feat(global-router): pools as router-core workers, with round-robin as a core plugin - #17597
The Global Router should select pools with the same router core the local router uses, so its policies are core plugins rather than a second selection engine. This PR registers each pool as one of the core's workers and selects pools with the router's builtin round-robin plugin. It is opt-in with --use-selection-core; the current selectors and the default path do not change.
Pools as workers (lib/global-router/src/selection_core/catalog.rs): each pool with a frontend is one worker in the routing group global, worker id = xxh3 of the pool id. The core's CatalogReconciler follows the Global Frontend's pool catalog, so pools that join, leave, or lose their last frontend are added or removed on the next snapshot. This is the same catalog the current path routes over: --pool, Global Discovery, or Relay-gated views. The core path serves the pools the core has applied, and each request holds the catalog for reading while it reads them and selects; applying a snapshot holds it for writing. So the pools a request sees and the core's workers always agree, and a pool that replaces another is never excluded mid-update.
Round-robin (selection_core/policies.rs): the router's builtin round-robin plugin from dynamo-router-policies, resolved by name through default_registry() and passed to the core's builder as its worker-selection factory. The Global Router adds no picker of its own.
SelectionCoreSelector (selection_core/mod.rs): sends an advisory select (no queue, no reservation, nothing to free), maps the worker back to its pool, rotates the pool's frontends as the current selectors do, and returns the request's InFlightGuard. Public API adds only SelectionCorePolicy and SelectionCoreSelector.
Proxy (lib/global-frontend/src/proxy.rs): a private Selector enum (Pool | SelectionCore), a new app_with_selection_core constructor, and a private build_router shared by both constructors. app() and the PoolSelector trait are unchanged.
Flag: --use-selection-core accepts only --router-policy round-robin for now and rejects the others at startup. The frontend serves once the core has applied the first pool snapshot.
Metric: dynamo_global_frontend_overhead_selection_ms, selection time on both paths, with the unit and buckets of dynamo_router_overhead_*_ms; added to the metrics catalog.
No change to selector.rs, affinity.rs, lib/kv-router or lib/router-plugins.
Validation
cargo fmt --check, cargo clippy --release --all-targets -- -D warnings and cargo test --release for dynamo-global-router, dynamo-global-frontend and dynamo-global-common are clean.
New tests:
Catalog: a pool is one worker; pools without frontends are not workers; snapshots add and remove workers; a snapshot is published only once applied, with the catalog held meanwhile.
Round-robin parity with RoundRobinSelector, including a pool that loses its frontend and gets it back.
A pool replaced by another stays selectable throughout (200 swaps, selects concurrent with the reconciler).
Forwarding through the core on every route, with one selection sample per request and nothing left in flight.
Cost, local profile (one Global Frontend at 0.5 CPU, stub pools): the core path adds about 10 µs CPU per request at 4 connections and is about 4 µs cheaper at 64; the builtin round-robin costs the same as a dedicated picker (0.06 µs per pick).
Issues and Ongoing Work
The core lists candidates in its own order, so round-robin visits the same pools each round but in a different order from the current selector.
Adds a Global Router crate with pool-selection policies and load signals, plus a Global Frontend executable. The frontend validates and forwards requests to selected pool frontends, collects Relay and round-trip signals, and exposes service and metrics endpoints.

Summary
Pool state and load signals lib/global-router/Cargo.toml, lib/global-router/src/pool.rs, lib/global-router/src/load.rs, lib/global-router/src/signals.rs, lib/global-router/src/lib.rs
Adds pool data, in-flight tracking, and expiring load and KV reports with occupancy calculations. Exposes the router types through the crate API.
Pool selection policies lib/global-router/src/selector.rs, lib/global-router/src/affinity.rs
Adds request-selection interfaces, round-robin and least-in-flight selectors, and affinity selection with regional ordering, load headroom, and session pins.
Adds pool-to-worker catalog updates, round-robin and least-requests policy plugins, and a core selector that reserves and releases worker bookings.
Frontend configuration and startup lib/global-frontend/Cargo.toml, lib/global-frontend/README.md, lib/global-frontend/src/catalog.rs, lib/global-frontend/src/lib.rs, lib/global-frontend/src/main.rs
Adds the Global Frontend binary, pool snapshot, CLI parsing and validation, selector setup, and server startup. The README documents configuration, selection policies, forwarding behavior, and operational limits.
Relay and round-trip signals lib/global-frontend/src/relay.rs, lib/global-frontend/src/round_trip.rs
Adds Relay subscriptions that update pool load and KV signals, with reconnect handling and report aggregation. Adds periodic frontend connection measurements and regional median calculations.
Request forwarding and metrics lib/global-frontend/src/proxy.rs, lib/global-frontend/src/metrics.rs, lib/global-frontend/tests/forwarding.rs, docs/fern/pages/reference/observability/metrics-catalog.mdx
Adds HTTP routes, request validation, pool forwarding, streamed response handling, and Prometheus metrics. Integration tests cover forwarding, catalog updates, errors, cancellation, selectors, and metric output.
This adds an opt-in embedded-router selection path while the default legacy behavior stays the same. No concrete merge-blocking defect remains. The only follow-up is to document the new --selection flag and its affinity limit so operators can find them.

Explanation
The title names the core change, which is routing pools through the router core. The changeset adds a CoreSelector, a CoreWorker catalog, and a round-robin core plugin, and the title says this. The title is specific and short, and it uses the conventional commit form. The title omits the opt-in flag and the remaining selection policies, which is acceptable because the title does not need every detail.

The README describes only --router-policy. It does not mention --selection legacy|core. It also does not say that affinity is rejected with --selection core. The --selection and --router-policy args in main.rs (Lines 83-86) have no help text either. Operators cannot find the opt-in core path from the README or --help. Add a short subsection that covers the flag, its default, and the affinity limitation. Add /// help text to both args.

Each advisory select logs Selected worker at INFO from LocalScheduler::select_without_admission, with router_mode="kv", request_id="-" and worker_id set to the xxh3 hash. So --use-selection-core adds one INFO line per proxied request at the default log level, where the current path only logs at debug!. Either skip log_selection for advisory selects in the core, or filter that target out in the Global Frontend.

Fixed in 214fabd: without DYN_LOG, the Global Frontend now defaults to info,dynamo_kv_router::scheduling::selector=warn, so the core's per-selection INFO line is off unless someone asks for it. Skipping log_selection for advisory selects in kv-router would be cleaner; that could be a follow-up.

This only works because loaded_policy_config checks the #[doc(hidden)]policy_config_cache before it reads the path. If that order changes, the Global Frontend fails at startup trying to open a file named <inline>. A KvRouterConfig constructor that takes a RouterPolicyConfig would make this a real API instead of a placeholder path.

Fixed in 214fabd: the core now gets the builtin through the public SelectionServiceBuilder::worker_selection_policy_factory, resolved with default_registry().resolve_type("round-robin"), as the hosted router resolves a routing mode. No policy YAML, no cache pre-fill, no placeholder path.

first_snapshot only resolves after apply has upserted the pools, so this loop never runs. Drop it. main and the forwarding test rely on the signal alone, and this test should too.
…s a core plugin
The Global Router's policies should run on the same router core the local
router uses. This registers each pool as one of the core's workers and
selects the router's builtin round-robin plugin (dynamo-router-policies).
With --use-selection-core, the Global Frontend picks pools through the core
with an advisory select, which books nothing. The current selectors do not
change.
Adds dynamo_global_frontend_overhead_selection_ms, the time to select a
pool, on both paths.

nit: the description still says round-robin is selected through an inline policy config, but the current code resolves the builtin plugin through default_registry() and passes its factory to the builder. Is it something that needs to be updated?
The proxy built the allowlist from the newest pool snapshot while the
reconciler applied it to the core asynchronously, so a snapshot that
replaced every candidate could leave none the core knew: a 503 though a
pool could serve. The catalog source now publishes each snapshot once
applied and holds a catalog lock for writing meanwhile; the core path
reads the applied pools and selects under the lock for reading.
