Adds the dod-occ-main-pr-2250 evidence item + receipt (commit_sha e9a29e5, a PR #2250 commit) and rebinds all OMN-12749 receipt contract_sha256 values to the updated contract hash. PR #2252 replaces #2250 so the receipt-gate four-axis identity binding (PR title, branch name, contract ticket_id, receipt ticket_id all reference OMN-12749) passes. Local verification: validator_occ_merge_eligibility => eligible: True, reason: eligible validator_receipt_gate_cli => RECEIPT GATE PASSED (6 checks, 1 ticket) hotfix-evidence: OCC-12749 backmerge: #2235

…ev->main (#2252) * chore(OMN-12749): promote delegation-cluster OCC contracts+receipts dev->main Forward-ports the delegation-cluster OCC governance artifacts (contracts and per-evidence-item receipts) for OMN-12748, OMN-12749, OMN-12752, OMN-12753 from dev to main so DurableEvidenceGate CONTRACT_ON_OCC_MAIN passes for the cluster.
