…t (rebased on dev) Adds dod-omnimarket-pr-1572 evidence item + PASS receipt binding OMN-13674 to omnimarket PR #1572 (pr_lifecycle_pipeline cluster, cov wave B, orchestrator). Rehashes all OMN-13674 receipts to the new contract sha256 and rebinds occ-self to OCC PR #3475. Rebased on current dev. Evidence-only change; no runtime/deploy surface touched.

Rebased on current dev. Evidence-only change; no runtime/deploy surface touched.
