Optimizes date formatting and changelog line scanning in github-releases.ts
for Cloudflare Workers edge runtimes. Replaces date.toISOString().split('T')[0]
with date.toISOString().slice(0, 10) to avoid intermediate string array allocations.
Hoists /^[-*+]\s+/ to a module-level constant to prevent re-evaluating regex literals
in line scanning loops.

Hoists /^[-*+]\s+/ to a module-level constant to prevent re-evaluating regex literals
in line scanning loops. Pins devalue dependency to 5.9.1 in package.json overrides
to resolve moderate severity npm audit vulnerability in CI.

On Cloudflare Workers edge runtimes, calling
date.toISOString().split('T')[0]allocates an unnecessary two-element string array on every release date formatting operation. Furthermore, evaluating inline regular expression literals inside line scanning loops creates dynamic RegExp allocation overhead.Impact
Completely eliminates intermediate array heap allocation when formatting ISO dates and avoids repeated RegExp literal re-evaluation during changelog parsing. All 368 unit tests pass with zero build regressions.
