chore(OMN-12766): promote receipt integrity corrections to OCC main

Summary

Promotes to OCC main the receipt integrity corrections merged to OCC dev in #2262, so the corrected receipts appear on main.

Correction: Four DoD receipts on OMN-12742 and OMN-12743 were on main with status: PASS while probe_stdout explicitly stated PENDING. One fabricated verifier: jonah. All four are now status: PENDING with verifier: automation-pending.

This promotion also carries the OMN-12766 contract and PASS receipts so the Receipt Gate passes for this PR.

Note: main-target-guard will FAIL (this is a hotfix/* branch, not dev). This follows the established OCC promotion pattern used in #2254, #2252, #2240 et al. Requires admin merge.
