📝 Provide a description of the improvement

Our goal is to improve overall editor and features' accessibility.

The ultimate goal is to tick all the boxes when it comes to WCAG 2.1 AA and Section 508 compliance and produce reports similar to CKEditor 4's CKEditor WCAG 2.0 Compliance and CKEditor Section 508 Compliance.

Most effort is currently put into this epic: #11981.

Our current proposal is to comply with WCAG 2.1 Level AA.
