customer, or Teams state.

Obsolete prior-head bot review on 7dc6d25. The two verified policy findings were fixed on 6f4717f and passed targeted acceptance/adversarial rechecks at 98/97; the duplicate was fixed, the unsupported queue suggestion was dispositioned false/not-applicable, and the diagnostics-only suggestion was accepted as a non-blocking tradeoff. All five threads are resolved and the seven required checks are green.

Final exact-head barrier

  • review threads: 5 total / 0 unresolved
  • prior-head change request: DISMISSED AS OBSOLETE after every finding received a terminal disposition
  • merge state: CLEAN
  • merge method authorized: normal protected merge commit only

Finding ledger:

  • review-pr one-lane policy: MERGE_BLOCKING / FIXED NOW;
  • AGENTS nonzero-resolved-findings wording: MERGE_BLOCKING / FIXED NOW;
  • duplicate review-pr finding: MERGE_BLOCKING / FIXED NOW;
  • queue-max suggestion: NON_BLOCKING / FALSE OR NOT APPLICABLE because repository actionlint rejects it and replaced pending receipts remain fail-closed/retryable;
  • generic failed-check summary: NON_BLOCKING / ACCEPTED TRADEOFF / WONT FIX IN THIS PR because diagnosis quality does not alter merge enforcement.

This proves the normally protected source/merge barrier only. It does not prove the post-merge two-PR or retarget canary, product, retrieval, release, runtime, fleet, customer, or Teams state.

P2 Badge Preserve every queued receipt dispatch

When one issuer run is active and two receipt dispatches arrive, this concurrency group does not serialize all three runs: GitHub Actions permits only one pending run per group, and a newly queued run replaces the existing pending run even when cancel-in-progress is false (GitHub concurrency documentation). The replaced repository_dispatch therefore never validates its PR, while the surviving runs reconcile that PR's check to failure, leaving valid receipts unapplied until an external caller happens to retry. Use a durable queue/lock or an explicit redelivery mechanism rather than relying on workflow concurrency to preserve every writer.
