Promote delegation-cluster OCC artifacts dev->main

Forward-ports the delegation-cluster OCC governance artifacts (per-ticket
contracts and per-evidence-item receipts) for the merged delegation work from
dev to main so DurableEvidenceGate CONTRACT_ON_OCC_MAIN passes for the
whole cluster when evaluated against origin/main.

Tickets / cluster

• OMN-12748 — expose delegated prompt/response via per-correlation projection (work PR omnimarket#1073, merged)
• OMN-12749 — runtime local adapter invokes typed delegation handlers (work PR omnibase_infra#1888, merged)
• OMN-12752 — route local runtime terminal events for single handlers (work PR omnibase_infra#1890, merged)
• OMN-12753 — carry provider request options for useful delegation inference (work PRs omnibase_core#1206, omnimarket#1074, merged)

All four work PRs are MERGED to their code repos. Linear tickets are Done.

What changed

Adds to main, verbatim from origin/dev (no drift):

• contracts/OMN-12748.yaml, OMN-12749.yaml, OMN-12752.yaml, OMN-12753.yaml
• drift/dod_receipts/OMN-12748/**, OMN-12749/**, OMN-12752/**, OMN-12753/** (16 PASS receipts)

Verification

• uv run validate-yaml contracts/OMN-127{48,49,52,53}.yaml => all 4 valid (ticket_contract).
• git diff origin/dev -- <paths> => empty (artifacts are byte-identical to the dev-tracked versions).
• pre-commit run --files <changed> => all hooks pass (ticket contract YAML, dod_evidence required, check_value fail-open lint, normalization-symmetry, skip-token gate).
